SECTION 1. GENERAL INFORMATION

1.1. Originating Unit of this regulation. CAOC5 Balkan Plans Chief is the point of contact working under CAOC5 at Poggio Renatico, and has responsibility for control and currency of this document (Comm. Tel. 0039 0532 822 420).

1.2. Purpose. This document provides regulations and guidance for General Air Traffic (GAT) operations in the Balkan Joint Operations Area (JOA). Operators must understand that the JOA is controlled airspace with an air traffic service (ATS) structure in which portions of the airspace are still under NATO control. The ATS structure is in the process of normalization that is not yet finalized.

1.3. Application. This regulation is mandatory and applies to all commercial and military aircraft conducting activities at APOD’s within the Balkan JOA. The Balkan JOA consists of ICAO regulated airspace and airspace for the sole use of NATO. Additionally, the airspace is divided into volumes over international waters and parts over the territory and the adjacent territorial waters of the following states: BOSNIA-HERZEGOVINA (BiH), CROATIA, SERBIA and MONTENEGRO (S and M), and Former Yugoslav Republic of MACEDONIA (FYROM∗). EUFOR transfers and the Ministry of Communication and of BOSNIA- HERZEGOVINA (BiH) accepts the full control of the airspace above its territory, enabling BiH to assume all privileges and obligations resulting from the provisions of the Chicago Convention (Protocol on the release of BiH AIRSPACE – Paris, April 20TH, 2007). However BiH reaffirms the right of COMEUFOR and EUFOR assets as well as NATO and non-NATO assets in support of EU-operations to free and unrestricted passage as well as to complete and unimpeded freedom of movement by air throughout BiH.

Military operators should refer to the classified CAOC5 SPINS, for air activities outside the airlift category defined above. These regulations are to be applied in accordance with (i.a.w.) international laws and the relevant national laws, whichever is more restrictive, of each nation within the Balkan JOA. The CAOC5 emphasizes that the SERBIA and MONTENEGRO Air Traffic Service Agency (SMATSA) of S and M, also known as Control, exercises control authority only over aircraft flying within SERBIA and MONTENEGRO. Any NOTAMS issued by Belgrade Control apply only to the airspace and airfields of SERBIA and MONTENEGRO, and do not apply to the airspace over KOSOVO. Procedures to be followed within the airspace over KOSOVO and at airfields inside KOSOVO are issued in this document and applicable AIP. Any participating carrier or unit who is unable to comply with any provision in these regulations should immediately notify CAOC5 in writing, identifying the provision by paragraph number, and explaining the reservations with compliance. Noncompliance with this regulation may result in the temporary or permanent suspension of operating privileges.

1.4.1 ROL Agreements and Certification Rules. This Version (5) of Regulations for Aircraft operating in the Balkan JOA will become effective at 0001 UTC 15 MAR 10. Version 5 replaces all previous versions of JOINT ENTERPRISE/DISCRETE ENTERPRISE Civilian, NATO

military and Non–NATO military instructions (Regulations) issued by CAOC5. The Release of Liability and Indemnification (ROL) agreement and NATO Military Certification statement are to be found at Annexes B and C. Failure to document compliance with Version 5 of the Regulations will result in rejection of slot requests. The following statements of acceptance are required:

1.4.2 User Responsibility: All users signing ROL Agreements and Military Certification statements are responsible for ensuring that their crews are fully briefed on Balkan Airspace procedures i.a.w. this regulation. The signatures must be of the person(s) with direct responsibility for the operational control of company Aircraft (civilian operators) or the training and supervision of the flight crews of the company/organization concerned. A thorough understanding of this document is critical to safe conduct of flight in the Balkan JOA. Failure to comply with this document may result in the withdrawal of Balkan JOA flying privileges.

1.4.3. Civilian Carriers & Non-NATO Military Users: All civilian carriers and Non-NATO military users must sign and return the ROL Agreement, ANNEX B, Version 5 (For Dakovica, ANNEX D1) and return it to the APOD before operating in the Balkan AOR (unless previously certificated under an earlier Version).

1.4.4. NATO Military Users: All NATO military units must sign and return the Statement of Regulations Certification for NATO Military Users, ANNEX C, Version 5 and return it to the APOD before operating in the Balkan AOR (unless previously certificated under an earlier Version)

1.5. Regulations - NOTAMS/AIM Correlation. The CAOC5 Balkan Plans Chief has responsibility for the content, currency and control of this document. This document does not replace current NOTAMS or AIM, which should always be checked for the latest airspace and/or airway information. In the event of a conflict between this document and a current NOTAM or AIM, the latter will take precedence. If Belgrade Control issues any NOTAM/AIM for airspace over KOSOVO, it is to be considered invalid. In such event users are requested to inform CAOC5 by Fax of the area of conflict at earliest opportunity. The following websites offer NOTAMS and additional information:

SECTION 2. GENERAL AIRSPACE INFORMATION

2.1. The JOA is controlled airspace with an air traffic service (ATS) structure in which portions of the airspace are still under NATO/KFOR control. The ATS structure is in the process of normalization that is not yet finalized. Control of BOSNIA-HERZEGOVINA airspace is under BiH Ministry of Communication and Transport. Control of Kosovo airspace from ground up to FL 290 is managed by Pristina Air Navigation Service Provider with military CTRs and CTAs existing within that airspace. Air Traffic Services are provided by Pristina Air Navigation Service Provider allowing General Air Traffic operations within the Kosovo airspace, as outlined in this document. Below 10,000ft AMSL outside CTRs, and CTAs, Kosovo Airspace is classified as G airspace (Golf as per ICAO) where flight information service and alerting service is provided. For GAT intending to fly in Kosovo G airspace a prior to fly approval is required. Kosovo airspace above FL 290 is closed and under NATO control. All carriers must understand the rules and risks associated with flights into the Balkan JOA. Military Aircraft mostly operate under VFR (Visual Flight Rules). All Aircraft must be under the control of a civil ATC outside TMA, CTA and Special Use Airspace flying above FL 100. Strict adherence to these procedures is essential.

2.2. The designated Airspace Control Authority (ACA) is AIR-COM IZMIR, which directs operations through CAOC5 in support of NATO and EUFOR operations. AIR-COM IZMIR is the Southern Region ACA and Area Air Defense Commander (AADC) for all operations within the Balkan JOA.

2.3.Airspace/flight level restrictions over the Balkan JOA are subject to change with little or no notice. Operators must check all applicable AIPs/AICs, NOTAMS and AIM for updates prior to departure. CAOC5 will use the NOTAM system to issue changes to the ATS structure for civilian and non-NATO military flights. Refer to the websites listed in SECTION 1 for the latest information.

2.4. Exception to ICAO Rules: The airspace structure of the Balkans JOA is defined by ICAO, with one exception: Inside Traffic Management Area (TMAIRCRAFTTA) the 250 knots restriction is not applicable to tactical Aircraft tasked by CAOC5.

SECTION 3. FLIGHT PLANNING/PREFERRED ROUTINGS/IN-FLIGHT PROCEDURES/AIRSPACE FLOW MANAGEMENT

3.1. Flight Plans. Flight plans are to be filed i.a.w. ICAO procedures. In theatre, airport communication facilities may be limited. Users/aircrew are advised to file inbound and outbound flight plans at airport of initial departure. Flight plans are to include proper Aeronautical Fixed Telecommunication Network (AFTN) addresses, i.a.w. published procedures. Flight plans should be filed a minimum of 6, but not more than 24 hours in advance. Note: All KFOR rotary wing aircraft to submit all 1801 FLPs through HQ KFOR J3 AIR HELIOPS for flights into/out of countries bordering KOSOVO.

3.2. AIP/AICs/NOTAMS/AIM. For airports located within JOA, check and comply with available AIPs, AICs, current NOTAMS or AIM for available ATS routes and altitudes. Do not call CAOC5 for flight planning information.

3.3. Call Signs. Users are to indicate designated ICAO call sign (C/S) on slot application requests to the APOD-Airport. Once slot request is approved, this C/S must be used entering, within and exiting JOA airspace. Call signs for hospital flight GAT/VFR and HUMRO flights into airspace over KOSOVO are coordinated through the Flow Management Unit Pristina International Airport.

3.4. Diplomatic Clearance. Users are responsible for obtaining all over-flight diplomatic clearances en-route to and within the JOA i.a.w. standard commercial or national procedures, as applicable, with the exception of S and M diplomatic clearance for use of the L608/M867 airway corridor.

3.5. Off-Load Facilities/Manifests. The carrier or sponsoring agency must ensure that off-load resources such as a load team, equipment, and trucks meet the Aircraft at the destination airport for loading/unloading. All cargo must be palletized or capable of roll-on/roll-off handling. Loose containers should not be floor-loaded. Aircraft must carry passenger/cargo manifests on all flights and should not depart any location without accurate passenger/cargo manifests on fle. Manifests must be presented to the appropriate airport ground personnel on request. If a manifest cannot be provided, the Aircraft will be given an airport slot time to depart without offloading.

3.6. In-Flight Procedures. Aircraft entering the Balkans JOA airspace must comply with the following requirements: - An approved IFR flight plan (both inbound and outbound). - Two way radio communications. Aircraft must maintain contact with the appropriate ATC agency. - Pilots must monitor UHF or VHF Guard for emergency broadcasts. - An operational transponder - Current AIPs. AICs, FLIP, NOTAMs and AIM must be checked for the latest airspace and/or airway information. The EUROCONTROL web page www.cfmu.eurocontrol.be may provide additional information. - Deviation from approved routings is not permitted unless co-ordinated with ATC due to the numerous military VFR flights operating in close proximity to approved/published airways.

- Military Aircraft and aircrew operating i.a.w. this document will comply with national guidance on Aircraft equipment systems and professional gear.

- Aircrews are to report any security or safety hazards to the appropriate authorities as soon as possible on the respective military flight monitor frequencies and to ATC.

3.6.1 Procedures for VFR-GAT operating in KOSOVO. The VFR-GAT intending to operate in Kosovo airspace must comply with the following procedures and requirements;

- Submit flight approval request to Flight Management Unit Pristina International Airport three (3) days in advance prior to activation of the flight plan. FMU will coordinate the request with J3 AIR and Civil Aviation Authority for approval. - Sign a ROL (see para 3.7.7) - An approved VFR FPL (both inbound and outbound) - Two operational VHF radios on board. - Transmit in the blind every five (5) minutes over their position, altitude and direction of flight. - Monitor VHF guard frequency 121.5. - Operational MODE A, C transponder on board. - Check current NOTAMs, FLIPs, and AIM for the latest information. - Aircrews are to report any security or safety hazard to the appropriate authorities. - When the final landing is completed anywhere in Kosovo outside Pristina CTRs and CTAs, ensure the flight plan is closed by calling Pristina APP via RTF 119.175 VHF or via phone Pristina ARO; +381 38 59 58 311; 211

3.7 Airspace Flow Management: Flight Request and Slot Allocation Procedures for KOSOVO and FYROM∗

3.7.1 General. CAOC5 has delegated responsibility for all slot allocation to the respective airports. The Aerial Port of Debarkation (APOD) is the air transportation agency controlling slot times for all fixed-wing airlift Aircraft arriving and departing from the Balkan JOA. Pristina Airport Slot Coordinator will assign slot times and Mode 3A codes for commercial air carriers, which have been issued with Permit from the pertinent Institution in Kosovo (IiK). Flight Management Unit Pristina Airport will assign slot times and Mode 3A codes for military aircraft, military contract air carriers and GAT/VFR for KOSOVO as required.

3.7.2. ROL and Mil. Certification. The APODs have authoritative control of ROL and Military Certification compliance. COMCAOC5 retains the authority to temporarily suspend traffic flow, cancel or redirect flights without the operator’s approval if events in the Balkan JOA require such action.

3.7.3. Flight Requests for KOSOVO Airports, Pristina and Dakovica.

3.7.3.1 All flight activity into Pristina and Dakovica is under the control of the respective airport. Flights into Dakovica require a PPR approval and slot approval from Dakovica APOD JOC.

3.7.3.2 All military and military charter flights into Pristina require PPR and slot approval from Pristina FMU. Reference to applicable AIP, for specific procedures on Pristina APOD operations.

3.7.3.3 All commercial air carrier flights into Pristina require prior approval from the pertinent Institution in Kosovo (refer to applicable AIP).

3.7.3.4 All humanitarian flights require prior approval from Flow Management Unit Pristina International Airport (refer to applicable AIP).

3.7.3.5 Alternate Airfields. NATO military aircraft can select Pristina/Slatina or Dakovica as alternate airports. Non-NATO military aircraft and civilian carriers can select Pristina/Slatina or Dakovica as an alternate airport only if the military unit and/or the civilian company has signed the certificate of release of liability (ANNEX B for Pristina/Dakovica) and National Statement (ANNEX D3) for Dakovica.

3.7.3.6 KFOR’s responsibility and authority at Pristina APOD. Military requirements at the Pristina APOD will be coordinated with Flow Management Unit Pristina International Airport through KFOR J3 AIR. Reference to applicable AIP for specific procedures on Pristina APOD operations.

3.7.4 Flight Request for FYROM∗ Airport, Skopje.

3.7.4.1 As of 28 February 2005, Skopje APOD is no longer operational. Inquiries should be directed to the Skopje airport manager, see ANNEX D. All flight activities are now handled directly by Skopje Airport Operations.

3.7.4.2 International Organization of Migration (IOM) flights into Skopje - HQ IOM in will receive, consolidate, validate, and co-ordinate all repatriation/evacuation flight requests with SKOPJE ATC.

3.7.5 UN Civil Police (CivPol) & Special Police Force Unit Deployments. UNHQ New York has the responsibility to co-ordinate all UN CivPol and Special Police Unit (SPU) deployments and rotations with the appropriate UN ASU (UNMIK or UNMIBH).

3.7.6 CAOC5 Activities and Requirements. Operating Hours & Contact Nr. CAOC5 is active Mon-Thu between 0800-1630, Fri between 0800-1430 local times. The contact numbers are:

3.7.7 Release of Liability and Indemnification Agreement (ROL) and Military Certification. No APOD will allocate any airport slot without a signed ROL from the commercial/ private carrier or Non-NATO military user concerned. A signed Military Certification statement is required from NATO units flying into Balkans JOA. Such agreements and statements apply only to the current version of these regulations and are at Annexes B and C respectively. All users must sign and return their respective documentation prior to operating into the Balkan JOA.

3.7.8 Slot Request Documentation. Slot requests for APODs in KOSOVO for non-commercial air carriers and FYROM∗ are to be submitted on the Request Form at Annex D. Slot requests for commercial air carriers into Pristina Airport are to be submitted on the Request Form at Annex D. Humanitarian flights into Pristina APOD are to be submitted on the Request Form at Annex D. Similarly, if the user itinerary includes a mix KOSOVO/FYROM* airports then each of the APOD (or airfield, in case of Skopje) must also receive the slot request application. Requests are to be typed, not hand written. Requests submitted on superceded editions, or that are unreadable or incomplete will be returned to the sender without consideration. Any request submitted without appropriate valid accompanying documentation or approval will be rejected.

3.7.9 Long-Term Scheduling. Pristina Airport Slot Coordinator shall prepare winter and summer schedules for commercial flights. FMU allocates slots for military operations and coordinates as available UN and HUMRO flights already cleared by UN ASU.

3.7.10 Emergency and Medical Evacuation (MEDEVAC) Flights. The APOD operations (or Skopje Airport Operations) should be contacted directly by telephone for the flight co-ordination of Emergency and MEDEVAC situations requiring immediate action.

3.7.11 VIP/Distinguished Visitors (DV). Operators must include details on their slot requests of any VIP/DV being flown into APOD. Users should specify each VIP/DV by name, rank and position in the “VIPs on Board” column of the request (No VIP-Codes are to be used). In addition, users should specify on which legs of the flight the VIP/DV is arriving and departing. The APOD must be advised of up-dates to VIP/DV information using the slot change procedure below without delay.

3.7.12 Slot Allocation – Change and Cancellation Procedure. Any change to itinerary or cancellation to the approval slot for commercial flight up to and including the day prior to flight is to be submitted, at the earliest opportunity, to the Slot Coordinator for Pristina Airport by e-mail or Fax for amendment or re-coordination. Any change to itinerary or cancellation to the approved slot for military flights are to be submitted in written Chance /Cancellation form to FMU at the earliest opportunity, including GAT/VFR and HUMRO flights.

3.7.12.1 Operators should be aware that cancelled or missed flights are not subject to any automatic review. A new slot request must be submitted along with conditional accompanying

authority (e.g. KFOR J3 AIR and CAA approval) as necessary. Carriers who fail to co-ordinate changes with the APOD may be subject to landing and T/O clearance delays or possible denial.

3.7.12.2 Mission Changes On Day of Flight. Changes required on the day of flight should be addressed directly to the airfield or APOD concerned. This applies to all APODs. Each APOD is authorized to approve same day slot changes and user request cancellations at its own discretion. Note: A change to a larger Aircraft type may only be approved if a slot is available.

3.7.13 Slot Time Allocations – Conditions & Criteria. Adherence to slot times is mandatory even for Aircraft subject to general air traffic (GAT) flow control. Operators unable to meet both airport slot and flow control restrictions are to contact the APOD/airport using the change procedure no later than the day prior to co-ordinate new slot times. Aircraft not adhering to airport slot times may be denied landing clearance and future user requests may be subject to conditional review. Arrival DTG is date/time at point of touch down at the destination airport. Departure time is the time the Aircraft begins the take-off roll. Aircraft may be up to 10 minutes early or 20 minutes late on the arrival/departure times, but a late arrival should make every effort to avoid a late departure. Late arrivals are not to exceed their scheduled time on the ground! Users take note: If departure slot window is missed any subsequent slot window on same day for same call sign at same APOD will be in jeopardy. Retention or re-assignment of subsequent slot windows will be at the APOD/airport discretion.

3.7.14 Mode 3A Assignment

3.7.14.1 Flight Management Unit at Pristina Airport will assign slot times and Mode 3A codes for military aircraft, military contract air carriers, GAT/VFR and HUMRO flights in Kosovo. Pristina Airport Slot Coordinator will assign slot times and Mode 3A codes for commercial carriers, which have been issued with Permit from the pertinent Institution in Kosovo. The assigned Mode 3A codes should be set at the earliest opportunity flying into Kosovo. Refer to applicable AIP for updated information and applicable deadlines.

KOSOVO AIRSPACE

4.1. Airspace Authority. The Airspace Control Authority (ACA) is AIR-COM IZMIR, which directs operations through CAOC5. Pristina Air Navigation Service Provider (ANSP) provides air traffic service within its various CTAs, CTRs, XAXAN and SARAX Corridors. Dakovica Approach controls DAK-in and DAK-out corridors, in addition to its own CTR.

4.2 The KOSOVO Air Safety Zone (ASZ). The KOSOVO ASZ is a 25 km deep zone within SERBIA and MONTENEGRO along the KOSOVO/SERBIA and MONTENEGRO border as defined in the MTA. It has been partially relaxed, it is available to civil air traffic down to 5 km. Flight into or through the ASZ is strictly prohibited, except for flights with COMKFOR approval. Military Aircraft should refer to the Balkan ACP for further instructions. Only NATO-approved aircraft using the L608/M867 airway corridor are authorized direct flight between BiH and KOSOVO through SERBIA and MONTENEGRO. Missions originating in either KOSOVO or SERBIA and MONTENEGRO and landing in the other must make an intermediate landing at an airfield that is not within the borders of KOSOVO or SERBIA and MONTENEGRO

4.3 The KOSOVO Buffer Zone (KBZ). The “KBZ” is defined as an 8km deep zone within KOSOVO along the KOSOVO/SERBIA and MONTENEGRO border. Previously, aircraft have been prohibited from flying in this area. Since 24 January 2003 this no-fly restriction has been “permanently relaxed.”

4.4 For airports located in KOSOVO, the Flow Management Unit (FMU) is the controlling agency responsible for approval of flight within the region. Aeronautical Information (NOTAMS) issued by the respective airfield are valid. Track systems are applicable to Pristina and Dakovica for which compliance is mandatory.

4.5 Pristina CTR. The Pristina CTR is Class D Airspace with vertical limits from surface to 5,000ft AMSL and bounded by the following co-ordinates:

4.9 FP-PRISTINA Corridor. The FP-PRISTINA corridor is a Class F CTA with vertical limits from FL 170 to FL 290. It is established in the form of a corridor, 5NM either side of centerline linking FP-DAK NDB and PRT VOR/DME. Traffic inbound to PRISTINA will be assigned FL 170-FL 190-FL 210-FL 230 at the FP transfer point.

4.10 PRISTINA-FP Corridor. The PRISTINA-FP corridor is a Class F CTA with vertical limits from 10,000ft AMSL to FL 290. Outside of the controlled airspace a limited Radar Information Service (RIS) is provided. However, due to significant clutter in certain areas controllers will be unable to guarantee standard separation from unknown Aircraft. Radar vectors will only be provided in exceptional circumstances and it must be understood that under RIS the pilot remains responsible for terrain clearance and for separation from other Aircraft.

4.14.3.1 Dakovica to Pristina All aircrafts diverting IFR from Dakovica to Pristina shall intercept PRT R249 inbound to PRT VOR/DME above MEA (10.000 feet MSL) at semicircular level. Aircraft must be established on this radial within 5 NM from DAK TACAN/DME.

4.14.3.2 Pristina to Dakovica All aircrafts diverting IFR from Pristina to Dakovica shall intercept DAK R069 inbound to DAK TACAN/DME above MEA (10.000 feet MSL) at semicircular level. Aircraft must be established on this radial within 5 NM from PRT VOR/DME.

4.15 FYROM∗ AIRSPACE

4.15.1. Airspace Authority. Skopje ATC has control of airspace authority within the Skopje FIR. Aircrew operating in this area should review NOTAM and operating procedures.

4.15.2. Airspace Structure. Under normal circumstances civil airway W31 will be used for transiting traffic.

6.1. SERBIA-MONTENEGRO OVER-FLIGHT PROCEDURES: USE OF L608 AND M867 BY NATO FLIGHTS: Closed airway routes L608 and M867 are open to NATO support flights between BOSNIA- HERZAGOVINA and Pristina, KOSOVO. The controlling agencies along the routes are: Zagreb ACC for segments of the airways within Bosnia-Herzegovina (West of GORAV and PODOB); Approach for segments of the airways within Serbia- Montenegro (East of GORAV and PODOB); and Pristina Approach for segments of the airways within KOSOVO (East of MEDUX and DOLEV).

6.2. Direct flight routing for NATO flights through SERBIA and MONTENEGRO between BOSNIA- HERZAGOVINA and Pristina, KOSOVO is authorized only via the corridors defined by airways L608 and M867 from 2000ft AGL to FL150. CAOC5 has been designated to receive and coordinate diplomatic clearance requests with SMATSA for the use of these airways. Only military units may make these requests. For civilian charters in support of a NATO military mission, the military unit associated with the civilian charter company must make the request. Fill in all the items of the Annex F of this document and fax to the number below, or e-mail the completed FORM F to [email protected]. Requests must be submitted and changes are to be made no later than 5 working days of flightplan activation. In the final block, place the military requester’s initials verifying that the requested mission is in support of NATO operations. 6.4. Serbia and Montenegro diplomatic clearance is not authorization to pass through the KOSOVO Air Safety Zone (ASZ). ASZ clearance is granted by COMKFOR by submitting ANNEX E, KOSOVO AIR SAFETY ZONE FLIGHT REQUEST, TO HQ KFOR VIA COMMERCIAL FAX 00 38 922 68 5597 (CONFIRM RECEIPT AT VOICE NUMBER 00 38 922 68 2710) OR CHRONOS EMAIL: KFOR HQ KS J3 AIR DESK. THIS REQUEST MUST BE RECEIVED NLT 48 HOURS PRIOR TO DEPARTURE.

6.5. The L608/M867 corridor supports NATO air traffic to/from Pristina airport only. Diplomatic clearance requests must show Pristina (or LYPR) as the departure/destination airport. Flight plans must be filed to LYPR (or ZZZZ in field XX and Pristina in the remarks). No other KOSOVO locations may be used with the L608/M867 corridors. another KOSOVO location may coordinate with Pristina approach once inside KOSOVO. When filing for the L608/M867 corridors, ensure base operations include Pristina in the address block (LYPR/ZAZX & LYPR/ZPZX).

6.6. Regularly scheduled Channel flights will coordinate their S and M diplomatic clearance with JFC Naples J4. All other NATO aircraft must request a diplomatic clearance for Serbia and Montenegro through CAOC5 Plans.

6.7. All NATO flights planning to enter Serbia-Montenegro will place clearance on request prior to engine start. Clearance to enter Serbia-Montenegro must be obtained before take-off.

6.8. Applicable Transfer of Control Points (TCP) and altitudes to initiate transfer:

6.8.1. Minimum crossing altitude at PODOB and GORAV, for transfer of control between Zagreb and Podgorica is FL100.

6.8.2. Flights Eastbound on M867 transfer from: Zagreb ACC to Podgorica APP at GORAV; and from Podgorica APP to Pristina APP at MEDUX.

6.8.3. Flights Westbound on L608 transfer from: Pristina APP to Podgorica APP at DOLEV; and from Podgorica APP to Zagreb ACC at PODOB

6.9. Aircraft flying L608 into Bosnia-Herzegovina, not intending to land at , must plan to climb at PODOB to FL160 or above, with Zagreb Center, to remain outside Sarajevo TMA.

6.10. All NATO aircraft will transit the L608/M867 corridors through Serbia and Montenegro only during Pristina airport operating hours.

6.11. In addition to standard data, flight plan will include:

6.11.1. EET for each segment along the route of flight. 6.11.2. Serbia-Montenegro Diplomatic Clearance Number 6.11.3. Name of pilot in command and number of crew members 6.11.4. Category and number of passengers 6..11.5. ICAO Cargo Designator NOTE: Data prescribed at 3.30.4.1 through 3.30.4.5 should be put in Item 18 of the FPL

6.12. The clearance to enter Serbia and Montenegro assumes that the aircraft will be established on course, and level at the cleared altitude (FL100 minimum) at the respective TCP. If unable to meet allocated TCP time (plus /minus 3 minutes), contact Pristina Approach (L608), or Zagreb Control (M867) prior to entering Serbia-Montenegro (S-M) air space. Do not enter Serbia and Montenegro without clearance.

6.12.1. IFR Levels available Westbound on L608 are, FL120, and FL140 6.12.2. IFR Levels available Eastbound on M867 are FL110, FL130, and FL150

6.13. Transfer of Control shall occur at the TCP on following frequencies:

- NATO Zagreb V 135.8 (131.275) UHF 255.700 - Podgorica APP V 118.70 UHF 358.825 - Pristina APP V 118.775 UHF 228.125

6.14. NATO Flights may legally operate VMC on M867 and L608 between 2000 AGL and 9500 MSL, however, TCPs PODOB and GORAV must still be crossed at FL100. This, in effect, requires a standard GAT flight plan, since there is no uncontrolled VFR flight within Serbia and Montenegro. In addition, the route of flight along M867 and L608 often requires aircraft to climb to FL100 in order to maintain the minimum 2000 AGL restriction. Therefore, aircraft planning to fly at low altitude on these routes must provide a carefully planned flight plan a copy of which shall be submitted to Pristina ARO, indicating all points of climb and descent within Kosovo or Serbia and Montenegro and at the TCPs.

Flights flown under such conditions must provide the following in the flight plan, in addition to standard data:

- All altitude change points within Kosovo or Serbia-Montenegro - ETAs at TCPs, and corresponding altitudes/FLs - ETAs at points DOLEV, MEDUX, PELUN, RAKOR, BEDAK, MODRA, and TUSER

Flight plan clearance will be obtained prior to take off. Change in any data shall take place at least 20 minutes prior to passing the entry TCP.

6.15. A minimum separation of 15 minutes must be observed between tracks on the same route and at the same altitude. Also the succeeding Aircraft may not be flying faster than the preceding Aircraft. Inadvertent deviations from the announced flight data due to navigation errors or adverse weather condition will be reported without delay.

6.17.1 : Inbound Pristina After passing MEDUX fly direct PRT at FL150. Do not leave FL150 until instructed to do so by Pristina APP. After PRT, pilots can expect to perform the BLACE35A STAR for VOR/DME P RWY35 or the XAXAN17A STAR for ILS/DME RWY17. When radar identified from Pristina, radar vectors may be provided for ILS approach RWY 17. In case of radar and or communication failure and no contact with Pristina approach, pilots will not leave FL 150 until passing PRT outbound.

6.17.2 : Outbound Pristina Pilots will get one of the following SID’s, depending on performance and runway in use, SARAX2A, SARAX1B or SARAX2B. The altitude clearance will be FL140 while in controlled airspace. When airborne, climb according to the SID until passing the minimum safe altitude/flight level for L608, then leave the SID to intercept L608 inbound to DOLEV. The Pristina APP controller will advice the pilot that he is entering uncontrolled airspace and that radar service is terminated. When the aircraft is clear of all other traffic, it will be transferred over to Podgorica APP.

In my capacity as an authorized representative, I understand and agree that the undersigned business enterprise or Non-NATO military unit shall indemnify, defend and hold harmless, and release, acquit and forever discharge NATO, SHAPE, EUFOR, KFOR, and each nation participating therein, and their officers, agents, and employees, against any liability for damage, loss, or injury, including injury resulting in death, loss to Aircraft, or loss of revenue, caused by acts or omissions in the course of their official duties, while providing air traffic control or any other kind of assistance; or against any liability for damage, loss, or injury resulting from use of the airport premises. Only non-channel NATO flights requesting S-M overflight using M867/L608 routes may use this form. Multiple requests may be made on this form. Information must be provided for both eastbound and westbound flights using the M867/L608 routes. In addition to this form, requesters must provide the information prescribed by paragraph 3.30.4 when filing flight plan.
