TERMS OF REFERENCE
Provision of Services for Conduc ng Training of Trainers for Local Good Governance Competence Units
1. The Background
The “Enhancing Good Governance and Social Inclusion at Local Level in Serbia” Programme (Swiss PRO) will improve local capaci es primarily in 99 local self-governments in Šumadija and Western Serbia, and South and Eastern Serbia regions1 to apply good governance (GG) principles in local policies and regula ons and thus increase social cohesion. The Government of Switzerland has allocated USD 6.9 million for the Programme, with the United Na ons Office for Project Services (UNOPS) responsible for its implementa on, in coopera on with the Standing Conference of Towns and Municipali es (SCTM).
The Programme has to fulfil two main goals: 1. To contribute to the enhancement of organisa ons and officials’ knowledge and skills 2. To posi vely change the scope and quality of public services rendered to ci zens, especially to those from excluded groups. Both goals will lead to improved regula ons, ins tu onal, technical and human capaci es for the enhancement of e-services. In addi on, capacity building will be provided to local civil society organisa ons (CSOs) as well as ins tu ons dealing with social inclusion and gender equality.
Overall, this will contribute to the improved rule of law at the local level, increased accountability, transparency and efficiency and effec veness of the local self-governments (LSGs), and ul mately improvement of quality of life of ci zens, especially excluded ci zens.
The Programme will coordinate its ac vi es with the key line-na onal-level ins tu ons, while observing the na onal strategies, laws and relevant development documents, which will contribute to sustainability, ensure na onal ownership and develop na onal capaci es. The content and the scope of the Programme will significantly complement the European Union Support to Municipal Development – EU PRO Programme.
2. Introduc on to the Interven on
Implementa on of good governance principles at the local level ensures greater accountability, transparency and efficiency of municipal administra on in the provision of services, and the development of the civil servants’ professional skills and knowledge is the key step in this process.

In the period 2014-2018, the programme preceding the Swiss PRO, European PROGRES, provided comprehensive training for appointed representa ves of LSGs on the applica on of good governance principles at local level, which included five principles of good governance: accountability, efficiency and effec veness, transparency, ci zen par cipa on, and non-discrimina on and equality. As a result of this interven on, a total of 23 local self-governments (LSGs) established Good Governance Competence Units (GGCUs) - permanent working bodies / working groups for good governance in order to form a las ng resource at the local level.
Within the Swiss PRO Programme, representa ves of those 23 LSGs had the opportunity to a end training for trainers and gain addi onal skills needed for further horizontal transfer of acquired knowledge in the field of good governance, but also open opportuni es for accredita on of trainers at the Na onal Academy of Public Administra on (NAPA).
The Swiss PRO Programme con nued the prac ce of capacity building for good governance in order to integrate the principles into the daily work of LSGs, through a training programme held in the period from June 2019 to March 2021 for 35 LSGs’ representa ves.2
The next step is carrying out the training for trainers, as well establishing and ins tu onaliza on of the resources - GGCUs within LSGs. The Training of Trainers is essen al for GGCUs’ representa ves to become adequately equipped for transferring the acquired good governance knowledge and know-how experiences horizontally – within their local administra ons and to other local public en es.
Through this interven on, the Swiss PRO Programme will, in accordance with the Law on Employees in Autonomous Provinces and Local Self Governments3 support up to 32 local staff members4 tha t have previously completed the Swiss PRO training on Good Governance to expand their knowledge and acquire addi onal training skills.
3. Objec ves of the Interven on
The Overall Objec ve is to contribute to enhanced transfer of good governance know-how and strengthened good governance resources at the local level.
The Specific Objec ve is to further capacitate the GGCU local experts to become trainers and acquire knowledge and skills for crea ng and conduc ng training programmes and transferring horizontal knowledge.

4. The Approach to this Interven on
The Swiss PRO Programme will through an open and transparent process evaluate, select and contract an eligible service provider (s ee below for details on eligibility) which has responded to the Request for Proposals (RFP), whose integral part is this Terms of Reference (ToR), by submi ng a valid project proposal, according to the ToR requirements and other provisions set in the RFP.
The contracted service provider will then carry out ac vi es in accordance with the accepted descrip ons of ac vi es and the meframe, in accordance with the submi ed and approved project proposal.
5 . The Scope of the Interven on
The contracted service provider will plan and carry out the subsequent ac vi es that include the following, while in the same me not necessarily being limited to:
The Incep on Phase: I. Study the Swiss PRO Programme document and acquire necessary understanding of the context and the Programme’s objec ves. II. Develop and plan a five day (five days in con nuity i.e. 32 hours training) training programme - Training of Trainers (ToT), for up to 32 par cipants, Good Governance Competence Units (GGCUs) members, in organising and transferring the acquired GG know-how. Develop training material (focused on good governance principles and examples) and present it to Swiss PRO team for final revision, encompassing as a minimum: ● Training design: main concepts and methodology ● Training delivery process: o Analysis-TNA -basics, objec ves, the topic etc. o Elements of andragogy - how to train adults o Designing the training, with how to define objec ves (Think, Feel, Do) o Developing all sub-processes, with SMART objec ves o Interac ve training implementa on/delivery, with the three phases (presen ng, processing, applying) o Introduc on into basic training tools (role play, NGT, brainstorming etc.) o Basic facilita on skills o Basic modera on skills o Feedback, debriefing, evalua on o Training evalua on – how-tos, and what to do with the findings III. Develop criteria and methodology for later on selec on of up to 15 out of 32 exis ng GGCU local experts with training competences for transferring the GG know-how.

IV. Prepare and mul ply all necessary training materials for effec ve Training of Trainers (ToT) for up to 32 par cipants. V. Conduct an effec ve five day (five days in con nuity) ToT for up to 32 par cipants. Period and loca on is to be defined and organised by the Swiss PRO Programme. Con nuous presence of all trainers in the selected locality for five days is mandatory. Expenses of trainers will be covered by the service provider (fee, travel, accommoda on etc). VI. Conduct the training evalua on. VII. Prepare up to 32 individual par cipants profiles on training capaci es using adequate and relevant psychometric instrument(s) – one or combina on of tests such as e.g. Myers-Briggs Type Indicator, Jung Typology Test, 16PF, DISC, SJTI etc., that will provide for evidence-based decision on a par cipant’s suitability for the future role, his/her personal characteris c and ap tude, as well as for personalised recommenda ons for development of specific skills and a mentorship plan. Auxiliary tools, such as personal SWOT analysis may also be used. VIII. Select and recommend, based on approved methodology, 10-15 out of 32 ToT par cipants, who acquired training competences for transferring the GG know-how. These ToT par cipants will be further supported with the provision of the one day good governance training in their local governments.
The Final Phase: IX. On-line mentoring for 10-15 ToT par cipants according to individual mentorship plans (in total for all par cipants a maximum of 20 consultants days), including support for development of training agenda of the ToT par cipants for provision of one day good governance training in their concrete working environment. X. Mentoring (on-line) of execu on of 10-15 individual one working day trainings in good governance domain in selected local governments (in total for all par cipants a maximum of 15 consultants days). XI. Prepare 10-15 personalised evalua ons of par cipants’ progress on the acquired training capaci es and personalised recommenda ons for future development of training skills. XII. Prepare and present Final Report with an overview of the key findings, conclusions and recommenda ons for future Programme itera ons.
6. Outputs
The contracted service provider is expected to produce a minimum of the following outputs:
In the Incep on Phase: ● A detailed work plan for the implementa on of the assignment and ToT with all technical requirements (number and size of training rooms, necessary equipment, etc.) ● An outline of possible obstacles/risks in performing assignment and a mi ga on plan

● Developed 32 hours (covering five days in con nuity) training programme with prepared training materials as stated in the Sec on 5(Scope of Interven on), point II. ● Methodology for selec on of 10-15 out of 32 ToT par cipants with training competences and clear evidence-based jus fica on for selec on. ● Prepare and submit the Incep on narra ve report to Swiss PRO within the 30 calendar days a er the contract is signed.
In the Implementa on Phase: ● Prepare and mul ply all necessary materials for effec ve ToT ● Conduct an effec ve 5-days ToT for up to 32 par cipants ● Prepare and submit the Training Report with an overview of the key findings, conclusions and recommenda ons (encompassing also training evalua on, 32 individual par cipants’ profiles on training capaci es with personalised recommenda ons and mentorship plans, and selected and recommended 10-15 ToT par cipants who will be further supported with the provision of the one day good governance training in their local governments) ● Prepare and submit the milestones’ narra ve report to the Swiss PRO
In the Final Phase: ● Prepare and submit the Mentoring Report including on-line mentoring report, conducted personalised evalua on of par cipants’ progress on the acquired training capaci es and personalised recommenda ons for future development of training skills. ● Prepare and submit the final narra ve report no later than 30 days a er the end of project ac vi es. The final report must reflect on measuring and evalua ng the overall performance against the set success criteria. The final report must also have a strong sec on on conclusions drawn and recommenda ons for future steps for capacity building at the local level.
The contracted service provider shall be responsible for: - Costs of the trainers/consultants for the assignment (team leader and team members) - Travel costs/daily allowance/accommoda on for trainers/consultants (team leader and team members) - Assistance in the implementa on of the Contract (administra on, logis cs, communica on costs, prin ng etc). - Any equipment necessary to provide proper working condi ons for the project team (team leader and team members) under this Contract.
Please note that UNOPS will cover all other costs related to training par cipants, not men oned under this scope of the interven on (par cipants’ costs as travel, accommoda on, meals, working space/conference room, necessary AV equipment, etc.).

REQUIREMENTS
7. The Eligibility, formal and qualifica on criteria
Eligible to apply to this RFP are Bidders as defined in the document Sec on I: Instruc ons to Bidders, Ar cle 4. Consor ums are eligible to apply. All proposals substan ally compliant with the formal and eligibility criteria set out in the tender (Sec on Formal and Eligibility criteria) will go through subsequent evalua on.
When the Bidder is a consor um, each of its members must meet the eligibility requirements described therein, and the same applies to subcontractors. All the formal and qualifica on requirements will be considered as mandatory and eliminatory (pass/fail). Qualifica on criteria refer to all consor um members combined.
Each requirement must be verifiable during the evalua on process. UNOPS reserves the right to perform addi onal background checks of the informa on presented in the submission or to require the transla on of the submi ed documents into English.
The proposals will be evaluated against the qualifica on criteria set out in the tender (sec on Qualifica on criteria). ● Legal en es and consor a with relevant and specific experiences, substan al and provable business/opera onal experience and human and technical capaci es relevant to this ToR and qualified to par cipate. ● The Bidder should demonstrate sufficient economic and financial capaci es to implement the ac vi es as described in the ToR, by providing the below required documents proving that the company is legally registered and ac ve for at least three previous years (each member in case of consor um), with sufficient annual turnover of 5 million RSD minimum (or equivalent in other currency) in any of the years 2018, 2019 or 2020 (combined capaci es in case of consor um).
Required documents: ➢ The financial reports for the years 2018, 2019 and 2020, or any other document accepted by the relevant authori es, demonstra ng the required qualifica ons. ➢ Cer ficate of incorpora on / business registra on issued by the relevant government body is required (for each member, in case of consor a).
The Bidder should demonstrate sufficient technical and professional capaci es for the implementa on of this ToR by providing the below required documents which show that the company (single company, loose/strong consor um of 2 or more companies etc.) has ● general capability to implement the project (management and personnel structure, types of ac vi es undertaken, project management controls, extent to which any work would be subcontracted). ● proven track of records in at least the past three (3) years in the area relevant to this ToR namely, implementa on of professional training programmes (including ToTs) and educa on of

A Team Leader ● with a minimum of a bachelor degree in an exper se discipline relevant to this ToR (such as social sciences, project management, etc.) and at least seven (7) years of professional experience in de livering professional training programmes including ToTs. He or she would be directly responsible for the delivery of the expected outcomes and ac vi es defined by this ToR and must be engaged on the project for at least 50% of his or her total working hours. Methodology of Evalua on
Evalua on against technical criteria Only proposals mee ng or exceeding the eligibility, formal and qualifica on criteria shall be considered substan ally compliant and will be evaluated against the technical criteria set out in the tender (sec on Technical criteria).
The proposals will be rated by assigning numeric points, whereas only proposals that meet the minimum technical threshold of 49 points shall be deemed substan ally compliant and shall proceed to the evalua on of financial proposals. Maximum number of points for Technical Proposal is 70.
Technical criteria will be evaluated based on a cumula ve analysis methodology. Evalua on will be conducted based on the cumula ve analysis of Technical and Financial Proposals with a weigh ng of 70% -30% (Technical Proposal-Financial Proposal). The total number of points which an Offeror may obtain for its proposal is as follows: - Technical Proposal = 70 points - Financial Proposal = 30 points

The team leader has experience in leading the team of trainers (i.e 1 professionals in training programmes including ToTs) - 1 addi onal point 3.2 Team Members The team must consist of at least two team members - experts. Each team member must have proven exper se and experience in the implementa on of training programs, including ToTs.

8. Timeframe
The contract with the service provider is expected to be signed in June 2021 and it will last seven months (one month for prepara on of the Incep on Report and one month for prepara on of the Final Report included).
9. Monitoring and Repor ng
The contracted service provider will remain in close contact with appropriate Swiss PRO personnel during the en re process and will discuss and agree all relevant points/steps both during the planning and implementa on stages.
The electronic copies of all reports or any other materials related to the interven on will be made available to Swiss PRO/UNOPS in English.

The service provider contracted to implement the ac vi es described in this ToR will be submi ng to the Swiss PRO: - The Incep on Report within the 30 calendar days a er the contract is signed. - Monthly narra ve reports every 5th of each month for the previous month - Milestones narra ve reports during the dura on of the project, and - The Final narra ve report no later than a calendar month a er the comple on of all ac vi es.
The methodology, data collected, analysis, reports, recommenda ons and other products of this interven on, will remain the intellectual property of UNOPS.
10. Deliverables
1) Incep on Report – A detailed work plan for implementa on of assignment, including outline of the possible risks and a mi ga on plan developed; methodology for selec on of up to 15 out of 32 ToT par cipants with training competences and designed training programme with materials. Incep on narra ve report submi ed to and approved by the Swiss PRO Programme.
2) 1st progress report – Prepared and conducted an effec ve 5-day Training of Trainers programme. Training Report with an overview of the key findings, conclusions and recommenda ons (encompassing training evalua on, 32 individual par cipants’ profiles on training capaci es, and selected and recommended up to 15 ToT par cipants for provision of the one day good governance training in their local governments). The first progress report submi ed to and approved by the Swiss PRO Programme.
3) Final narra ve Report – Mentoring Report including on-line mentoring report, conducted personalised evalua on of par cipants’ progress on the acquired training capaci es and personalised recommenda ons for future development of training skills. The Final Narra ve Report, including key conclusions and recommenda ons for future steps for capacity building at the local level, submi ed to and approved by the Swiss PRO Programme.
11. Visibility
The contracted service provider will have to be fully compliant with the Communica on and Visibility guidelines of the Swiss PRO. These will be provided to the Implemen ng Party by the Swiss PRO Programme.
12. Final Considera ons
Working languages when contac ng Swiss PRO are both English and Serbian. However, all official correspondence should be in English only. Working language of the contracted service provider is English, while in the field will be Serbian, and the suggested staff should have a proficient working level of the Serbian language. The suggested staff must be eligible to work in the Republic of Serbia.
