This Request for Expression of Interest follows the General Procurement Notice published in « United Nations Development Business » (UNDB) web site on December 14th 2010.

The Republic of Congo, the Central African Republic and the Democratic Republic of Congo have received UA 8,00 millions grant from the African Development (ADF) for the above mentioned project, and intend to apply part of the agreed amount for this grant for payments under the contract for the Study on the Ouesso-Bangui-Ndjamena Road and Inland Navigation on the Congo, Oubangui and Sangha Rivers.

The services under this contract include study of technical, environmental and economic feasibility of developing the Ouesso-Bangui-N’Djamena road and waterways on the Congo, Oubangui and Sangha Rivers, in order to facilitate transport along the /-Bangui-N’Djamena corridors. These two components (road and inland navigation) are to be conducted by a same firm or group of firms, in order to better control issues of coherence in defining priorities and multimodal combinations. The Study will focus on the following:  A highway network of approximately 1200 km, which starts from Ouesso in North Congo to Mbaïkoro (near Moundou) in the South of Chad while passing through Bangui in Central African Republic. It comprises the following two sections: (i) the Ouesso-Bangui section in the equatorial forest to the South, which is about 600 km long and lies across Congo and the CAR; and (ii) the Bangui-Mbaïkoro section in the savannah woodland to the North, which is about 600 km long and lies in CAR and Chad territory;  A waterway network of approximately 2000 km of which: (i) 600 km on the from Kinshasa/Brazzaville to its junction with Oubangui; (ii) 610 km on the Oubangui (from its junction with the Congo River to Bangui in CAR); (iii) 790 km on the Sangha (from its junction with the Congo River to Nola in South- West CAR, passing through Ouesso in North Congo).

The study is planned to start on April-May 2013 for 21 months.

The General Secretary of ECCAS (project Execution agency) now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint- ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the ’s “Rules and Procedures for the use of Consultants” May 2008 edition, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
