The hotel has an eclectic interior full of opulent art and design inspired by the golden era of King Rama V, blended with European influences. The six room categories are named after Buddhist cosmology, starting with Jatu rooms, which measure 39 sqm. The next level up is Dowadueng, Yama, Dusid, Nimman and, finally, the Paranim penthouse, which measures 216 sqm and features a guest bathroom, king-size bed, sitting room and kitchen. There are 5 dining outlets: Le Salon, Medici, Su Tha Ros, The Speakeasy and Wet Bar. For business travelers, Hotel Muse offers venues for meetings and events, including a boardroom in The Speakeasy bar and private dining areas at Medici and Su Tha Ros. Hotel Muse Bangkok is the second hotel in the city that belongs to the MGallery collection after VIE Hotel. The hotel celebrated its soft opening this month, with about half of the guest rooms completed and the rest currently under construction. Project Details 1. Casino Boss Francis Lui Won Big in Macau, but His Next
IT DIDN’T QUITE WORK OUT THAT WAY. A partnership with an American casino operator fi zzled, so after running a couple of card clubs in other peo- ple’s hotels, his family’s irm, Galaxy Entertainment Group, built one of Macau’s new glittering casinos BY RUSSELL PEARLMAN in 2006. That and building two other incredibly successful casinos in Macau transformed Lui, 62, from the ambitious son of a wealthy Hong Kong con- struction magnate into one of the world’s richest men. In turn, Lui helped transform Macau—which over the past several hundred years has been, in turn, a waystation for refugees fl eeing the Mongols, a bustling Portuguese-run trading colony, a haven for CASINO BOSS early-20th-century gangsters and a neutral port in the storm of World War II—into its latest incarnation: the world’s biggest betting parlor. Gamblers drop more than FRANCIS LUI WON BIG $28 billion a year betting at Macau’s casinos. Las Vegas doesn’t even get one-quarter of that. But instead of sitting back and enjoying Macau’s current form, he’s at the forefront of trying to reinvent the area yet IN MACAU, BUT HIS again. He’s making a multibillion-dollar bet that Macau’s next reinvention won’t involve much gambling at all. Over the next few years, Galaxy wants to add NEXT BET BARELY 10.7 million square feet of space to its existing Galaxy Macau resort, nearly doubling its size. Clay INTRODUCTION With some exceptions, gaming in the United States is a growing industry.1 While commercial casino revenue peaked in 2007, which was followed by a sharp decline at the height of the Great Recession, in 2012 national gaming revenues reached the second highest level in history.2 Not only has the rebound translated into increased revenues, employment rates, and economic development — it has also led to sharp increases in gaming tax revenue for the vast majority of states that permit commercial casinos — Kansas,3 Maryland,4 Maine,5 and New York6 are most notable.7 As discussed below, while gaming heavily impacts interstate commerce, the industry is still governed by a patchwork of differing state laws.8 This article seeks to show that these inconsistencies in state law are especially prevalent in state-by-state suitability determinations, in which states may disagree about the suitability for licensure of a single casino applicant or otherwise make conflicting determinations of similarly situated applicants.9 Moreover, this article argues that such inconsistencies, coupled with the lack of meaningful judicial review, have caused uncertainty for would-be applicants, and in turn necessitates meaningful 1 See Am.
