At Riverside, we recognize that this professional relationship largely depends on our ability to communicate well, collaborate effectively, and work as a team to monitor and optimize outcomes. We would like to highlight the following items from our Medical Staff Bylaws as well as some general expectations that will provide the foundation of a successful relationship.     Federal Position Paper 340B Drug Pricing Program Issue The 340B Drug Pricing Program is critical in expanding access to lifesaving prescription drugs and comprehensive healthcare services for low-income and uninsured individuals. The program is a lifeline to safety net hospitals, critical access hospitals, children’s hospitals, and other providers who care for large numbers of low-income and uninsured patients. Yet ongoing cuts to the program, as well as recent actions by drug makers to limit 340B discounts, threaten access to services for vulnerable patients and communities in Illinois. Background Congress created the 340B program to protect certain clinics and hospitals from drug price increases and give them access to price reductions. The Affordable Care Act expanded the program to include critical access hospitals, rural referral centers, sole community hospitals, and other providers. 340B hospitals have disproportionate share rates above 11.75%, meaning such hospitals serve a significantly disproportionate number of low-income patients compared to non-340B hospitals. Hospitals may dispense 340B-discounted drugs to any patient, regardless of payer, and retain the difference between the reduced price paid for the drug and the full reimbursement amount. This arrangement allows covered entities to fulfill the statutory promise of the program, which is “to stretch scarce federal resources as far as possible, reaching more eligible patients and providing more comprehensive services.” In Illinois, among 340B-covered hospitals that are not categorically eligible (e.g., critical access hospitals, sole community hospitals and children’s hospitals), 340B hospitals have an average disproportionate share percentage above 40%. This far exceeds the qualifying percentage of 11.75%.

  • Hospitals Recognized for Child Emergency Care Capabilities
    HOSPITALS RECOGNIZED FOR CHILD EMERGENCY CARE CAPABILITIES Since 1998, over 100 hospitals within Illinois (including three hospitals in Indiana) have received recognition by the Illinois Department of Public Health and the Emergency Medical Services for Children (EMSC) program for having the essential resources and capabilities in place to meet the emergency and critical care needs of seriously ill and injured children. This program recognizes hospitals that enhance their emergency departments and pediatric departments to meet the unique needs of pediatric patients. Children are not small adults. To provide the appropriate care for children requires special training, equipment and supplies. They cannot be cared for in emergency care systems initially developed for adult patients. Hospitals can apply for one of three levels of voluntary recognition. Facilities that have a pediatric intensive care unit and can provide specialty inpatient services for the pediatric patient can seek recognition as a Pediatric Critical Care Center (PCCC). Hospitals that can provide comprehensive emergency services and meet pediatric emergency care requirements are recognized as an Emergency Department Approved for Pediatrics (EDAP). The Standby Emergency Department for Pediatrics (SEDP) recognition is for hospitals that can provide stabilization measures and have transfer agreements in place when more definitive care is needed.
