Pasig River Esplanade REQUEST FOR EXPRESSION OF INTEREST (REI) FOR THE Contract ID : 18CSOO05 Contract Name : Pasig River Esplanade (from Ayala Bridge to Jones Bridge along Pasig Riverway Soil Exploration (Borehole) for the Proposed Construction of Pedestrian Overpass from Quinta Market to Lawton Terminal (across Pasig River) Manila 1. The Department of Public Works and Highways – National Capital Region through the Bids and Awards Committee (BAC), intends to apply the sum of PHP 285,691.56 being the Approved Budget for the Contract (ABC) to payments under the contract for the above- mentioned project. 2. The Department of Public Works and Highways – National Capital Region now calls for the submission of Eligibility Documents for: Pasig River Esplanade (from Ayala Bridge to Jones Bridge along Pasig Riverway Soil Exploration (Borehole) for the Proposed Construction of Pedestrian Overpass from Quinta Market to Lawton Terminal (across Pasig River) Manila Prospective Bidders must submit their Eligibility Documents not later than 4:00 P.M. on April 10, 2019 the Bids and Awards Committee (BAC) at the 2nd Floor, DPWH-NCR Building, 2nd Street, Port Area Manila. Applications for Eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The Terms of Reference (TOR), Request for Expression of Interest (REI) and Eligibility Forms are now available at the DPWH and PhilGEPS website. 3. Bidding Documents are now available at the DPWH and PhilGEPS website until the deadline for the submission and receipt of technical and financial proposals. 4. The BAC shall draw up the short list of Consulting Firms from those who have submitted (Eligibility Documents/Expression of Interest) and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its 2016 Revised Implementing Rules And Regulations (IRR). The short list shall consist of at least five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: Applicable Experience - 35 points Qualification of Personnel - 40 points Job Capacity - 25 points Total - 100 points Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the 2016 IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines. Pursuant to Republic Act 544, An Act to Regulate the Practice of Civil Engineering in the Philippines and D.O. No. 195 series of 1992, the procurement and/or employment of Corporation/Incorporation for the practice of civil engineering under locally -funded project is not allowed. 5. Mandatory submission of PhilGEPS Certification of Registration and Membership (Platinum Membership) as Class “A” documents will no longer be a requirement in the determination of the eligibility of the prospective bidder, both for consulting services and infrastructure projects per GPPB Resolution No. 26-2017, dated July 31, 2017. In lieu of the above, prospective bidders are required to submit all Class “A” eligibility documents stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulations (IRR), using the prescribed in the #Eligibility and Bidding Documents. 6. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. Only bids whose technical proposals pass the minimum technical evaluation score of seventy-five (75%) shall have their financial proposals opened and evaluated. The Technical proposal shall carry sixty percent (60%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders. 7. The contract duration is 20 calendar days. Bid documents will be available only to eligible and shortlisted consultants upon payment of non-refundable fee in the amount of FIVE HUNDRED PESOS (P500.00) ONLY. 8. The Department of Public Works Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 9.
