They resulted in overwhelming victory for President Robert Mugabe and his Zimbabwe African National Union-Patriotic Front (ZANU-PF) and shattering defeat for Prime Minister Morgan Tsvangirai and his Movement for Democratic Change-Tsvangirai (MDC-T). The elections bring to an end over four years of ‘power-sharing’ under the February 2009 Global Political Agreement (GPA) that followed the violence-ridden elections of 2008, which were stolen by ZANU-PF. The 2013 elections were certainly extremely flawed – it had been obvious for some time that they would be – but there is no escaping the fact that President Mugabe and ZANU-PF have comprehensively outmanoeuvred their rivals since the GPA was agreed, in the process rebuilding a domestic political constituency on promises of ‘indigenising the economy’, combined with an often ruthless reassertion of a self-proclaimed ‘right to rule’. As one analyst, James Muzondidya, put it in an excellent book published earlier this year: The ZANU-PF strategy, consistent with its hegemonic political culture, has been to engage in cosmetic political and economic reforms that will not result in further democracy or result in a loss of its historic monopoly on power [...] Indeed, over the last four years, ZANU-PF has kept the strategic doors to its power, such as the security sector and the mining and agricultural industries, firmly closed. While acknowledging the major constraints that the opposition faced under the GPA, Muzondidya is highly critical of its performance, viewing its top leadership as often having been naive and noting that a significant number of MDC-T councillors at the municipal level became embroiled in corruption scandals, damaging the party’s claim to represent change.

That government, which includes members of the former opposition, has improved economic and humanitarian conditions during its ongoing transitional rule. However, significant concerns about the country’s political future remain. Zimbabwe’s March 2008 elections resulted in the party of long-serving President Mugabe losing its parliamentary majority for the first time since independence. Opposition leader Morgan Tsvangirai received more votes than Mugabe in the presidential race, but fell short of the needed margin for victory. Tsvangirai later withdrew his name from the ballot days before the required runoff, amid widespread political violence. Mugabe was thus declared the winner. In September 2008, after weeks of negotiations, Tsvangirai and Mugabe reached an agreement to form a unity government, with Mugabe remaining head of state. Tsvangirai became prime minister and cabinet and gubernatorial positions were divided among the parties. Disputes delayed implementation of the agreement until February 2009, when members of the opposition were sworn in alongside former rivals as ministers in a new government. The parties to the power-sharing agreement have faced significant challenges in working together to promote political reconciliation and in addressing serious economic and humanitarian needs.

    ZIMBABWE HUMAN RIGHTS NGO FORUM POLITICAL VIOLENCE REPORT MAY 2004 28 July 2004 A report by the Zimbabwe Human Rights NGO Forum Zimbabwe Human Rights NGO Forum Political Violence Report: May 2004 OVERVIEW The group of ZANU PF youths from Mbare (HARARE Province) who are known as Chipangano have been consistently reported as perpetrating organised violence and torture since April 2003.1 However no arrests or prosecution of the members of this group are on record as having taking place. The Zimbabwe Human Rights NGO Forum is regards the climate of impunity that has been created for this notorious grouping with great concern. Chipangano is alleged to have been involved in several incidents of political violence, including intimidation, assault, forced displacement and property damage, in May 2004. The Chipangano group allegedly invaded the venue for an MDC rally in Mbare East constituency (Harare PROVINCE) on 16 May 2004 and attacked the MDC supporters who had gathered for the rally. The group is alleged to have also carried out attacks after the rally against those that had attended it. TCM alleges that Amos Nyakudya, Makuwatsine, Gonzo and other ZANU PF youths belonging to the Chipangano group beat him at his house on allegations of being an MDC supporter. EM claims that her property was destroyed and he was displaced by ZANU PF supporters because he had attended the MDC rally. NM and other MDC supporters were allegedly beaten by ZANU PF youths belonging to Chipangano because they were seen putting up posters calling for the MDC meeting in Mbare East constituency.

    Zimbabwe's 'Inclusive Government': Some Observations on its First 100 Days MARTIN WELZ University of Konstanz, Konstanz, Germany ABSTRACT Zimbabwe seemed to be in a political transition-but only on the surface. In actual fact, the new government established under the power-sharing agreement between President Mugabe and newly elected Prime Minister M organ Tsvangirai proved unsuccessful in its first 100 days owing to continued rivalry and a lack of commitment on behalf of Mugabe and his party. Mugabe managed to secure key positions in the new government for his cronies. They continued to control the relevant security organs as well as the Reserve Bank, which held a key position because its Governor guarded the budget available for the new ministers. Consequently, sabotage was an imminent threat for the new government. Mugabe benefited from the weakness of the opposition, which was split and had an indecisive and un charisma tic leader who failed to secure financial support from the West. To complicate the situation evenfurther there were more players involved in the political arena of Zimbabwe, including the two major farmers' groupings, an emerging third party under Simba M akoni, the trade unions and white businessmen. They all had their own agenda. Mugabe and his ruling clique relied on each other as they had both committed gross human rights violations over the last 25 years. They either fall together or their mutual dependency keeps them going. Change was unlikely to occur; even the new Movement for Democratic Change ministers were aware of this. Power Sharing Agreement A ‗Global Political Agreement‘ to institute a government of national unity was signed in September 2008. However, the MDC and Zanu-PF were unable to reach agreement on several issues including the distribution of portfolio ministries between the parties. Current Status In October 2009 The New York Times cited the announcement by MDC leader Morgan Tsangvirai that after a number of difficulties in working with Zanu-PF ―he and his party would boycott cabinet meetings and withdraw from dealing with Mr. Mugabe‘s party, in the biggest breach yet in the transitional government‖: The catalyst for this step was the jailing Wednesday of Roy Bennett, Mr. Tsvangirai‘s deputy agriculture minister-designate, a white farmer who is scheduled to stand trial Monday on three-year-old terrorism charges that his party, the Movement for Democratic Change, says are fabricated. But even after Mr. Bennett was granted bail on Friday after the news conference, officials in his party said their decision to disengage had not changed. ―This is the time for us to say enough is enough,‖ said Thabitha Khumalo, a spokeswoman for the M.D.C3. Africa Confidential adds that Tsangvirai‘s walkout ―appear[s] to have scored a palpable hit against President Robert Mugabe and his allies‖.

    Sanctions, violence, pensions and Zimbabwe A New York hedge fund, a London-traded mining company and the stealing of an election? July 2013 EXECUTIVE SUMMARY Introduction Rights & Accountability in Development (RAID), a British NGO working on business conduct and human rights, is calling for an investigation by the US Treasury, under US sanctions against Zimbabwe, into payments made by a subsidiary of Och-Ziff Capital Management Group LLC (Och-Ziff), a New York hedge fund. In the 2008 election, ZANU-PF’s Robert Mugabe retained the presidency of Zimbabwe after a campaign of horrific brutality against Movement for Democratic Change (MDC) supporters. According to media reports and senior MDC officials, the violence was financed by the money originating with Och-Ziff and channelled to the Mugabe government via a loan as part of a lucrative platinum deal by a UK-traded mining company. In April 2008, the UK-registered and traded Central African Mining & Exploration Company plc (CAMEC) acquired a majority holding in a Zimbabwean platinum joint venture. As part of this transaction, CAMEC advanced a US$100 million loan to enable its newly acquired subsidiary to ‘comply with its contractual obligations to the Government of the Republic of Zimbabwe’. Regulatory news releases indicate that the money for the loan came from OZ Management LP, a subsidiary of Och-Ziff. The Mugabe regime’s campaign of violence subverted democratic elections. Up to 200 people were killed, 5,000 more were beaten and tortured, and 36,000 people were displaced. An opposition spokesman has stated: ‘all the heartache, pain, gerrymandering, violence, intimidation, repression that took place at the 2008 election is directly linked to that 100 million.’ The US Ambassador to Zimbabwe in 2008, James McGee, condemned the ‘systematic campaign of violence designed to block this vote for change...orchestrated at the highest levels of the ruling party.’ The electoral violence led to an extension of US sanctions against Zimbabwe, which remain in force.
