EIGHT Underclass, overclass, ruling class, supernova class1 Danny Dorling Introduction One man in his mid-thirties hoped that his six-figure income would grow rapidly, and admitted that his assets would be valued at nearly a million pounds. He held strong views about poverty. “There is no poverty. Now you can get money from the state. People don’t even have to go to work. You don’t have to put up with working in an unrewarding situation.” He strongly disagreed with the propositions that the gap between rich and poor was too wide and that the rich should be more highly taxed. He strongly opposed the idea of putting limits on “some people’s expensive way of living” to reduce poverty and disagreed with the statement that a lot of people entitled to claim benefits do not claim them. Finally, he strongly agreed that cuts in public services like health and education could be made without increasing the number of people in poverty and that, if there was any poverty, it was more likely to be reduced by increasing Britain’s wealth than by making incomes more equal. (Peter Townsend, describing the views of one of the new overclass of London, recorded in 1985-86; see Townsend, 1993, p 109) By 2010 one in ten of all Londoners had the wealth of the man who Peter had described some 25 years earlier as being part of a tiny elite 155 fighting poverty, inequality and social injustice (see Hills et al, 2010). The Hills inquiry into inequality revealed that one in ten Londoners now have wealth of nearly a million pounds, some 273 times the wealth of the poorest tenth of today’s Londoners. -

Systemic Classism, Systemic Racism: Are Social and Racial Justice Achievable in the United States? THOMAS KLEVEN† I. INTRODUCTION The thesis of this article is that the United States is systemically a highly classist and racist society, that classism and racism are interrelated and overlapping phenomena, and that the achievement of a non- classist/non-racist society requires a mass movement of working-class people of all ethnicities for social and racial justice for all. By systemic classism/racism I mean that the political and economic institutions of the society are structured and operate to systematically disadvantage working-class people in general, and ethnic minorities in particular, and to systematically advantage a relatively small and largely white upper elite class, and a rather substantial and predominantly white upper middle class. By systemic advantage/disadvantage I mean that the opportunities to succeed in life are unequally distributed along class and racial lines, and that society’s institutions produce and perpetuate this class/race hierarchy. The discussion of race focuses primarily on African Americans and Hispanics, both of whom have been systematically disadvantaged on account of ethnicity.1 As the society’s largest disadvantaged minorities, † Professor of Law, Thurgood Marshall School of Law, Texas Southern University. This book is based on arfcioles origiDally contributed to a weekly of Madras devoted to social reform. At the time of their appearance a wish was expressed that they might be given a more permanent form by elaboration into a book. In fulfilment of this wish I have revised those articles and enlarged them with much additional matter. The book makes no pretentions either to erudition or to originality. Though I have not given references, I have laid under contribution much of the literature bearing on the subject of caste. The book is addressed not to savants, but solely to such mea of common sense as have been drawn to consider the ques tion of caste. He who fights social intolerance, slavery and injustice need offer neither substitute nor constructive theory. Caste is a crippli^jg disease. The physicians duty is to guard against diseasb or destroy it. Yet no one considers the work of the physician as negative. The attainment of liberty and justice has always been a negative process. With out rebelling against social institutions and destroying custom there can never be the tree exercise of liberty and justice. A physician can, however, be of no use where there is no vita lity. -

The sanctions for the violation of a norm can be categorized as automatic, guilt, shame, informational, bilateral costly, and multilateral costly. The choice of sanction is related to problems in creating and modifying norms. We use our analysis of the creation, modification, and enforcement of norms to analyze the scope of feasible government action either to promote desirable norms or to repress unde- sirable ones. -

Discography of the Mainstream Label Mainstream was founded in 1964 by Bob Shad, and in its early history reissued material from Commodore Records and Time Records in addition to some new jazz material. The label released Big Brother & the Holding Company's first material in 1967, as well as The Amboy Dukes' first albums, whose guitarist, Ted Nugent, would become a successful solo artist in the 1970s. Shad died in 1985, and his daughter, Tamara Shad, licensed its back catalogue for reissues. Racial Critiques of Mass Incarceration: Beyond the New Jim Crow
RACIAL CRITIQUES OF MASS INCARCERATION: BEYOND THE NEW JIM CROW JAMES FORMAN, JR.* In the last decade, a number of scholars have called the American criminal justice system a new form of Jim Crow. These writers have effectively drawn attention to the injustices created by a facially race-neutral system that severely ostracizes offenders and stigmatizes young, poor black men as criminals. I argue that despite these important contributions, the Jim Crow analogy leads to a distorted view of mass incarceration. The analogy presents an incomplete account of mass incarceration’s historical origins, fails to consider black attitudes toward crime and punishment, ignores violent crimes while focusing almost exclusively on drug crimes, obscures class distinctions within the African American community, and overlooks the effects of mass incarceration on other racial groups. Finally, the Jim Crow analogy diminishes our collective memory of the Old Jim Crow’s particular harms. INTRODUCTION In the five decades since African Americans won their civil rights, hundreds of thousands have lost their liberty. Blacks now make up a larger portion of the prison population than they did at the time of Brown v. Board of Education, and their lifetime risk of incarceration has doubled. As the United States has become the world’s largest jailerand its prison population has exploded, black men have been particularly affected. Today, black men are imprisoned at 6.5 times the rate of white men. While scholars have long analyzed the connection between race and America’s criminal justice system, an emerging group of scholars and advocates has highlighted the issue with a provocative claim: They argue that our growing penal system, with its black tinge, constitutes nothing less than a new form of Jim Crow. -

ABSTRACT Arab American Racialization and its Effect oniAmerican Islamophobiaa in the United States Catherine Haseman Director: Dr. Lisa Lacy, Ph.D. Over the past few years, anti-Muslim and anti-Arab rhetoric and discrimination has surged. Prejudice against Arabs and Muslims has moved from the fringes of American society to the mainstream. The American Islamophobic discourse is so deeply rooted in U.S. history, culture, and society that we often misunderstand its origins as well as its manifestations. This paper proposes a critical dialogue about how to understand one contested concept (Islamophobia) by using another contested one (racialization). This paper seeks to understand if--and if so, to what extent--racialization is central to understanding America’s pernicious brand of Islamophobia. In addition to reviewing the historical connection between racialization and Islamophobia, this paper analyzes the results of a survey of Texans’ views of Islam and Muslims. The survey results are used to understand how racialized conceptions of Arab Muslims correspond with Islamophobic tropes. SARAH G. HUMPHREYS: ANTEBELLUM BELLE TO EQUAL RIGHTS ACTIVIST, 1830-1907 MARY G. McBRIDE AND ANN M. MCLAURIN Although the biography of Sarah Thompson Gibson Hum- phreys seems to illustrate the development of a daughter of the planter class from antebellum belle to equal rights activist, by her own account Sarah was never intended by circumstances of heredity or education to be a conventional belle. Descended from a distinguished Southern family, Sarah was the daughter of Tobias Gibson of Mississippi and Louisiana Breckinridge Hart of Kentucky. In an undated autobiographical fragment written late in her life, Sarah described her mother, daughter of Na- thaniel Hart and Susan Preston of "Spring Hill," Woodford County, Kentucky, as a woman of "masculine intellect, great force of character and strength of will." Of Tobias Gibson, Sarah wrote: My father Tobias Gibson came of a long line of clergymen who were the pioneers of Methodism in the South. My father was a man of accurate education, of unusual culture and of broad ideas, far in advance of his time. Although by inheritance a large slave owner he was at heart opposed to slavery. He was also that anomaly amongst Southern men a "Woman Suffragist." He believed and taught me to believe that "taxation without representation" was as unjust to women as to men and he educated me up to the idea that our ad- vancing civilizaioff would sooner or later demand not only the political enfranchisement of women but their equal share in the control of the government. The family divided its time between its Louisiana sugar planta- tions and its l•ome in Lexington, Kentucky. -

Governance describes the way countries and societies manage their affairs politically and the way power and authority are exercised. For the poorest and most vulnerable, the difference that good, or particularly bad, governance, makes to their lives is profound: the inability of government institutions to prevent conflict, provide basic security, or basic services can have life-or-death consequences; lack of opportunity can prevent generations of poor families from lifting themselves out of poverty; and the inability to grow economically and collect taxes can keep countries trapped in a cycle of aid-dependency. Understanding governance, therefore, is central to achieving development and ending conflict. During the 1990s donors came to realise that development required better ‘governance’, and DFID recognised early on the need to work with the research community to identify ways of improving governance for better development outcomes. -
