It will not end with us.” -U.S. Defense Secretary Jim Mattis1 Strategic Reasoning for Closer U.S. –Mexico Military Ties Despite the deep cultural and economic diversity of North America’s 486+ million inhabitants, the interconnectedness of the three countries means that they all face, to various degrees, the same threats, which range from serious to existential. Existential threats have long been narrowed to a nuclear war with Russia, to a much lesser degree China, and the now aspiring North Korea. The lack of an existential threat from the south has meant that Mexico was not a priority for the U.S. defense community. Mexico’s non-interventionist interior-looking foreign policy, the lack of an external threat, and an extremely complex politico-military relationship also meant that the defense relationship with the United States was cordial, but distant over several decades. Since the 1980’s, the Mexican Navy and Air Force did source their token conventional fighting capacity from the United States: a squadron of tactical jet fighters and a flotilla of second-hand destroyers and frigates; however, this was mainly out of convenience rather than a strategic decision to develop binational defense ties. -

Semanario de Información y Análisis Político 1 2 Semanario de Información y Análisis Político Semanario de Información y Análisis Político 3 EDITORIAL EL GENERAL CIENFUEGOS, CIUDADANO LIBRE LA REVISTA PENINSULAR l general Salvador Cienfuegos regresó a territorio mexicano el pasado miércoles luego de permanecer bajo detención por 34 días en Estados EUnidos. El gobierno norteamericano decidió retirar los cargos presentados en contra del exsecretario de Defensa Nacional y no ha habido un consenso sobre el motivo de esta decisión, aunque los analistas coinciden en que representa una victoria para la diplomacia mexicana. Cienfuegos fue arrestado el 15 de octubre en el aeropuerto de Los Ángeles junto a su familia, la cual fue liberada pocas horas más tarde. La captura fue solicitada por la Agencia de Control de Drogas de Estados Unidos (DEA por sus siglas en inglés), quien señaló que el exsecretario había cometido delitos relativos al narcotráfico mientras encabezaba la SEDENA. La noticia del arresto del general tomó por sorpresa a la administración de López Obrador, pues el gobierno estadounidense no le avisó de la investigación realizada ni de la detención. En un principio, el ejecutivo de nuestro país expresó que Estados Unidos no tenía la obligación de avisarle sobre los actos llevados a cabo en su territorio ya que son una nación soberana. No obstante, Marcelo Ebrard les manifestó días después a nuestros vecinos del norte el “profundo descontento” del Estado mexicano por su actuación. La Fiscalía General de Estados Unidos acusaba al general Cienfuegos de tres delitos por producción, distribución e importación de droga a su territorio, así como cargos por lavado de dinero. -

(Federal Police, 2019) ABSTRACT The process of militarization of public security in Mexico is presented under two modalities: the direct participation of the armed forces in the dimension of internal security and the commitment to the so-called intermediate forces or militarized police. Throughout this contribution, a review of the process of creating the Gendarmerie Division in the federal police is carried out, which responds to this second aspect. Cordero* Abstract Although accurate statistics are hard to come by, it is quite possible that 60,000 people have died in the last six-plus years as a result of armed conflict between the Mexican cartels and the Mexican government, amongst cartels fighting each other, and as a result of cartels targeting citizens. And this figure does not even include the nearly 40,000 Americans who die each year from using illegal drugs, much of which is trafficked through the U.S.-Mexican border. The death toll is only part of the story. The rest includes the terrorist tactics used by cartels to intimidate the Mexican people and government, an emerging point of view that the cartels resemble an insurgency, the threat—both feared and realized—of danger to Americans, and the understated policy approach currently employed by the U.S. -

On 17 October, a prolonged and bloody shootout between Mexican security forces and cartel members was triggered following the detention of Ovidio Guzman Lopez, the son of Joaquin "El Chapo" Guzman, who is currently serving life plus 30 years. Almost as soon as the famous drug lord’s son was in custody, the Sinaloa Cartel had mobilised and were exchanging fire with Mexican troops throughout Culiacan, the capital of the state of Sinaloa. As the fighting began to intensify, killing 13 people, and dragged on, Lopez junior was released, and the operation suspended. The country’s defence secretary stated that this decision was taken in order to save lives. Regardless of how politicians’ phrase it, the whole operation was a disaster for the Mexican government. The country, its people, its neighbours and, most importantly, the drug cartels saw the government, with its newly formed national guard, try to take on the Sinaloa Cartel and lose. Never has the government been beaten so publicly, so easily and so humiliatingly as they were on the streets of Culiacan. Indeed, since 2006, when the Mexican Army was first mobilised to fight the drug gangs, shootouts between the Mexican authorities and cartel members have been common. The Mexican government has even suffered some public failures before when El Chapo himself escaped prison in 2015. However, never has the government been beaten so publicly, so easily and so humiliating as they were on the streets of Culiacan. -
