Velimir Zivkovic Activity Velimir Zivkovic is an Assistant Professor at the School of Law, University of Warwick, United Kingdom. Velimir has a PhD in Law from the London School of Economics and Political Science (LSE). He also holds an LLM in Commercial Law from University of Belgrade and a Magister Juris (Distinction, Clifford Chance Prize) from University of Oxford. Velimir joined the school as an Assis- tant Professor in September 2019. Previously, he was a Research Fellow with the Berlin/Potsdam Research Group 'International Rule of Law - Rise or Decline?' at Humboldt University in Berlin. In addition, Velimir worked as an Associate Re- searcher at Institute of Comparative Law in Belgrade and has acted as consultant for different World Bank and Swiss government-supported legal reform projects in Serbia. Velimir's work focuses on the interplay of international investment law and other areas of international and national law, as well as rule of law issues affecting these areas. He explores these topics by considering both the more tra- ditional, doctrinal insights and critical legal studies. The focus is often on arguing whether and how the existing legal structures – in addition to being rightfully criticized and/or reformed – can also be used as a force for good in their present state. Preface Editors Professor Julien Cazala, Paris XIII University, France Assistant Professor Velimir Zivkovic, University of Warwick, United Kingdom This volume contains the scientific papers presented at the 3rd Interna- tional Conference “Contemporary Challenges in Administrative Law from an In- terdisciplinary Perspective” that was held on 9 October 2020 online on Zoom. The conference is organized by the Society of Juridical and Administrative Sci- ences together with the Faculty of Law of the Bucharest University of Economic Studies. The scientific studies included in this volume are grouped into two chap- ters: • Administrative Law in the Global Social System. The papers in this chap- ter refer to: social license and administrative law - a challenge of renew- ables; regulatory framework of administrative laws for rational utiliza- tion of natural resource in India with reference to impact on environment and climate change; atypical administrative acts – the silence of the ad- ministration and the absence of the administrative act; considerations on the admissibility of the enforcement appeal requesting the reduction or elimination of the penalties established for the non-enforcement of a court decision pronounced in the matter of administrative litigation; the- oretical aspects regarding the acts exempted from control in the adminis- trative contentious; some reflections on the demarcation between the no- tion of interest, in the sense of condition for the exercise of legal action, and the concept of legitimate interest, as defined by the Law on adminis- trative contentious in Romania; particularities of the administrative over- sight in the context of the commissioner exercise of the action for annul- ment based on the provisions of the Law of the administrative conten- tious and the Administrative Code; the social body concerned and admin- istrative litigation; some discussions regarding the establishment and contestation of fiscal precautionary measures; about the legal value of the decision pronounced by the administrative-fiscal contentious court be- fore the criminal court. • Public Administration in the Global Social System.
