The 397th Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held on 25th – 26th March 2021 through Virtual Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi.

The following Members were present during Video Conference:

At the outset Sh. T.Pritam Singh, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC along with the directions received from NCTE Hqrs from time to time.

The Minutes of the 396th meeting of SRC was circulated to all members and the minutes confirmed by the SRC. The Committee taken note of ATR and consider following items for correction/changes/amendments.

1. Athivetti Karumuthuvalli Teacher Training Institute, 257/3, Trichy Main Road, Vallam Post, Thanjavur Taluk and District 613403, Tamilnadu.

File No. – APSO3573, APSO5319, Course - D.T.Ed & D.T.Ed-Al.

In response to the decision taken by the SRC in its 394th meeting held on 27th – 28th January 2021.

considered by the SRC and the following observations were made: -

The Committee agreed to close down the institution as requested by the management by its letter dt 18.01.2021 by withdrawing the recognition granted to Athivetti Karumuthuvalli Teacher Training Institute, 257/3, Trichy Main Road, Vallam Post, Thanjavur Taluk and District 613403, Tamil Nadu for conducting D.T.Ed. & D.T.Ed.-AI courses under clause 17(1) of NCTE Act, 1993 from the academic session 2020- 2021.

However, the FDRs towards Reserve Fund and Endowment Fund/ No Objection Certificate (NOC) for encashment of FDRs will be issued by the Regional Director on the submission of the following:

(a) NOC from the affiliating body. (b) NOC from the staff/faculty. (c) Resolution of the management to the effect for closure of the course

2. Sriman Dharamsingh B.Ed. College, Ambika Nagar, Old Jeevargi Road, Behind P & T Quarters, Gulbarga – 585103, Karnataka.

File No. – APSO2145, Course – B.Ed.

In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021.

The decision may be read as under:-

The Committee considered the reply submitted by the institution on 28.12.2020 in response to last reminder letter. The Committee observed the following deficiencies: -

1. The faculty list submitted by the institution is not approved by the affiliating University. 2. As per the unapproved staff list of faculty the institution shown appointment of faculty for Pedagogy subjects only. Faculty in respect of Performing Arts is not appointed.

The Committee also noted that after remanding back the case by the Appellate Authority, the institution was issued Final SCN dated

8.11.2019 and in spite of giving sufficient time for removal of deficiency by submission of compliance adhering to norms & standards as per provisions of the NCTE Regulations, 2014, the institution failed to submit the requisite documents.

Hence, the Committee decided to withdraw the recognition granted to Sriman Dharamsingh B.Ed. College, Ambika Nagar, Old Jeevargi Road, Behind P & T Quarters, Gulbarga – 585103, Karnataka for conducting B.Ed course with immediate effect under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

3 Omm Muruga College of Education, Cuddalore, Tamilnadu-607302.

File No. – APS09649, Course – B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021.

The decision may be read as under:-

The Committee noted that the Appellate Authority vide order dated 11.2.2021 remanded back the case to the SRC and in response to the orders of the Appellate Authority the institution vide letter dated 19.2.2021 submitted its reply.

On the perusal of the reply submitted by the institution, the Committee decided that the continuation order be issued to the Institution Omm Muruga College of Education, Khasra No. 136, Pottaveli Village, Virupatchi Panchayat, Kurinjipadi, Cuddalore, Tamilnadu-607302 for B.Ed programme for 1 basic unit of 50 students.

4 P.P.G. College of Education, Gadag – 582101, Gadag District, Karnataka

File No. APSO2245, Course - B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021.

The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: -

The Committee considered the reply submitted by the institution on 09.10.2020 in response to the Final Show Cause Notice. The Committee found the following deficiency:-

1. The initial recognition was granted to the institution on land documents ‘Sale Deed’ in the Dr. Puttaraj Gavai’s Blinds Education Society at Sy.No: 458/A1,Total Area: 150x200 sq. feet. Now, in response to Final SCN, the institution has submitted GIFT Deed dt. 04.02.2006 In favour of – Dr. Pandith Puttaraj kavi Gavaigalu Andhar (Blind) Shikshana Samith, Gadag. S. No. 358/1A, Extent 03.06 Acres. 2. There is a clear change of location of College and it had never applied for shifting of premises. 3. The Building Plan submitted by the College is not legible. 4. Letter issued by the University regarding approval of faculty has not been submitted. 5. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

Therefore, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter.

5 Narendra College of Education, Makkalasakthi Educational Society, Venkatachalapuram Pullambadi, Trichy District – 621711, Tamilnadu.

File No. APSO7608, Course – B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021.

The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: -

1. The Committee noted that due to non-compliance of Email dated 28.08.2019 for submission of requisite documents to verify infrastructure & instructional facilities a Final Show Cause Notice dated 21.9.2020 was issued to the institution. However, the institution failed to submit the requisite documents as per Final Show Notice dated 21.9.2020.

Hence, the Committee decided to withdraw the recognition granted to Narendra College of Education, Makkalasakthi Educational Society, Venkatachalapuram Pullambadi, Trichy District – 621711, Tamil Nadu for conducting B.Ed course with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

6 St. Paul D.Ed College, Street No. 1, Singannabanda Village, Tagarpuvalasa Post & City, Bheemunipatnam Taluk, Vishkhapatnam District – 531162, Andhra Pradesh.

File No. SRCAPP705, SRCAPP14056, Course – D.El.Ed & D.El.Ed-Al In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021.

The decision may be read as under:-

The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: -

1. The Committee in its 386th meeting after perusal of the letter No. RC.No. 359/A/SCERT/2019 dated 29.6.2020 received from Commissioner, School Education (FAC), School Education Department, Govt. of Andhra Pradesh recommending therein for derecognition order in respect of 188 Pvt. D.El.Ed. colleges in A.P. since the said managements of Pvt. D.El.Ed. colleges have made admission into the D.El.Ed. course during academic year 2018-19 on their own in violation of Government orders decided to issue a Show

Cause Notice to all such institutions also asking therein to explain about the observations made by the School Education Department, Govt. of Andhra Pradesh vide letter No. R.C.No. 359/A/SCERT/2019 dated 29.6.202 2. The Committee noted that the institution has not submitted any reply to the conditions mentioned in the Show Cause Notice issued to the institution on 29.09.2020.

Hence, the Committee decided to withdraw the recognition granted to St. Paul D.Ed College, Street No. 1, Singannabanda Village, Tagarpuvalasa Post & City, Bheemunipatnam Taluk, Vishkhapatnam District – 531162, Andhra Pradesh for conducting D.El.Ed & D.El.Ed-AI courses with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

The Committee has taken up the following agenda items.

1. I.S.S. College of Teacher Education, Ponniakurssi P.O. Perintalmanna, Malappuram, (Dist.), Pin-679322 Kerala.

File No. – APSO4265, Course – B.Ed.

The Committee considered the reply submitted by the institution on 03.11.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institution has not submitted certified Land Documents and the institution has submitted photocopy in Regional language and notarized copy of English version only. 2. The institution has submitted photocopy of mere Certificate against the requirement of submission of notarized copy of CLU issued by the competent authority. 3. The institution submitted a copy of Site plan but the same is not approved by the Competent Authority. 4. The institution has not submitted Building Completion Certificate under prescribed format. 5. The institution has not submitted Affidavit on stamp paper covering the details of land, building, trust / management etc. 6. The Affiliating University approved the proforma of faculty for

B.Ed. Programme which was submitted by the institution but the same has following discrepancies :-

i. Faculty namely Faseela K.K. and Rasheed Mohammed are possessing less than 55% in Post graduation which do not meet the qualification prescribed under NCTE Regulations. ii. Faculty for Fine Arts and Performing Arts.(Music/Dance/Theatre) have not been appointed which is the mandatory requirement under NCTE Regulations, 2014. 7. The Website of the institute is not working. 8. No information is submitted about non- academic staff. 9. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (iv) Details of land & building available at the time of recognition with the Institution. (v) Details of land & building now available with the Institution. (vi) Status of Management at the time of recognition and its present status.

2. Patriarch Ingnatiue Zakka I Training College, Malecruz, Puthencruz, Ernakulam-682308, Kerala.

File No. – AOSO0393, Course – B.Ed.

The Committee considered the reply submitted by the institution on 28.10.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institution submitted the notarized copy of land documents. But the institution has not submitted the certified land documents by the revenue authorities as required. 2. The institution has submitted photocopy of mere Certificate against the requirement of submission of notarized copy of CLU issued by the

competent authority. 3. The photocopy of building plan is not approved by Competent Authority. Further, the Size of Multipurpose Hall is only 1681.75 Sq.ft which is less than 2000 sq.ft. as required under NCTE Regulations, 2014. The submitted Building Plan submitted by the institution is not having Survey No. / location etc. 4. The institution failed in submission of information regarding barrier free campus. 5. The site plan submitted by the institution is not approved by the Competent Authority. 6. Building Completion Certificate submitted by the institution is nor under proper format neither approved by the Competent Authority. 7. The following deficiencies noted in Academic faculty:- a. Faculty namely Prof.P.A. Jacob, Principal (S.No. 1 in the proforma) is not qualified as is having less than 55% marks in post-graduation b. Faculty namely Minimole Mathew, Associate Professor (S.No. 4 in the proforma) is not qualified as is having less than 55% marks in Post graduation. c. Beauty K. Peter, Associate Professor (S.No. 5 in the proforma) is not qualified as having less than 55% marks in Post graduation. d. As per NCTE regulations, 2014 the two Assistant Professors are mandatorily to be appointed for perspectives in Education. However, the institution has appointed only one Assistant Professor for Education. e. One Assistant Professor in not appointed for fine Arts. f. No information is submitted for non-academic staff. 8. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

3. E.M.E.A. Training College Kondotti Kumminiparamba P.O. Malapuram, District, Pin-673638, Kerala.

File No. – APSO0514, Course – B.Ed.

The Committee considered the reply submitted by the institution on 26.08.2019 & 24.09.2019 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institution has submitted the copy of land documents in Regional language and also this is not the Certified by the competent authority. However, the institution submitted photocopy of one page related to English translation of land document in which the Survey No. is not different than mentioned in possession certificate. 2. The institution has submitted photocopy of mere Certificate against the requirement of submission of notarized copy of CLU issued by the competent authority. 3. The following deficiencies noted in the building plan submitted by the institution :-

(a) The institution has submitted the building plan but it is not approved by the competent authority. (b) The size of Class rooms are less than 500 sq.ft. except one class room. (c) The built up area mentioned in the building plan and BCC is only 1978.64 sq.mtr. and is less for 2 units (1500+500=2000 Sq.mtr) as per NCTE Norms. (d) No information provided for Separate toilet facility for PWD and institution campus is barrier free. (e) The Site Plan is not approved by Competent Authority. 4. The Form “A” without copy of FDR submitted for sum of Rs. 617864/-= instead of Rs. 12 lakh (Endowment Rs 5 lakh and Rs. 7 lakh of Reserve fund). The information submitted in website is not matched with Form A (www. emeatc.ac.in). 5. Affidavit stating status about land is not submitted. 6. Faculty namely Mrs. O.K. Hafasamol, Assistant Professor (S.No. 1 in the proforma), Mr. Rajesh T. Thazha (S.No. 4) and Mrs. Shahilan (S.No. 12) are not qualified as having less than 55% in post-graduation. 7. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and

Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

4. NSS Training College, Chenganacherry, Kottayam District, Kerala.

File No. – AOSO0379, Course – B.Ed.

The Committee considered the request of the institution for running the B.Ed. course with 2 units irrespective of three basic units earlier allotted vide Provisional Revised Recognition Order dt. 15.05.2015. The Committee decided to accept the request for reduction of unit size from 3 units to 2 units.

The Committee considered the reply submitted by the institution on 06.10.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institution submitted two Sale Deeds which one is mortgage and with mutilate certificate which is not permissible under NCTE Regulations. 2. The institution has submitted photo copy of Certificate against CLU but survey numbers of land have not been mentioned. 3. The institution has submitted Building Plan but Sy. No. / location and name of institution have not been mentioned. Further, the building plan is not approved by the Competent Authority. 4. The institution submitted Site plan but the same is not approved by the Competent Authority. 5. The Building Completion Certificate submitted by the institution is not in proper format and not approved by Competent Authority. Further, the details of BCC are not matching with the details of

building Plan. 6. The institution has not submitted Form “A” issued by the concerned bank regarding maintenance of FDRs towards endowment fund & Reserve fund. 7. Four faculty at S.No. 13 to 16 are not qualified as they have been appointed as Guest Faculty as per regulations, 2014. 8. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

5. Nirmala Training College, Thalacode P.O. Mulanthuruthy (Via), Ernakulam District, Pin -682314, Kerala.

File No. – APSO0475, Course – B.Ed.

The Committee considered the reply submitted by the institution on 09.10.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institution has submitted a copy of Land documents but the same is not the certified by the competent authority. 2. The Building Plan is not approved by Competent Authority as per building plan submitted by the institute, the total build up area is only 1138.sq. mtr. which is not sufficient as per NCTE Norms. Further the following deficiency noted in Building Plan :- i. The size of hall/multipurpose in less as per NCTE Norms. ii. The Size of classrooms are less as per NCTE Norms. iii. As per building plan the separate toilet facilities for male and female students for staff and for Person with Disabilities (PWD) are not constructed

iv. Parking area is not mentioned. 3. The institution has submitted photo copy of Land Usage Certificate whereas the institution was directed to submit the notarized one. 4. The institution has submitted NEC in Regional Language. The institution did not submitted notarized English translation. 5. The institution has submitted photocopy of Site Plan but Competent Authority approving the same is not readable. 6. BCC is not in prescribed format and the institution clearly accepted the built up area in BCC and affidavit ass 1138.89 sq.mtr which are less then requirement prescribed under NCTE norms. . 7. The institution has submitted Photo Copy of Faculty list but the same is not approved by affiliating body. 8. The amount of FDRs for Endowment and Reserve Fund are less than the requirement laid down under NCTE Norms. 9. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

6. ST. Gergorios Teacher Training College, Meenangadi P.O. Wayand District, Pin-673591, Kerala.

File No. – APSO0708, Course – B.Ed.

The Committee considered the reply submitted by the institution on 29.09.2020 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. The Institution has submitted NEC which is not readable. 2. Building Plan submitted in Photocopy and Plan in not approved by Competent Authority.

3. The institution has submitted Notarized Photocopy of Site plan by not approved Competent Authority. 4. Building Completion Certificate Submitted by the institution in photocopy. 5. The Institution has submitted Photo copy of Staff list but not approved by Competent Authority. 6. The institution has not submitted Form “A”. 7. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

In view of the above, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter.

7. Holy Family College of Education for Women, Koduvayur P.O. Palakkad District-678501, Kerala.

File No. –APSO0024, AOSO0256, Course – B.Ed./B.Ed.

The Committee considered the reply submitted by the institution on 23.10.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. As per records and on the basis of RPRO issued in the year 2015 the institution is running B.Ed. course with 4 units and the institution had submitted reply that they are running with 2 units only. The institution is required to clarify the same. 2. The institution has not submitted certified land document in terms of NCTE Regulation 2014. 3. The institution has submitted land use certificate instead of CLU. 4. The institution has submitted Encumbrance certificate in Regional Language only. Notarized English translation has not been submitted.

5. The institution submitted a photocopy of Building plan which is not approved by the Competent Authority. Further, the building plan is suffering from the following deficiencies :- a) The size of class-rooms are not mentioned. b) Multipurpose hall is not available. c) Separate toilet facility for male at female student for staff and for PWD are not mentioned. d) It is not clear that the institution campus, building is barrier free. 6. The site plan is not approved by Competent Authority. 7. The institution has submitted staff list but, the same is not on is prescribed format. Further, clarity is missing regarding approval of the affiliating University because formal letter issued by the university is not with the clear stamp. Signature and stamp of approving authority on each page of proforma has not been affixed. 8. Name of Society has changed from Marian Service Society, Mary Land Muttikulangara Palghat to “Holy Family College of Education for Women” w.e.f 25.05.2017 which is not permissible under NCTE Regulations. 9. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status.

8. Farook Training College, Kozhikode P.O. 673632, Kerala.

File No. - AOSO0816, APSO0410, APSO0080, Course – B.Ed./B.Ed./M.Ed. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on 21.08.2019 & 22.06.2020 in respect to the Show Cause Notice and found the following deficiencies: -

1. The institute has submitted English version of land document without mentioning any land area. The institution had not submitted certified land documents in terms of NCTE Regulation 2014. 2. The institute has submitted land use certificate instead of CLU. 3. The digitally copy of Encumbrance certificate submitted and no information in submitted about survey no.58. 4. The building plan is not approved by Competent Authority. The building plan submitted in photocopy and not readable for further verification of classrooms size of Multipurpose Hall etc. etc. 5. The site plan is not approved by Competent Authority. 6. The BCC submitted in not on proper format and build up area is not mentioned with building plan. 7. Land Affidavit is not submitted by institution. 8. The staff is not proper format and not approved by the affiliate University for M.Ed. course. 9. No information is submitted about joint FDRs towards Endowment and Reserve Fund. 10. As per information submitted by institution that they are running following Teacher Training Couse.

B.Ed. 2 Unit (50 each) M.Ed. 1 Unit (50 student) Whereas as per official records the institution has been sanctioned the following course and Unit. The institution is required to clarify the same.

(i) A Final Show Cause Notice was issue to the institution on 08.01.2021. The institution has not submitted requisite documents in response to Final Show Cause Notice. (ii) The institution vide letter dated 20.11.2019 informed that the proposal of shifting Achariya College of Education premises is under expeditious process and also building approval is under process. Also the institution is conducted courses presently due to the shifting of the premises.

Hence, the Committee decided to withdraw the recognition granted to Achariya College of Education, No. 3 Villupuram Main Road, Villianur, Pondicherry - 605110 for conducting Elementary (Additional Intake), Elementary (D.T.Ed.), B.Ed., M.Ed. course with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

Till date the institution has not submitted the original / notarized documents for the deficiencies identified by the Appellate Committee and as such the Committee decided to send a notice to the institution to submit the required documents to office the RD, SRC. The Committee considered the reply submitted by the institution vide letter dated 18.02.2021 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. The land document submitted at the time of initial recognition was sale Deed executed on 29.10.1940 favour of “Kuruba Business linganna”. Whereas the land document submitted in compliance of RPRO is a Gift Deed executed on 25.05.2015 in favor of “Sevamandir Society” with survey No.254-2. The same is contradictory. 2. The institution has submitted copy of Building Plan in which Multipurpose Hall is not sufficient as per NCTE Regulations 2014 and not approved by competent authority. 3. The institution has submitted approval letter of faculty issued by the Registrar Sri Krishnadevaraya University vide dated 15.02.2021. D.El.Ed. colleges in A.P. since the said managements of Pvt. D.El.Ed. colleges have made admissions into the D.El.Ed. course during academic year 2018-19 on their own in violation of Government orders. Accordingly, the SRC decided to issue a Show Cause Notice to all such institutions asking therein to explain about the observations made by the School Education Department, Govt. of Andhra Pradesh vide letter No. R.C.No. 359/A/SCERT/2019 dated 29.6.2020. 2. In view of the above decision a Final Show Cause Notice dt 03.11.2020 was issued to the institution and the institution letter received on 19.11.2020 has submitted its representation. (iii) The institution has submitted approval letter of faculty approved by the director of SCERT vide dated 26.07.2018 but the same is not the latest one. (iv) The institution has submitted “Form A” issued by the respective Bank Manger Rs. 5 Lakhs & 3 Lakhs against the requirement of 7+5 Lakhs Total 12 Lakhs as per NCTE Regulations.

Hence, the Committee decided to withdraw the recognition granted to St. Mary’s Centenary College of Education, Guavapuram, Vishakapatnam District-530004, Andhra Pradesh for conducting D.Ed. course with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

1. The institution has submitted photocopy of land documents instead of certified copy/notarized copy. 2. The institution has submitted photocopy of building plan is not readable. 3. The institution has not submitted site plan. 4. The institution has submitted photocopy of list of faculty approved by the Registrar, Acharya Nagarjuna University consisting of below mentioned discrepancies :- (i) Four Lecturers namely B. Chandra Mouli, T. Sahadev, S. Abraham and R. Radha Madhavi does not have NET/Ph.D. as per NCTE (Recognition Norms & Procedure) (Amendment) Regulations, 2017 dated 29.05.2017 notified on 09.06.2017. (ii) Faculty is being salary of disbursed through case.

5. As per Clause (b) of 6.2 of Appendix 4 of NCTE Regulations, 2014 minimum 200 titles are needed to be added annually in Library but as VTR only 160 books have been added in proceeding year. 6. As per VTR the institution is also running B.Sc course but the earmarked area for Courses has not been submitted. 7. The institution has not submitted original FDRs to the SRC, NCTE. The institution is required to submit a “Form A” issued by the respective Bank Manger towards creation of FDR of Rs.7 lakh and 5 lakh, totalling Rs.12 lakh towards Endowment Fund & Reserve Fund into joint account for a duration of 5 years alongwith a copy of the FDRs. 8. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (i) The SRC in its 384th meeting held on 12-13 February 2020 withdraw the recognition for D.T.Ed. (Add. Intake) and issue a Final Show Cause Notice for D.T.Ed. Course. Accordingly, a Final Show Cause Notice was issued to the institution for D.T.Ed. Course on 25.02.2020 (ii) The Honorable High Court, Madras vide order dated 30.07.2020 in W.P. (MD) No.8219 of 2020 and W.M.P. (MD) No. 7631 of 2020 directed the following:- “In view of the submission of the learned counsel appearing for the petitioner, this court is of the view that one more opportunity shall be given to the petitioner to place the order passed by the first respondent dated 16.03.2020 and to set out his grievance as started in the writ petition. Further, the petitioner has drawn the attention of this court that except last two years, the petitioner filled-up the students’ strength of 90. Hence, the petitioner made a request to the respondents to withdraw the additional intake of the students from the year 2018-2019. The sais order was passed in the year 2020 and the same was received by the petitioner only on 01.07.2020 and therefore, to meet the ends of justice, this court feels that an opportunity shall be given to the petitioner to set out his grievance and also place the materials before the third respondent within the prescribed time. (iii) The institution vide letter dated 20.3.2020 represented its case before the SRC. On perusal of the documents submitted by the institution, the same has been found deficient on the following points:-

(a) The institution has submitted a Notarized copy of LUC & NEC in regional Language. The institution is required to submit a translated English version copy of these documents. (c) The institution has not submitted a Form ‘A’. Only copy of FDRs are submitted of Rs. 5 lakhs & 3 lakhs for B.Ed. Course. The institution is required to submit an FDR of Rs. 7 lakhs.

In view of the above, the Committee decided to seek the above documents from the Institution by sending a Letter on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter.

95. Koviloor Andavar College of Physical Education & Sports Science, Koviloor, Sivagangai District-630307, Tamilnadu.

File No. - APS04652, APS09258 Course – B.P.Ed., M.P.Ed. The Appellate Authority vide order No. F.No.89/105/E-158607/2020 Appeal/24th Mtg.-2020/23rd October, 2020 dated 19.11.2020 remanded back the case to the SRC. Till date the institution has not submitted the original / notarized documents for the deficiencies identified by the Appellate Committee and as such the Committee decided to send a notice to the institution to submit the required documents to office the RD, SRC.

D.El.Ed. colleges in A.P. since the said managements of Pvt. D.El.Ed. colleges have made admissions into the D.El.Ed. course during academic year 2018-19 on their own in violation of Government orders. Accordingly, the SRC decided to issue a Show Cause Notice to all such institutions asking therein to explain about the observations made by the School Education Department, Govt. of Andhra Pradesh vide letter No. R.C.No. 359/A/SCERT/2019 dated 29.6.2020. 2. In view of the above decision a Show Cause Notice dt 30.07.2020 was issued to the institution and the institution vide letter dated 21.09.2020 has submitted its representation. The Committee noted that the explanation on the observation made by the School Education Department, Govt. of AP is not satisfactory as the institution made admission into the D.El.Ed. course during academic year 2018-19 on their own in violation of Govt. orders. 3. Further on perusal of the reply dated 21.09.2020 submitted by the institution, the institution also failed to submit the following documents/information:-

(i) The institution has submitted notarized copy of NEC which is not approved. (ii) The institution has submitted notarized copy of building plan in which the multipurpose hall area is not mentioned, and the seal of issuing authority is not readable. (iii) The built-up area mentioned in the building plan is 1199.04 Sq.mt. whereas in BCC, it is mentioned as 2500.02 sq.mts. The institution is required to clarify about

The Committee considered the reply submitted by the institution vide letter dated 06.11.2019 and 25.11.2019 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. The institution has not submitted a copy of the Building plan approved by the Competent Authority. 2. The institution has not submitted latest Faculty list approved by the affiliating University. 3. The land documents submitted by the institution are not readable. The institution has not submitted Certified English Translated copy of Land Document. 4. The institution has not submitted notarized copy of NEC in English translated version and also not submitted a notarized copy of LUC.

Hence, the Committee decided to withdraw the recognition granted to Arcot Lutheran Church College of Education, Jeevanagar, Main Road, Nelikuppam, Cuddalore-607105, Tamilnadu for conducting B.Ed. course with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

The Committee noted that the institution had submitted its reply on 11.11.2020, however the same could not be considered. In view of the above the Committee reconsidered the matter and decided to cancel the Withdrawal Order dated 19.1.2021.

The Committee on the perusal of the reply submitted by the institution dated 11.11.2020 decided that the continuation order be issued to the Institution Krantiveer Sangolli Rayanna College of Education, CTS.1067, Nehrunagar, Belagavi- 590010, Karnataka for B.Ed. programme for 2 basic units of 100 students. Accordingly a revised speaking continuation order be issued.

The Committee decided to defer the matter in the next SRC meeting.

153. Consideration of matter of courses which are recognized by SRC, NCTE before promulgation of NCTE Regulations, 2014 but now are alien to the same.

The Committee perused the matter in detail. In the 2014 Regulation, there is no mention of language Pandit training progarmmes which were offered both at Elementary and Secondary level since independence across the country.

Even NEP 2020 emphasised on the importance of teaching Indian languages. The Committee is of the opinion that the NCTE Hqrs. may work out norms & standards and notify the same at the earliest otherwise the institutions as well students pursuing these programmes will be in distress condition. Therefore, the NCTE Hqrs. should consider on priority.

Accordingly, the Committee decided to refer the matter to NCTE Hqrs. for decision with a request to guide the Regional Committee about Pandit Training Programme both at Secondary & Elementary level.

The SRC also made the following resolutions: -

1. Non-functional institution

It has been observed that some of the institution which have been granted recognition by SRC, NCTE have not renewed the Affiliation from the concerned affiliating Universities. Though these institutions are not offering the course but they are in the Recognized list of NCTE. Hence it has been decided to obtain list of such institution from the Universities and in the case of D.El.Ed. progammes the information will be sought from the respective SCERT/Director of School Education so that further action on withdrawal of recognition may be initiated.

2. Return of FDRs

The return of FDRs to those institutions whose recognition has been withdrawn is considered and decided that to adopt the following procedures:-

(i) A resolution from Management/Trust (ii) NOC from the affiliating University/affiliating body. (iii) No objection from the faculty working at time of withdrawal/closer of the teacher education programme.

3. Teacher Education Centers in Kerala offering B.Ed course without recognition from NCTE.

It has come to the notice of the Regional Committee, that some Universities in Kerala are conducting teacher education programmes in the self styled institutions “University teacher education colleges” without permission from the State Govt. and recognition from the NCTE. Taking it as a serious matter, the Committee advised the Regional Director to write to the Universities in Kerala and also to the Department of Education, Govt. of Kerala for obtaining the factual information on the matter.
