
Minutes of 397th Meeting of the SRC held on 25th – 26th March 2021 NATIONAL COUNCIL FOR TEACHER EDUCATION SOUTHERN REGIONAL COMMITTEE G-7, DWARKA SECTOR – 10 NEW DELHI – 110075 The 397th Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held on 25th – 26th March 2021 through Virtual Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi. Mr. T.Pritam Singh Regional Director and Convener, SRC, NCTE At the outset Sh. T.Pritam Singh, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC along with the directions received from NCTE Hqrs from time to time. The Minutes of the 396th meeting of SRC was circulated to all members and the minutes confirmed by the SRC. The Committee taken note of ATR and consider following items for correction/changes/amendments. 1. Athivetti Karumuthuvalli Teacher Training Institute, 257/3, Trichy Main Road, Vallam Post, Thanjavur Taluk and District 613403, Tamilnadu. File No. – APSO3573, APSO5319, Course - D.T.Ed & D.T.Ed-Al. In response to the decision taken by the SRC in its 394th meeting held on 27th – 28th January 2021. The decision may be read as under:- The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully Minutes of 397th Meeting of the SRC held on 25th – 26th March 2021 considered by the SRC and the following observations were made: - The Committee agreed to close down the institution as requested by the management by its letter dt 18.01.2021 by withdrawing the recognition granted to Athivetti Karumuthuvalli Teacher Training Institute, 257/3, Trichy Main Road, Vallam Post, Thanjavur Taluk and District 613403, Tamil Nadu for conducting D.T.Ed. & D.T.Ed.-AI courses under clause 17(1) of NCTE Act, 1993 from the academic session 2020- 2021. However, the FDRs towards Reserve Fund and Endowment Fund/ No Objection Certificate (NOC) for encashment of FDRs will be issued by the Regional Director on the submission of the following: (a) NOC from the affiliating body. (b) NOC from the staff/faculty. (c) Resolution of the management to the effect for closure of the course 2. Sriman Dharamsingh B.Ed. College, Ambika Nagar, Old Jeevargi Road, Behind P & T Quarters, Gulbarga – 585103, Karnataka. File No. – APSO2145, Course – B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021. The decision may be read as under:- The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee considered the reply submitted by the institution on 28.12.2020 in response to last reminder letter. The Committee observed the following deficiencies: - 1. The faculty list submitted by the institution is not approved by the affiliating University. 2. As per the unapproved staff list of faculty the institution shown appointment of faculty for Pedagogy subjects only. Faculty in respect of Performing Arts is not appointed. The Committee also noted that after remanding back the case by the Appellate Authority, the institution was issued Final SCN dated Minutes of 397th Meeting of the SRC held on 25th – 26th March 2021 8.11.2019 and in spite of giving sufficient time for removal of deficiency by submission of compliance adhering to norms & standards as per provisions of the NCTE Regulations, 2014, the institution failed to submit the requisite documents. Hence, the Committee decided to withdraw the recognition granted to Sriman Dharamsingh B.Ed. College, Ambika Nagar, Old Jeevargi Road, Behind P & T Quarters, Gulbarga – 585103, Karnataka for conducting B.Ed course with immediate effect under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above. 3 Omm Muruga College of Education, Cuddalore, Tamilnadu-607302. File No. – APS09649, Course – B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021. The decision may be read as under:- The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee noted that the Appellate Authority vide order dated 11.2.2021 remanded back the case to the SRC and in response to the orders of the Appellate Authority the institution vide letter dated 19.2.2021 submitted its reply. On the perusal of the reply submitted by the institution, the Committee decided that the continuation order be issued to the Institution Omm Muruga College of Education, Khasra No. 136, Pottaveli Village, Virupatchi Panchayat, Kurinjipadi, Cuddalore, Tamilnadu-607302 for B.Ed programme for 1 basic unit of 50 students. 4 P.P.G. College of Education, Gadag – 582101, Gadag District, Karnataka File No. APSO2245, Course - B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021. The decision may be read as under, cancelling the Withdrawal Order No. F.SRO/NCTE/APSO2245/B.Ed/KA /2021/125161-5168 Minutes of 397th Meeting of the SRC held on 25th – 26th March 2021 dated 16.03.2021:- The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee considered the reply submitted by the institution on 09.10.2020 in response to the Final Show Cause Notice. The Committee found the following deficiency:- 1. The initial recognition was granted to the institution on land documents ‘Sale Deed’ in the Dr. Puttaraj Gavai’s Blinds Education Society at Sy.No: 458/A1,Total Area: 150x200 sq. feet. Now, in response to Final SCN, the institution has submitted GIFT Deed dt. 04.02.2006 In favour of – Dr. Pandith Puttaraj kavi Gavaigalu Andhar (Blind) Shikshana Samith, Gadag. S. No. 358/1A, Extent 03.06 Acres. 2. There is a clear change of location of College and it had never applied for shifting of premises. 3. The Building Plan submitted by the College is not legible. 4. Letter issued by the University regarding approval of faculty has not been submitted. 5. In addition to the above, the institution shall be required to submit an Affidavit clearly stating status about land & building and Management (Society/Trust) at the time of recognition and its present status giving following details (i) Details of land & building available at the time of recognition with the Institution. (ii) Details of land & building now available with the Institution. (iii) Status of Management at the time of recognition and its present status. Therefore, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter. 5 Narendra College of Education, Makkalasakthi Educational Society, Venkatachalapuram Pullambadi, Trichy District – 621711, Tamilnadu. File No. APSO7608, Course – B.Ed. In response to the decision taken by the SRC in its 395th meeting held on 25th – 26th February 2021. Minutes of 397th Meeting of the SRC held on 25th – 26th March 2021 The decision may be read as under:- The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - 1. The Committee noted that due to non-compliance of Email dated 28.08.2019 for submission of requisite documents to verify infrastructure & instructional facilities a Final Show Cause Notice dated 21.9.2020 was issued to the institution. However, the institution failed to submit the requisite documents as per Final Show Notice dated 21.9.2020. Hence, the Committee decided to withdraw the recognition granted to Narendra College of Education, Makkalasakthi Educational Society, Venkatachalapuram Pullambadi, Trichy District – 621711, Tamil Nadu for conducting B.Ed course with effect from the next academic session i.e. 2021-2022 onwards under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above. 6 St. Paul D.Ed College, Street No. 1, Singannabanda Village, Tagarpuvalasa Post & City, Bheemunipatnam Taluk, Vishkhapatnam District – 531162, Andhra Pradesh.
