NILE BASIN INITIATIVE (NBI) / EQUATORIAL LAKES SUBSIDIARY ACTION PROGRAM (NELSAP) MULTINATIONAL LAKES EDWARD AND ALBERT INTEGRATED FISHERIES AND WATER RESOURCES MANAGEMENT PROJECT (LEAF II)

SUPPLY OF PATROL BOATS

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB1109-10/16 and on the ’s Internet Website (www.afdb.org) on 24 October 2016.

2. The Initiative (NBI) has received financing from the Global Environment Facility (GEF) through the African Development Bank (AfDB) towards the cost of the Multinational Lakes Edward and Albert Integrated Fisheries and Water Resources Management (LEAF II) Project. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contracts for Supply of Patrol Boats.

3. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative (NBI) now invites sealed Bids from Bidders for: Supply of Four Patrol Boats (Fibreglass boats equipped with twin outboard engines, surveillance and communications equipment, safety and rescue equipment, double- axle boat trailers, etc) (hereinafter called “the Goods”). International Competitive Bidding will be conducted in accordance with the Bank's Rules and Procedures for Procurement of Goods and Works.

4. Interested eligible bidders may obtain further information from the address below.

5. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of US$ 50 to the bank account below or upon presentation of payment slip to the physical address below:

6. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Goods.

7. Bids must be delivered to the above office on or before 15:00 hours, Rwandan local time on Thursday 25 January 2018, and must be accompanied by a security of US$ 12,000 (Twelve Thousand US Dollars)

8. Bids shall remain valid for 120 days after the deadline for bid submission prescribed above.

9. Bids will be opened in the presence of bidders’ representatives, who choose to attend at 15:30 hours, Rwandan time on Thursday 25 January 2018, at the NELSAP office indicated below:
