L.-33004/99 vlk/kj.k EXTRAORDINARY Hkkx II—[k.M 3 —mi&[k.M (ii) PART II—Section 3—Sub-section (ii) izkf/dkj ls izdkf'kr PUBLISHED BY AUTHORITY la- 618] ubZ fnYyh] c`gLifrokj] ekpZ 2] 2017@iQkYxqu 11] 1938 No. 618] NEW DELHI, THURSDAY, MARCH 2, 2017/PHALGUNA 11, 1938 मानव संसाधन िवकास मं ालय (कूल िशा और सारता िवभाग) अिधसचू ना नई दली, 2 माच, 2017 का.आ . 688 (अ).—सेवा या सुिवधा या सहाियकय के दान के िलए एक पहचान दतावेज के प म आधार का उपयोग सरकारी परदान या को सरलीकृत करता है, पारदशता और दता लाता है और फायदाािहय को सुिवधाजनक और िनबाध रीित से उनक हकदारय को सीधे ा करने म समथ बनाता है और आधार कसी ि क पहचान को सािबत करने के िलए िविभ दतावेज तुत करने क आवयकता को समा करता है; भारत सरकार का मानव संसाधन िवकास मंालय, राय सरकार और संघ राय े शासन क भागीदारी से साविक ांरिभक िशा के िलए के ारा ायोिजत कम सव िशा अिभयान का शासन कर रहा है िजससे साविक पंच और ितधारण, िशा म लग क और सामािजक वग अंतराल को पाटने तथा बालक के िशा के तर म वृि जैसे लय को ा कया जा सके; और, सव िशा अिभयान म िविवध कार के मयेप का उपबंध है, िजसके अंतगत नए कूल का खोला जाना, कूल और अितरत िशण क के संिनमाण, शौचालय और पेयजल, िशक, आविधक िशक िशण और अकादिमक संसाधन सहायता, पापु तक, वद और अिधगम उपलि ध हेतु सहायता भी है; और सव िशा अिभयान कम िन:शु क और अिनवाय बाल िशा का अिधकार अिधिनयम, 2009 के अधीन यथा अिधद मानक और तरमान तथा िन:शु क पाता के अनुसार िवरिचत क गई है िजसम ऐसे िविधक ढांचे के बारे म उपिथत है जो 6 से 14 वष के आयु वग के सभी बालक को ारंिभक िशा पूरी होने तक िन:शु क और अिनवाय िशा का हकदार बनाती है और जो िनःशुक और अिनवाय बाल िशा का अिधकार अिधिनयम, 2009 के कायवयन के िलए एक साधन के प म अिभिहत है; और आरटीई अिधिनयम, 2009 क धारा 7 म यह उपबंिधत है क केीय सरकार और राय सरकार का इस अिधिनयम के उपबंध को कायािवत करने के िलए िनिधयां उपलध कराने के िलए समवत उरदािय व होगा; 1182 GI/2017 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] और, सव िशा अिभयान के अधीन रा य और संघ रा य े के , कम के अधीन अनुमोदत याकलाप को करने के िलए राय कायावयन सोसाइटय को सुमेल राय शेयर के साथ केीय शेयर का अंतरण करने के िलए के और राय या संघ राय े के मय लागू िनिध िवभाजन पैटन के अनुसार केीय शेयर िनमिचत कया जाता है; और, सव िशा अिभयान के कायावयन हेतु छा को िशा देने और अय सहायता के िलए िशक या कमचारीवृंद (िजसे इसम इसके पात् कृयकारी कहा गया है) का िनयोजन कया जाता है और कृयकारय को वेतन या मानदेय का संदाय कया जाता है तथा उह िशण और िशण सामी (िजसे इसम इसके पात् सुिवधाएं कहा जाएगा) दान क जाती है, इसका कुछ भाग भारत क संिचत िनिध से उपगत आवत य होता है; अत: अब केीय सरकार, आधार (िवीय और अय सहाियकय, सुिवधा और सेवा का लित परदान) अिधिनयम 2016 (2016 का 18) (िजसे इसम इसके पात् उ अिधिनयम कहा गया है) क धारा 7 के उपबंध के अनुसरण म के सरकार िनिलिखत को अिधसूिचत करती है, अथात्:— 1. (1) सव िशा अिभयान के अधीन सुिवधा का उपयोग करने के इछुक कृयकारय से उसके पास आधार नबर होने का सबूत देने या आधार अिधमाणन क या पूरी करने क अपेा होगी। (2) सव िशा अिभयान के अधीन सुिवधा का उपभोग करने का इछुक कसी ऐसे कृयकारी को, िजसके पास आधार संयांक नह है या िजसने अभी तक आधार के िलए नामांकन नह कराया है, 30 जून, 2017 तक आधार रिजीकरण हेतु आवेदन करना होगा परंतु वह उ अिधिनयम क धारा 3 के उपबंध के अनुसार आधार ा करने के िलए हकदार हो और ऐसे फायदााही आधार नामांकन के िलए कसी आधार नामांकन के (सूची यूआईडीएआई क वेबसाइट www.uidai.gov.in पर उपलध है) पर जा सकगे। (3) आधार (नामांकन और अतन) िविनयम 2016 के िविनयम 12 के अनुसार कम के कायावयन का राय सरकार या संघ राय े शासन म का ऐसा भार साधक संबंिधत िवभाग से (िजसे इसम इसके पात् िवभाग कहा गया है) जो कृयकारी से आधार संयांक देने क अपेा करता है, ऐसे कृयकारय के िलए िजहने अभी तक आधार के िलए नामांकन नह कराया है, आधार नामांकन सुिवधाएं यािपत करने क अपेा होगी और यद उनके लॉक या तालुका या तहसील म कोई आधार नामांकन के िथत नह है तो राय सरकार या संघ राय े शासन के िवभाग से यूआईडीएआई के िवमान रिजार के समवयन से या यूआईडीएआई रिजार बनकर सुिवधाजनक थान पर आधार नामांकन सुिवधाएं उपलध कराने क अपेा होगी। परंतु कृयकारय के आधार िनयत कए जाने तक ऐसे ि को कम के अधीन सुिवधाएं िनिलिखत पहचान दतावेज तुत करने के अधीन रहते ए दी जाएगी, अथात् — (क) (i) यद उसने नामांकन करा िलया है तो उसका आधार नामांकन आईडी िलप; या (ii) नीचे पैरा 2 के उप-पैरा (ख) म यथािविनद आधार नामांकन के िलए उसके ारा कए गए अनुरोध क ित; तथा (ख) (i) फोटो सिहत बक पासबुक; या (ii) मतदाता पहचान काड; या (iii) राशन काड; या (iv) थायी खाता संया (पीएएन) काड; या (v) पासपोट; या (vi) मोटर यान अिधिनयम,1988 (1988 का 59) के अधीन अनुापन ािधकारी ारा जारी चालन अनुािपत; या (vii) कसी राजपित अिधकारी ारा शासकय प पर ऐसे सदय क फोटो सिहत पहचान का माणप; या (viii) कसान फोटो पासबुक; या (ix) संबंिधत राय सरकार या संघ राय े शासन ारा िविनद कोई अय दतावेज; परंतु यह और क उपरो दतावेज क राय सरकार या संघ राय े शासन ारा उस योजन के िलए अिनिहत कसी अिधकारी ारा जांच क जाएगी। 2. कम के अधीन फायदाािहय को सुिवधाजनक तथा बाधारिहत सुिवधाएं दान करने के िलए राय सरकार या संघ राय े शासन म का िवभाग िनिलिखत सिहत सभी आवयक वथाएं करेगा, अथात् — (क) कम के अधीन आधार क आवयकता के ित कृयकारय को जागक बनाने के िलए उह मीिडया के मायम से तथा िवभाग ारा िजला िशा अिधकारय के कायालय, तहसील या लॉक अथवा मंडल िशा अिधकारय, पयवेक, कूल आद के मायम से वैयिक सूचना देकर ापक चार कया जाएगा और यद ¹Hkkx II µ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 उहने पहले से नामांकन नह कराया है तो उह 30 जून, 2017 तक उनके े म उपलध नजदीक आधार नामांकन के म वयं को नामांकत कराने के िलए सलाह दी जा सकेगी। उह थानीय प से उपलध के क सूची (सूची www.uidai.gov.in पर उपलध है) उपलध करवाई जाएगी। (ख) यद कम के अधीन कृयकारी उनके आस-पास म लॉक या तालुका अथवा तहसील जैसे नजदीक थान पर नामांकन के क अनुपलधता के कारण आधार के िलए नामांकन कराने म समथ नह होते ह तो िवभाग से िजला िशा अिधकारय के कायालय या तहसील या लॉक या मंडल िशा अिधकारय, पयवेक, कूल आद के मायम से सुिवधाजनक थान पर आधार नामांकन सुिवधा का सृजन करने क अपेा होगी और फायदाािहय से उनके कूल के संबंिधत पदधारय के पास अपना नाम, पता, मोबाइल नबर और पैरा 1 के उप-पैरा (3) के परंतुक म यथािविनद अय यौरे देते ए या उ योजन के िलए उपबंिधत वेब पोटल के मायम से आधार नामांकन के िलए अपना अनुरोध रिजटर कराने हेतु अनुरोध कया जा सकता है। 3.

Synopsis Micro Small & Medium enterprises (MSMEs) are the growth engines for the economic development of a nation. The significance of MSMEs is attributable to their potential for employment generation, low capital and technology requirement, promotion of industrial development in rural areas, use of traditional, inherited skill, use of local resources, mobilization of resources and exportability of products. Thus MSMEs assume a pivotal role thereby contributing to an equitable distribution of national income, economic diversification and social stability. The entrepreneurial spirit and innovative nature of these enterprises have been crucial in driving competitiveness in the economy. 1.1. Role of the MSME Sector in the Indian Economy The MSME sector is an important pillar of Indian economy as it contributes greatly to growth of Indian economy with a network of millions of units, creating employment of about 70 million, manufacturing more than 6,000 products, contributing about 45% to manufacturing output and about 40% of exports, directly and indirectly. This sector even assumes greater importance now as the country moves towards a faster and inclusive growth agenda. Moreover, it is the MSME sector which can help to realize the target of proposed National Manufacturing Policy of raising the share of manufacturing sector in GDP from 16% at present to 25% by the end of 2022.
