PROJECT DESCRIPTION 1. On 10 November 1994, the Asian Development Bank (ADB) approved a loan of SDR11.926 million ($17.500 million equivalent) to the Government of the Philippines for the Rural Infrastructure Development Project. The total project cost was estimated at $26.62 million (inclusive of contingencies, taxes, and duties). 2. The project objective was to increase agricultural production, productivity, and diversity of rice- and corn-based smallholder farms, and thereby raising the disposable income of beneficiaries in the project area. It covered the municipalities of Gutalac, Kalawit, Tampilisan, and Labason in Zamboanga del Norte Province; and Ipil, Titay, and Payao in Zamboanga Sibugay Province. 3. The Project had three components: (i) Infrastructure development. This was designed to improve road, irrigation, and grain storage and postharvest facilities in the project area. The component provided for (a) rehabilitation and upgrading to all-weather standard 202.5 kilometers (km) of provincial, village, and farm-to-market roads; (b) construction of two communal irrigation systems (CISs) and rehabilitation of one, with a total service area of 1,120 hectares (ha); and (c) construction of 21 warehouses, and two units of motorpool
