From: Roger Emsley [[email protected]] . Sent: Monday, December 13, 2010 8:16 PM To: Mayor & Council Subject: Translink lets us down - again

Are you aware that Translink has just reduced bus service to South Delta? Once again South Delta has been screwed by Translink? J ~ Their PR spin would have us believe that they are bringing service improvements - not true. <...:' w They are cutting service on 602 603 and 404 (see _~www.translink.ca/en/Schedules-and W M Maps/Transit-Service-ChaD.~ms - but do not look for Delta, we do not exist and are listed under ":t Richmond) . End result - people who were forced to USe when they eliminated our bus into Vancou ver now ha ve to wait even longer at Bridgeport in the afternoon for a bu s back to South Delta. Not only that but with fewer busses it is not always possible to get on the first bus, and if you can get on you are crammed in like sardines. Well done Translink - guess they actually want us to use our private vehir: !es, siilCe their private partner operator for Canada Line is rno king nruch more money than estimated. It is time that Delta Co unCil final!y said - enough is enough. We need to se e improved service to South Delta in exchange for all til e levies and ta>:e.s that they keep taking out of our pockets.

Delta transportation staff have contacted TransLink to provide the rationale for the service changes. Staff will aoger Emsley report back on the result, and respond to the requestor . . email f! msJe v(iiJ ax ion. n e(

Getting you everywhere you want to go in Metro Vancouver TransLink announces December service changes

December 09, 2010

TransLink puts resources where they're needed most

Trip frequency to improve on some high-demand routes in mid-December

Beginning December 13, TransLink schedules will change to improve efficiency and productivity on high-demand routes as part of TransLink's quarterly service review.

"Our planners have made changes to ensure our transit resources are used as efficiently as possible," says TransLink CEO Ian Jarvis, "shifting them within their areas of operations to times and places where they can better satisfy customer needs with minimal impact on their current routes."

Among the routes and dayparts seeing increased service are:

• #17 UBC/Oak and #84 UBCNCC-Clark - buses run every 7-8 minutes during morning rush hour, rather than every 10 • #16 Arbutus/29th Ave. Stn - midday service increases from every 15 minutes to every 12 • #2 Macdonald to 16th - adding service on evenings and Sundays to relieve crowding on the #22 Macdonald • #323, #324 &: #325 Surrey CentrallNewton - service increases from every 20 minutes to every 15 during morning rush hour and from 30 minutes to 20 in the afternoon rush hour • #100 22nd St Stn/Marpole - 10-minute frequency from 12-minutes during afternoon rush hour • #410 22nd St Stn/Railway - more trips per hour from 7 a.m. to 10 a.m. on weekdays . • #239 Park RoyallCapiiano University - from four buses per hour to six, Monday Friday middays • #41 Joyce Stn &: #49 Metrotown - more frequent service in evenings

As two-way travel increases along Broadway, more buses will make the return trip from UBC to Commercial-Broadway Station in the morning "in service", rather than "deadheading" back to the eastern terminus. This will address what has become a growing issue: crowding and passups on the 99 B-Line eastbound during the morning rush hour.

The #791 Haney Place/, which provides access to SkyTrain from ATIACHMENT B Page 2 of 2

Maple Ridge and Pitt Meadows, will run every 20 minutes instead of every half hour, 5:15-9 a.m. and 2:30-7 p.m. This change will reduce crowding and passups and also attract more riders as transit becomes a more realistic alternative to private vehicles in that part of the Metro Vancouver region.

The C53Community Shuttle in White Rock will also extend its route to the growing Grandview Corners area across Highway 99 from its current northern terminus.

To allow for these service improvements, frequency is being trimmed on other routes at certain times of day, such as early-morning and/or late-night trips on the #3, #5, #8, #15 and #33, midday service on the #84 and #403 and some peak period trips on the #312, #340, #104, #602 and #603. In all these cases, ridership demands can readily be met by the new service levels. The shift of capacity will make a measurable difference on other routes.

TransLink's Service Optimization Initiative will move forward over the next year, seeking out the most efficient and effective ways of scheduling and routing, maximizing the benefits TransLink's fleet and staff can deliver.
