DECISIONS RECEIVED Reference/Decision BO/14/01911/FUL Land To The North Of Bosham Station Ratham Lane WR (F Stevens) Bosham West Sussex - New 4-bed detached two storey house with attached single garage. DISMISSED "... The appellant considers the Council have not substantiated their claim of having a housing land supply, but nor has the appellant provided evidence to the contrary. On the basis of the evidence before me, it appears as if the Council have a supply. As such housing applications must be considered against the policies within the current LP.... For planning purposes the site is in the countryside where the provision of an additional single dwelling has to be justified by special circumstances, in accordance with the current LP and paragraph 55 of the Framework.... The site would be close to a number of services and facilities. Nevertheless, the development plan is clear with regard to development in the countryside. It will only be granted where it requires a countryside location and meets the essential, small scale and local need which cannot be met within or immediately adjacent to existing settlements. The proposed house would not meet these requirements, and thus would fail to accord with the requirements of the LP policies referred to above, nor be the sustainable development required by the Framework.... Whilst there is sufficient visibility from the layby to the south to the north visibility is restricted by trees ………and whilst I accept some ………… could be removed to improve visibility, ……, the access would have very limited visibility, and movements into and out of it would come as a surprise to other users of the highway.... However, the appellant has referred to a fallback position with the resumption of the former nursery uses of the land occurring.... Vehicular and pedestrian movements using the existing access would occur with either nursery or agricultural uses, and could be much greater than that resulting from a single dwelling. Furthermore, the appellant would seek to obtain an income from the land if the appeal were to fail and I consider there to be a reasonable prospect of this occurring as I note a commercial nursery firm has expressed an interest in the site. This being so, the fallback position is an important material consideration to which I must attach substantial weight.... The use of the access for a dwelling has to be balanced against the fallback position, and for the reasons given the use of the access could be much less harmful than a nursery or agricultural use. The proposal would accord with the objectives of LP Policy 39 that seeks amongst other things, safe and adequate means of access..... The appellant has provided a survey with the appeal demonstrating that newts are not present in a neighbouring pond ……On this basis the Council have withdrawn this reason for refusal,. Reference has been made by the parties to the emerging Bosham Neighbourhood Plan (NP). Whilst I have had regard to the policies within it, the NP has not yet been examined. As it is still at an early stage, this limits the weight that can be accorded to it. Local residents are concerned that the proposed house would exacerbate flood risk in the area. However, ………I have no evidence before me that there would be an unacceptable impact on flooding within the area. ………..the positioning of the proposed house within its plot combined with the separation between the two buildings would not significantly harm the occupiers of the neighbouring bungalow with regard to privacy and daylight....Even though I have found the proposal would not exacerbate highway safety matters or harm protected species, this would not outweigh the conflict of the proposal with the aims of national and local planning policies which seek to restrict new residential development in the countryside. Thus, for the reasons given above and having considered all other matters raised, the appeal is dismissed." "...The main issue is the effect of the proposed development on flood risk...The site is located within an area identified by the Environment Agency as being within Flood Zones 2 and 3. The National Planning Policy Framework (the Framework) and policy 42 of the Chichester Local Plan: Key Policies 2014- 2029 (LP) require a sequential test be undertaken to direct development away from areas at highest risk of flooding. This test was not undertaken in support of this application...I have read the Flood Risk Assessment submitted with the application. This has limited value in the context

The Group also has short Friday evening walks and some extra Saturday walks in more distant parts in the summer months. Most walks have a pub/cafe stop either at the end or at lunch time. New walkers always welcome. Just turn up at meeting place for shorter walks. For walks in excess of 10 miles, please contact leader first if you have not previously walked this distance. I don’t recall corduroys, but there were definitely bovver boots and braces as the shaven-headed Mark Roberts held forth in packed lecture halls, providing overwhelming proof that the history of Britain’s earliest human occupation needed substantial revision, and revealing the remarkable details of the substantial landscape of early Palaeolithic occupation preserved at the Boxgrove quarry complex; it was London (Institute of Archaeology) calling. However it wasn’t just the style, it was also the substance. Boxgrove overturned everything. Here was irrefutable evidence of human presence in Britain before the Anglian glaciation, 500,000 years ago in the interglacial period MIS 13; and not just a few suitably-crude lithic implements, but a prolific industry of large, symmetric and aesthetic ovate handaxes with sophisticated features such as tranchet sharpening. And, beyond the technical details of dating and typology, the behavioural evidence from the Boxgrove landscape challenged widely-held views that these early hominins were simpletons living in a mental world with a 15-minute time-depth, responding expediently to the appearance of a carcass or an injured animal, desperately casting around for a rock to chip, or hurl.

The aim of the team in the Parish Council Emergency Group is to support the most vulnerable in our community as best we can through our wonderful volunteers. The team at the Parish Council Emergency Group have also been sharing ideas on how to keep our community together when we can’t get together. Living with the lockdown is challenging for us all and can make us feel frustrated, lonely, and maybe even a bit sad. So here are some thoughts on keeping us together but apart: A Rainbow Village The Congregational Church, on Petersfield Road as you leave the village, would like as many young people as possible to paint or draw a rainbow to be displayed in the windows of the porch for all to see as they go by. Please leave pictures on the floor in the porch or take a photo of your picture and email to [email protected]. Let’s fill our village with rainbows from the young and the not so young.     Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. PPG13 recognises that: • Local Transport Plans have a central role in co-ordinating and improving local transport provision and should relate to measures which form part of the local approach to the integration of planning and transport.

Time: 2.25 hours approx. This is a beautiful walk in the spring especially, with banks of wild flowers along the way. An easy walk. START – from the Parish Church and turning left, notice the Old Stocks before walking down The Street past Ffowlers Bucke (late Medieval timber-framed house) and The White Hart to the bottom of the hill. Turn left into the Petersfield road (no footpath, so take care) passing the High House, once the work house, and the Congregational Church. Joining the footpath continue up the Petersfield road noting the village Compiled by Harting Society playing fields across the road to your left and Torberry Hill, with its fairy ring Printed by Harting Parish C and Iron Age site on top (not open to the public), on the right. On the way look out for crosswort and ox eye daisies, and further on ground ivy, violets, bugle and primroses under hawthorns and apple trees. Perhaps the occasional rabbit or deer. The latter can sometimes be seen grazing or gates and look across to the green.
