    Spring 2006 Industry Study Final Report News Media Industry The Industrial College of the Armed Forces National Defense University Fort McNair, Washington, D.C. 20319-5062 i NEWS MEDIA 2006 ABSTRACT: The American news media industry is characterized by two competing dynamics – traditional journalistic values and market demands for profit. Most within the industry consider themselves to be journalists first. In that capacity, they fulfill two key roles: providing information that helps the public act as informed citizens, and serving as a watchdog that provides an important check on the power of the American government. At the same time, the news media is an extremely costly, market-driven, and profit-oriented industry. These sometimes conflicting interests compel the industry to weigh the public interest against what will sell. Moreover, several fast-paced trends have emerged within the industry in recent years, driven largely by changes in technology, demographics, and industry economics. They include: consolidation of news organizations, government deregulation, the emergence of new types of media, blurring of the distinction between news and entertainment, decline in international coverage, declining circulation and viewership for some of the oldest media institutions, and increased skepticism of the credibility of “mainstream media.” Looking ahead, technology will enable consumers to tailor their news and access it at their convenience – perhaps at the cost of reading the dull but important stories that make an informed citizenry. Changes in viewer preferences – combined with financial pressures and fast paced technological changes– are forcing the mainstream media to re-look their long-held business strategies. These changes will continue to impact the media’s approach to the news and the profitability of the news industry.

    Shaping News – 1 Theories of Media Power and Environment Course Description: The focus in these six lectures is on how some facts are selected, shaped, and by whom, for daily internet, television, and print media global, national, regional, and local dissemination to world audiences. Agenda-setting, priming, framing, propaganda and persuasion are major tools to supplement basic news factors in various media environments. Course Goals and Student Learning Objectives: The overall goal is to increase student awareness that media filter reality rather than reflect it, and those selected bits of reality are shaped to be understood. Student learning objectives are: 1. Demonstrate how media environments and media structures determine what information is selected for dissemination; 2. Seemingly spontaneous in some instances and tightly measured in others, the Arab comedy offensive paralleled strategic efforts by the United States and its allies to ‘take back the Internet’ from isis propagandists. In this essay, I examine the role of aesthetics, broadly, and satire in particular, in the creation and execution of ‘counter-narratives’ in the war against isis. Drawing on the pioneering theories of Fred Forest and others, I argue that in the age of digital reproduction, truth-based messaging campaigns underestimate the power of myth in swaying hearts and minds. As a modus of expression conceived as an act of fabrication, satire is poised to counter myth with myth. But artists must balance a very fine line.     PERSUADE OR PERISH Addressing Gaps in the U.S. Posture to Confront Propaganda and Disinformation Threats Dr. Haroro J. Ingram Program on Extremism Policy Paper February 2020 PERSUADE OR PERISH 1 INGRAM | PROGRAM ON EXTREMISM Abstract: The purpose of this policy paper is to assess the U.S. government’s posture to deal with malicious ‘influence activities’ (i.e. propaganda and disinformation) by state and nonstate actors. It argues that while the U.S. government has provided inconsistent support for its foreign policy and national security information sector for decades, since 2017 an effort has been made to lay the foundations for a rejuvenated U.S. posture to address propaganda and disinformation threats. However, significant gaps remain that will weaken those foundation building efforts if left unaddressed. This paper concludes with four recommendations focusing on (i.) the need to learn lessons from the institutions’ history, (ii.) the value of an overarching paradigm through which to understand a spectrum of threats, (iii.) the important role of overt attributed U.S government messaging, and (iv.) initiatives to strategically cohere interagency activities. The United States and its allies are facing a complex spectrum of propaganda and disinformation threats that are rapidly evolving strategically, operationally, and technologically. 1 The U.S. government’s ability to address these malicious ‘influence activities’ will depend on its adoption of an appropriately balanced, resourced, and legislatively empowered posture that will be as much a product of institutional history as contemporary strategic-policy decisions. This policy paper assesses the U.S. government’s posture to deal with these threats and outlines ways in which strategic-policy gaps, drawn from this analysis, can be tackled.

Life Leo Strauss (1899-1973) was a German-born American political philosopher of Jewish heritage who revived the study of political philosophy in the 20 th century. His complex philosophical reflections exercise a quietly growing, deep influence in America, Europe, and Asia. Strauss was born in the rural town of Kirchhain in Hesse-Nassau, Prussia, on September 20, 1899, to Hugo and Jenny David Strauss. He attended Kirchhain’s Volksschule and the Rektoratsschule before enrolling, in 1912, at the Gymnasium Philippinum in Marburg, graduating in 1917. The adolescent Strauss was immersed in Hermann Cohen’s neo-Kantianism, the most progressive German-Jewish thinking. “Cohen,” Strauss states, “was the center of attraction for philosophically minded Jews who were devoted to Judaism.” After serving in the German army for a year and a half, Strauss began attending the University at Marburg, where he met Hans-Georg Gadamer and Jacob Klein. In 1921 he went to Hamburg, where he wrote his doctoral thesis under Ernst Cassirer. In 1922, Strauss went to the University of Freiburg-im-Breisgau for a post- doctoral year, in order to see and hear Edmund Husserl, but he also attended lecture courses given by Martin Heidegger. He participated in Franz Rosenzweig’s Freies Jüdisches Lehrhaus in Frankfurt-am-Main, and published articles in Der Jude and the Jüdische Rundschau . One of these articles, on Cohen’s analysis of Spinoza, brought Strauss to the attention of Julius Guttmann, who in 1925 offered him a position researching Jewish Philosophy at the Akademie für die Wissenschaft des Judentums in Berlin.
