PROFESSIONAL DEVELOPMENT

The Kellogg Foundation Minority Serving Institutions (MSI) Leadership Program 2003 - 2004. Selected by the National Association for Equal Opportunity in Higher Education (NAFEO) as one of thirteen HBCU Fellows in conjunction with Fellows from Hispanic Serving Institutions (HSI) and from Native American Tribal Colleges. The NAFEO Kellogg Leadership Program focused on the unique characteristics of leadership, vision, budget management, fund raising, and program development at historically black colleges and universities and other MSIs. Participated in a four week internship at Lincoln University (PA).

Harvard University Graduate School of Education’s Institute for Educational Management (IEM). The IEM Program focused on the topics of: senior leadership, the contexts of leadership, the changing industry of higher education, and mobilizing for change. I was awarded The Bush - Hewlett Foundations IEM Fellowship for senior administrators from private HBCUs. July 5 - July 24, 1998.

2008 – Present Vice President for University Operations

Morgan State University is a public institution with an annual budget of $209,000 million, a separate Board of Regents, and a comprehensive academic program that includes fifteen doctoral degrees. Total student enrollment exceeds 7,800.

Responsibilities: work closely with the Provost and four Vice Presidents in providing vision, ongoing strategic leadership, and program development in the broad areas of administrative (including facilities, finances, human resources, and student services) and academic services (including graduate and undergraduate instruction, the hiring, promotion, tenure, and termination of faculty) in order to improve the efficiency of day-to-day operations at Morgan State University. I work with the General Counsel in drafting the University’s response to legal and political challenges including serving as the University’s Hearing Officer on personnel matters. I am a member of the Maryland Higher Education Commission (MHEC) Postsecondary State Planning Committee and serve a key liaison with MHEC and with other local, State, and national organizations.

Selected Outcomes and Achievements: • chaired the Steering Committee for the 2011 - 2021 Strategic Plan for Morgan; • initiated and participated in negotiations for a comprehensive University Banking Services Agreement with PNC Bank;

• head the initiatives to establish Morgan’s bachelor degrees at Baltimore City Community College (BCCC) and Community College of Baltimore County (CCBC); • drafted MOU establishing Historically Black College and University Mid- Atlantic Professional Science Master’s Alliance that received Sloan Foundation support; drafted Morgan’s identity theft “Red Flag” rules and coordinated the drafting of the University’s Influenza and Pandemic Disease Preparation Plan; • served as a member of a Middle States Commission on Higher Education evaluation team for continuing accreditation of a member institution; • participated as a member of several Maryland Higher Education Commission including: o monthly higher education Segment Heads meeting with Maryland’s Secretary of Higher Education o Maryland’s 2008 – 2012 Plan for Higher Education o workgroup reviewing employment of adjunct faculty and graduate assistants o Segmental Task Force on the Statewide Task Force on Program Approvals.

Responsibilities and Outcomes: managing the budget for the College of Arts and Sciences including approving purchase requisitions for 15 departments and 3 separately budgeted programs; conducting transcript evaluations for the College of Arts and Sciences; facilitated visiting professorship of Wilson Goode; arranged for AARP National Legislative Council to hold a hearing on Health Care Reform at Morgan State University; coordinated Freshman Orientation Program including drafting model syllabus; and, negotiated with author of Success in College and Beyond to include 14 pages of Morgan State University policies.

1997-2000 Senior Vice President for Academic Affairs/Provost St. Augustine’s College

St Augustine’s College is a private, co-educational undergraduate institution affiliated with the Episcopal Church with an enrollment in excess of 1,500 students. The annual institutional budget at the time I was Provost was $25 million.

Responsibilities: providing leadership for the academic and administrative initiatives at St. Augustine’s College; supervising the vice presidents of Business and Finance, Development, Student Affairs, and Technology; chairing the meetings of the Academic Council (division directors of academic programs) and the Administrative Council (all staff department heads); chairing meetings of 95 member faculty; executing signature authority for personnel hired at the College; managing St. Augustine’s budgets in excess of $40 million; and, serving as secretary to the Board of Trustees.

Selected Outcomes and Achievements: • drafted strategic plan for academic affairs; • developed and implemented tenure and promotion policy; • revised faculty handbook; • drafted sexual harassment policy; • developed strategic indicators to measure institutional improvement; • facilitated the computerization of the library; • developed funded grant with the Freddie Mac Corp; • increased percent of faculty with terminal degrees; • worked with physical plant to create additional faculty offices; • established a Provost’s Scholarship; • worked with the President to secure issuance of bonds through Sallie Mae to raise funds for improvement of the physical plant; • worked with the President to develop $5.2 million performance contract with Johnson Controls.
