Major: Sociology/Education PROFESSIONAL DEVELOPMENT The Kellogg Foundation Minority Serving Institutions (MSI) Leadership Program 2003 - 2004. Selected by the National Association for Equal Opportunity in Higher Education (NAFEO) as one of thirteen HBCU Fellows in conjunction with Fellows from Hispanic Serving Institutions (HSI) and from Native American Tribal Colleges. The NAFEO Kellogg Leadership Program focused on the unique characteristics of leadership, vision, budget management, fund raising, and program development at historically black colleges and universities and other MSIs. Participated in a four week internship at Lincoln University (PA). Harvard University Graduate School of Education’s Institute for Educational Management (IEM). The IEM Program focused on the topics of: senior leadership, the contexts of leadership, the changing industry of higher education, and mobilizing for change. I was awarded The Bush - Hewlett Foundations IEM Fellowship for senior administrators from private HBCUs. July 5 - July 24, 1998. October 25 — 28, 1998 EMPLOYMENT EXPERIENCES 2008 – Present Vice President for University Operations Morgan State University Morgan State University is a public institution with an annual budget of $209,000 million, a separate Board of Regents, and a comprehensive academic program that includes fifteen doctoral degrees. Total student enrollment exceeds 7,800. Responsibilities: work closely with the Provost and four Vice Presidents in providing vision, ongoing strategic leadership, and program development in the broad areas of administrative (including facilities, finances, human resources, and student services) and academic services (including graduate and undergraduate instruction, the hiring, promotion, tenure, and termination of faculty) in order to improve the efficiency of day-to-day operations at Morgan State University. I work with the General Counsel in drafting the University’s response to legal and political challenges including serving as the University’s Hearing Officer on personnel matters. I am a member of the Maryland Higher Education Commission (MHEC) Postsecondary State Planning Committee and serve a key liaison with MHEC and with other local, State, and national organizations. Selected Outcomes and Achievements: • chaired the Steering Committee for the 2011 - 2021 Strategic Plan for Morgan; • initiated and participated in negotiations for a comprehensive University Banking Services Agreement with PNC Bank; Maurice C. Taylor Page 2 • head the initiatives to establish Morgan’s bachelor degrees at Baltimore City Community College (BCCC) and Community College of Baltimore County (CCBC); • drafted MOU establishing Historically Black College and University Mid- Atlantic Professional Science Master’s Alliance that received Sloan Foundation support; drafted Morgan’s identity theft “Red Flag” rules and coordinated the drafting of the University’s Influenza and Pandemic Disease Preparation Plan; • served as a member of a Middle States Commission on Higher Education evaluation team for continuing accreditation of a member institution; • participated as a member of several Maryland Higher Education Commission including: o monthly higher education Segment Heads meeting with Maryland’s Secretary of Higher Education o Maryland’s 2008 – 2012 Plan for Higher Education o workgroup reviewing employment of adjunct faculty and graduate assistants o Segmental Task Force on the Statewide Task Force on Program Approvals. 2001 – 2008 Dean, School of Graduate Studies Morgan State University Tenured Professor of Sociology 2000 - 2001 Special Assistant to the President Responsibilities: creating a vision for the School of Graduate Studies by initiating, drafting, implementing or supporting appropriate strategic plans, policies, procedures, and initiatives that advances the mission of the School of Graduate Studies as a Carnegie Doctoral Research University; providing leadership and professional development opportunities for the Associate and Assistant Deans, Directors, Managers, and staff in the School of Graduate Studies, the Continuing Studies Program, the Institute for Urban Research, and the Institute for Civil Rights in Education; developing policies and procedures that enhance the opportunities for graduate students to successfully complete the University’s 14 doctoral and 32 master’s programs; managing budgets in excess of $ 4.6 million, including federal, state, and other externally funded grants, for the support of graduate programs, tuition scholarships, stipends, assistantships, and fellowships ; providing leadership for the University’s 40 member Graduate Council; serving as Morgan’s representative on State and County educational committees including MHEC’s Higher Education State Planning Committee, Maryland’s Scholarship Committee for Higher Education, and the Baltimore County Economic Advisory Board (EAB); providing leadership to the larger graduate community by serving as officers in national professional organizations including the Graduate Record Examinations (GRE) Board, the Council of Graduate Schools (CGS), the Conference of Southern Graduate Schools (CSGS) and the Council of Historically Black Graduate Schools (CHBGS); providing leadership for University wide committees including Chairing the NCAA Certification Steering Committee and serving as a member of the Middle Maurice C. Selected Outcomes and Achievements: • established the Morgan State Graduate Students Association (MSGSA); • established a Dean’s Advisory Group for graduate students; • drafted a Dissertation and Thesis Handbook, implemented a process for the electronic submission of dissertations and theses; • initiated an annual new graduate students orientation; • established an School of Graduate Studies Endowment; • developed bylaws, revised policies and developed new policies for the Graduate Council; • developed policies and procedures for graduate program reviews; • advanced the development of certificate programs, BA/BS to MA/MS programs; • raised funds from ProQuest/UMI for annual $1,500 awards for best thesis and dissertation from CHBGS member institutions; • elected as an officer of national graduate organizations including: o Graduate Record Examinations Board (GRE) o Council of Historically Black Graduate Schools (CHBGS) o Conference of Southern Graduate Schools (CSGS) 1995-1997 Assistant Vice President for Academic Affairs Morgan State University Responsibilities: reviewing all tenure and promotion dossiers and drafting initial decision for the VPAA; drafting academic policies for University catalog; serving as liaison in legal matters between the office of the Vice President for Academic Affairs and the office of the General Counsel; reviewing residency appeals; reviewing contracts and grant proposals from the Schools/College; serving as a member of the University Council; attending meetings of the President’s Cabinet; and, attending meetings of the Maryland Higher Education Commission and legislative hearings in the State’s capitol.
