These conferences have been very well received and prompted much enthusiasm from: Judges from the Court of Justice of the EU; Legal representatives of European institutions and agencies; University professors; Lawyers specialised in this field. In light of this, EIPA will organise a sixth annual conference. This will be an opportunity for you to explore recent developments, and in particular, those related to the reform of the EU’s Court of Justice and the transfer of competence of civil service law to the General Court. What you gain Firstly, you will become informed about recent developments in the case law of the General Court. You will look in more detail at specific issues regarding civil service litigation in the EU, including those issues that are currently on the agenda. Secondly, we will provide scope for a debate and a critical assessment of this case law among the key actors concerned, namely judges, lawyers and staff of the institutions. SPEECH/12/349 Maroš ŠEFČOVIČ Vice-President of the European Commission Responsible for Interinstitutional Relations and Administration "A European civil service fit for the 21st century" European Policy Group breakfast briefing Brussels, 10 May 2012 Let me start with a question: which civil servants work the shortest hours, have the most holidays, the highest pay and the biggest pensions, and yet still manage to be accused of over-regulating and -controlling? I can see from your faces, ladies and gentlemen, that some of you think you already know the answer! According to many national politicians and the media, it's the so- called 'Eurocrats' of course. In these times of economic crisis and financial austerity, it has become the norm to blame 'Europe' for imposing cuts in pay and pensions at the same time as painting EU civil servants as being disconnected from reality. Thankfully, we don’t have to believe everything we read in the press, and I'm glad to be able to have the opportunity here this morning to set out an alternative – and altogether more realistic – assessment of the role and value of the European civil service. Commissioners, Parliamentarians and national ministers rely on a European civil service that is independent and neutral. It must work in the general European interest – not for a specific country or interest group – and find solutions to the often complex issues that arise from working across 27 Member States, at the same time as encouraging greater and more effective cross-border cooperation. I have had first-hand experience of working with the European civil service for many years – first as ambassador for a candidate country, then as Permanent Representative of a Member State and now as a Commissioner – and I can tell you that without an independent and competent civil service in which to trust, it would be all but impossible to move Europe forward and find solutions acceptable to everyone.

The Political Economy of the European Union: An Exploration of EU Institutions and Governance from the Perspective of Polycentrism Published in Exploring the Political Economy and Social Philosophy of Vincent and Elinor Ostrom Jan P. Vogler, University of Virginia ([email protected]) July 24, 2020 Abstract The analytical framework of polycentrism|extensively developed by Elinor and Vin- cent Ostrom|is one of the most prominent theoretical approaches in political economy. According to this theory, social systems with multiple layers of decision-making and a mix of shared and individual responsibilities among subunits often have advantages in the provision of public goods and other aspects of governance. This chapter ex- plores the extent to which the European Union (EU) can be described, categorized, and analyzed as a polycentric governance system. The EU consists of a large number of individual states that retain a certain degree of autonomy, yet operate under an over- arching institutional superstructure with a common set of rules. The superstructure itself is characterized by a high degree of decentralization in decision-making authority. Furthermore, many responsibilities for the provision of public goods and services re- main in the hands of regional and local governments. Therefore, the division of power within the EU largely mirrors the ideals of polycentricity. In addition to an analysis of the EU's institutional framework, I investigate polycentric governance \in action" by analyzing (1) the sovereign debt crisis and (2) the international refugee crisis. When facing these major political-economic challenges, the EU's response consisted of a mix of centralized and decentralized initiatives.
