    Portugal HEALTH SITUATION Considerable health improvements can be seen in recent decades. The life expectancy at birth has improved dramatically over the past 25 years. Impressive progress has taken place in perinatal and infant mortality rates, which were the highest of the EU 15 countries ¡n 1980 but were better than the EU 15 average starting in 2007 and continuing now with the positive trend. Since the mid 1980s, the main causes of death have been diseases of the circulatory system, cerebrovascular disease and malignant neoplasms. The mortality rates for some key causes of death under the age of 65 years have decreased since 2000; as has the rate of death due to motor vehicle accidents. The 5-year survival rates for cancers detected at early stages have improved over the past 10 years. The lifestyle risk factors causing the high level disease burden are harmful use of alcohol, use of tobacco, insufficient physical activity and unhealthy diet. A growing challenge is the increasing prevalence of obesity, especially among children. There are large health inequalities in health status. Men bear the burden of deaths that occur at earlier ages, for example, from suicide, motor vehicle accidents and HlV/AIDS. The incidence of vaccine- preventable illnesses has been kept at low levels due to the historical high levels of immunization coverage. HEALTH POLICIES AND SYSTEMS The National Health Service (NHS) is a universal and tax-financed system. All residents in Portugal have access to health care provided by the NHS. One-fifth to a quarter of the http:// www.who.int/countries/en/ population enjoys a second layer of health insurance coverage through specific health subsystems and voluntary health insurance.

There is growing consensus around sharing ideas, knowledge and skills to address common challenges and build shared strengths. Developing countries are increasingly recognizing good practices in South-South and triangular cooperation as viable pathways to accelerate progress in the attainment of the 17 Sustainable Development Goals (SDGs). The new surge in South-South and triangular cooperation has also seen countries in the South increasingly championing solutions that address common transnational development challenges which would be difficult to tackle independently. The second of its series, the Good Practices in South-South and Triangular Cooperation for Sustainable Development highlights how South-South cooperation and triangular cooperation can accelerate progress towards the implementation and achievement of the SDGs.

CONTEXTUALIZATION With the goal of fulfilling the commitments assumed at the 1st Meeting of the Health Ministers of the CPLP, which took place in Praia, on 11 and 12 of April 2008, this document sets forth the Strategic Plan in Health Cooperation (PECS) of the CPLP for the 2009-2012 period, and represents a collective commitment of strategic cooperation between the Member States of the CPLP in the field of health. The proposals presented in this document follow the principles and directives listed in the Praia Declaration (April 2008), of the Final Communiqué of Rio de Janeiro (September 2008) and the established dialog between the Member States of the CPLP at the level of the Technical Group responsible for the elaboration of the PECS.1 To consolidate the proposals contained in this document, the following phases were covered: a) Meeting between the Executive Secretariat of the CPLP and the Advisory Committee for the elaboration of the PECS, consisting of the Oswaldo Cruz Foundation - Fiocruz (Brazil) and the Institute of Hygiene and Tropical Medicine – IHTM (Portugal), on 17 June 2008, in Lisbon, agreeing to the Framework for the Elaboration of the PECS.
