FRANK J. LARKIN was sworn in on January 6, 2015, as the 40th Sergeant at Arms, continuing a distinguished career in law enforcement, national security, intelligence, and cyber and physical security. Larkin earned both a B.A. in criminal justice and an M.S. degree in public administration from Villanova University; a veteran of the U.S. Navy, he has a significant military and law enforcement special operations background; Larkin served as special warfare operator in the Navy SEALs and went on to serve as a uniformed patrol officer with the Norristown (PA) Police Department, a homicide detective with the Montgomery County (PA) District Attorney’s Office, and a Maryland State Trooper- Flight Paramedic; Larkin served for more than two decades in the United States Secret Service, beginning in 1984 as a Special Agent assigned to the Philadelphia Field Office; he was transferred to Washington, DC, and held positions in the Office of Training, the Washington Field Office, and the Presidential Protection Division; more recently Larkin was a member of the Senior Executive Service serving as both the Acting Director and the Vice Director of the Joint Improvised Explosive Device Defeat Organization (JIEDDO) within the Department of Defense; Larkin has substantial private sector experience as Director, Program Management and Leadership for the Raytheon Company and more recently with Lockheed Martin’s Information Systems and Global Solutions—Defense and Intelligence Solu- tions providing operations and intelligence analysis support to the intelligence community; Larkin is married and resides with his wife in Annapolis.
