KEY OBJECTIVES 1. To implement an effective and efficient delivery of the Building Control service. 2. To implement an effective and efficient delivery of the Street Naming and Numbering service.

DUTIES AND RESPONSIBILITIES (a) To ensure building work is carried out on site in accordance with the Building Regulations and associated legislation. (b) To carry out site inspections to check for breaches of Building Regulations, such as commencement without notification to Building Control. (c) To maintain clear and accurate records to ensure effective control.

(d) To create and record street naming and numbering schemes for new developments, ensuring that this information is made known to all relevant sections and statutory bodies, and responding to any associated public enquiries. (e) To provide clear and concise advice to assist internal departments, agents, architects, developers and members of the public on enquiries relating to Building Control. (f) To c ontribute to the development and continual improvement of the Building Control service, and accreditation of the ISO 9001 Quality Management System. (g) To p articipate in proactive marketing and promotion of the Building Control service to agents, developers and building owners to retain and improve the authorities market share. (h) To undertake training and qualification leading to corporate membership of a professional body, and to keep up to date with legislation, construction methods and materials, building techniques and information technology KEY MEASURABLE TARGETS

1. Full Plans applications and Building Notice submissions to be registered within 2 working days of receipt. 2. Inspections to be carried out on the same day, if so requested, and if notified before 10.30am. 3. Customers surveyed on satisfactory completion of their projects consider the quality of service provided is of a “satisfactory” standard or better.

Knowledge and Skills It is essential that the post holder has A-level qualifications or equivalent. It is desirable that the post holder has a HNC in Building or a construction related discipline, experience of working in an office environment and a familiarity with construction sites and construction processes.

It is desirable that the post holder has previous experience gained in a Building Control environment.

It is desirable that the post holder has an understanding of the Building Regulations and associated legislation, and has the ability to interpret the legislation and give advice accordingly.

The post holder must be able and willing to undertake all necessary in-house and external training to increase their knowledge and understanding of the Building Control process, in conjunction with on-the-job mentoring.

The post holder must have the ability to communicate both verbally and in written form. The role requires a high degree of tact and diplomacy and be able to deal with difficult customers when working alone. Computer literacy is essential to this post, and experience of using databases is desirable.

Mental Skills The post holder must be able to negotiate with applicants, builders or agents to ensure compliance with Building Control legislation, as well as giving advice / finding solutions to specific problems, and dealing with one off queries.

Interpersonal and Communication Skills The post involves regular contact with members of the public, agents and developers on Building Control matters, and will involve negotiating, directing and persuading all parties in order to attain compliance with the Regulations, whilst maintaining a good rapport with customers.

The post involves regular contact with internal departments and external bodies in relation to Building Regulations applications.

Physical Skills Physical effort is required when carrying out site inspections at building sites, with the need to traverse uneven terrain and climb ladders. There is a need to drive a vehicle to travel to sites throughout the district.

Initiative and Independence This post holder must be highly motivated and able to plan and prioritise their workload in addition to having excellent time management skills. The ability to work towards individual and team performance targets is required, as is the ability to use initiative and to give advice on routine matters.

The post holder must be committed to providing excellent customer service.

Physical Demands The post holder will have an office base but will need to carry out unaccompanied site visits on a regular basis. Outdoor work will often be in lone working conditions involving some exposure to inclement weather and disagreeable or difficult surroundings/ conditions.

Mental Demands The work can be demanding such as the requirement to carry out multiple requested site inspections in a timely and efficient manner whilst maintaining accurate records. It is essential to be able to cope under pressure.

Emotional Demands This post often involves limited contact with the team, and the requirement to inspect works on minor or routine applications and respond to exemption enquiries based on knowledge. The consequences of inappropriate advice or non-compliance could lead to financial loss/ embarrassment to a client or the authority, unhealthy, unsafe and dangerous environments.

Responsibility for People The post holder will need to understand their Health and Safety responsibilities.

Working Conditions The post holder will work from an office base (which is subject to change on a regular basis, dependant on the area of the district, projects covered), and will be expected to go out on site unaccompanied on a regular basis, often in cold, wet and muddy conditions or in dirty, dusty or noisy environments. Physical demands associated with such site work will include climbing, entering confined spaces, traversing rough terrain and lifting. The post holder would be exposed to some verbal and physical abuse from people.

Any such duties should not however substantially change the general character of the post and if it appears that they will then the post holder should refer the matter to their manager/personnel or union/staff representative
