By way of introduction, the club has operated continuously since 1957 and at over 1800 members is the largest ski club in the province and has hosted the cross country ski national championships five times. The club has over 250 athletes in skill development programs with a contingent of 50 volunteer coaches, has a school ski program that hosted over 2500 students from SD 57 schools this season, offers CANSI ski lessons and rentals to the public, and maintains 50 kilometers of ski trails for all level of skiers – all within city limits. The club is directed by a volunteer board and operated by a manager with nine temporary operations staff and a full time coach. The club is a non‐profit society and operates without subsidies. While successful at providing healthy and active living opportunities viably with user fee and membership income, the club has no significant means of raising capital to grow facilities. The club has a strategic plan with publicly stated goals and objectives that guide strategic initiatives and some of those initiatives require capital. At the front of these initiatives currently is a facility upgrade that has two major drivers: . To provide nationally sanctioned competition facilities for cross country skiing and biathlon by the winter of 2014; and . To provide a host site for a regional Nordic training centre post 2015, as envisioned in the Northern Sport Strategy. Pivotal to both of these objectives is construction of a Technical Building that will serve as a race centre during major competitions, and as a program centre for the balance of the year. Caledonia is applying to NDIT for a grant to contribute toward this building, and a condition of that grant is an endorsement from the city by way of a resolution from council. As such, the Caledonia Nordic Ski Club requests that council make the following resolution: THAT the city of Prince George support the Caledonia Nordic Ski Club application to the Northern Development Initiatives Trust’s “Community Halls and Recreation Facilities” program for a grant of $30,000 from the Prince George Regional Development Account to assist in funding the Otway Technical Building. The project is described in the attached draft NDIT application and will provide ongoing benefits to the community and the region. The nationally sanctioned competition facilities will support three major events in the next two years: the Haywood NorAm Western Canadian Cross‐Country Ski Championships and the Western Canadian Biathlon Championships in 2014, and two Nordic events ‐ the cross country ski and biathlon events at the 2015 Canada Winter games in 2015. Beyond 2015 the club has an objective to hold a nationally sanctioned event every second year. This will be a significant economic contributor to sport tourism in Prince George. The concept of a regional Nordic training centre is to provide an environment for aspiring Nordic athletes to train in a high performance setting while maintaining their academic goals – and stay in the north. The Northern Sport Strategy identifies that northern BC underachieves across all sport in general with respect to placing athletes on provincials teams and recommends regional training centres to develop our athletes without having to leave the region. Caledonia has accepted the challenge to lead this initiative for Nordic sport in the region at the Otway Nordic Centre in Prince George. This will bring high achieving youth into the city for as many as four to seven years which will add to the SD 57 sport academy and enrollment at CNC and UNBC and build upon programs of Pacific Sport Northern BC at the Northern Sport Centre. These are motivated young people we need to help achieve their athletic and academic goals and make it feasible for them to do that in the north. 5. ProjectOverview  Provideaconcisedescriptionoftheproject:

The project is to design and build a Technical Building to support nationally sanctioned Cross Country Ski Competitions at the Otway Nordic Centre located at 8141 Otway Road in Prince George. This building is a two story 1080 square foot building that can serve as a technical centre for competitions ranging from major nationally/internationally sanctioned to youth and local recreational ski competitions. The building is designed to be multi-functional and between events will house staff and volunteers that coach athletes or administer the wide range of competitive and active for life programs at Otway. Expected cost is $260,500.00.

The Otway Technical Building is a component of a much larger project of approximately $1.5 million in value that includes two new five kilometer competition ski courses, an expanded cross country ski stadium, a new biathlon range and stadium, a biathlon technical building and improvements to parking and lighting. At this point approximately half of overall project is funded. The city of Prince George has contributed approximately $112,000 of its provincial-federal grant money through the 2015 Canada Winter games Society, the province has contributed about $425,000 through a Ministry of Communities, Sport and Cultural Development grant and most of the project management and trail design and construction has been done by volunteers. This grant application is one more step in the funding process for the overall project plan.

The lower floor of the building will have a small meeting room for competition jury meetings as required by FIS and Cross Country Canada competition technical packages. This room will also serve as a program coordinator office between events. There are two indoor plumbed washrooms accessible from the stadium for athletes and volunteers and the remainder of the bottom floor is a large storage area for course and stadium supplies and equipment necessary to control competitions.

The upper floor has an office sized room with good visibility that will double as an announcers booth and a coaches office, a small lunch counter (sink and fridge) and a large open room with windows facing the stadium and start-finish lanes leading out of and into the stadium. This will be a timing room and will located directly beside the finish line for ski events. Between competitions this will be a multi-purpose room used for team meetings, stretching exercises, etc by the ski team, coaching and officials courses and training sessions, and for the multitude of meetings it takes to operate a club of over 1800 members with all of the associated programs.

Explaintherationalefortheproject:

The rationale for this project is to enable the Caledonia Nordic Ski Club to host nationally sanctioned cross country ski events at FIS approved  facilities. The club has hosted many national level events in the past including six national championships the latest being in 2005. The Club has been awarded the 2014 Haywood NorAm Western Canadian Cross Country Ski Championships and will host Nordic events at the 2015 Canada Winter Games in Prince George. These are major sporting events that bring in hundreds of athletes, support staff and spectators from out of region and out of province for multiple day visits.  The 2014 Western Canadians are expected to bring a field of 350 athletes and draw twice that amount of support crew and spectators for four days. The 2015 Canada Winter Games is expected to bring a field of 160 athletes, an equal amount of support crew and to help fill every available tourist space in Prince George for two weeks. Tourism Prince George estimates that benefits to Prince George businesses will be $xxx,xxx.xx and $xxx.xxx.xx respectively. The club has plans to continue hosting major events at the newly upgraded and homologated facilities into the future as opportunities arise.  This building will serve as a technical centre for competitions ranging from major nationally/internationally sanctioned to youth and local recreational ski competitions as well as running and cycling event and multi-sport events such as the Prince George Iceman. In  between events the technical building will be utilized as an administrative centre to support and grow ski programs. The Caledonia Nordic Ski Club is a non profit society that provides a wide range of programs and year around recreational opportunities for the public. The Otway Nordic Centre is often used as a recruitment feature for companies and organizations like UNBC and Northern Health based upon the active living opportunities provided in the community.

The club is a very stable organization that has operated continuously for the past 56 years. Operational funds are sourced from memberships  and program fees and are not dependent upon subsidies which is unique in the city. The club employs a full time professional coach who coaches athletes and guides volunteer coaches in coaching and implementing club programs. The paid coach is funded by program and athlete fees and intermittent grants from sport governing bodies. A reserve coaching fund is maintained for years when coaching grants are not available or applications are unsuccessful. Caledonia is the largest ski club in the province at over 1800 members and is open to the public serving many non members. Over 2700 school children experienced Ski S'kool sessions at Otway this winter. There is a huge volunteer contribution from club members to supplement a small staff so operating costs are maintained at very reasonable levels.

This project will enable continued community growth by providing a technical facility to expand the scope of competitive activities, and to support  volunteers and staff in the delivery of community based programs. Both have tangible benefits that go well beyond the club membership. Competitive events bring sport tourism to the city while access to healthy and affordable active living options attracts new residents to town and helps to keep them here. Otway adds to the quality of life in Prince George and is a drawing card in the recruitment of new employees to businesses and institutions such as UNBC and Northern Health.

Describehowtheprojectwillcontributetoenvironmentalsustainability:

Otway provides a quality year around recreational opportunities with a very light environmental footprint. There are no compressors to make ice, no lifts to run, no grass to water and maintain, facility users are human powered - it is as close to natural as a city based recreational facility can be. Otway lands are part of of the Prince George Community Forest and the cub has been at the leading edge of control and clean up for the mountain pine beetle epidemic. Over 20,000 seedlings were planted in beetle killed forests areas at Otway last summer.

Prince George to Host 2014 Haywood Noram Western Canadian Cross-Country Ski Championships

Prince George, BC- It’s been almost ten years since the Caledonia Nordic Ski Club hosted a FIS-sanctioned cross-country ski event, but in 2014, Canada’s top skiers will return to Prince George to compete at the 2014 Haywood Noram Western Canadian Cross-country Ski Championships.

From February 14, - 16th 2014, the Caledonia Nordic Ski Club will host the ski competition—sanctioned by FIS, the International Ski Federation (the world’s highest ski-sanctioning body)—and recognized as a test event for the 2015 Canada Winter Games.

The event will attract athletes from across Canada who will be vying for positions on Canada’s 2014-15 World Cup Team. Additionally athletes from BC, Alberta, Saskatchewan, Manitoba, Yukon Territories, and the Northwest Territories will be representing their province in order to determine the Western Canadian Champions. It is expected that approximately 350 athletes will compete from across Canada.

“The government of British Columbia would like to congratulate Prince George on winning the rights to host the 2014 championships,” says Bill Bennett, Minister of Community, Sport and Cultural Development. “This prestigious event is really going to ramp up the anticipation for the 2015 Canada Winter Games in Prince George. By showcasing Canada’s top athletes, this competition will give audiences a taste of the excitement to come in 2015.”

“Otway Nordic Centre is a shining jewel in our region’s incredible recreation crown,” says Prince George Mayor, Shari Green. “It’s great to see this top-class facility hosting such an important event in the Nordic skiing community. Canada’s top skiers will appreciate why Prince George earned the right to host the Canada Winter Games, as they enjoy our warm hospitality.”

The 2014 Haywood Noram Western Canadian Cross-country Ski Championships will test more than the field of play explains Cal Benson, Chief of Competition for the Western Canadian Championships. “We are looking forward to trying out the new expanded cross-country stadium and brand new technical building at Otway, as well as the competitive trail system expansion developed in preparation for the 2015 Canada Winter Games,” says Benson. “This will be a fantastic opportunity to prepare for the Games and future competitions we might secure as a result of these investments.”

up to the National Sporting Organizations’ standards, and will give us more opportunities for event-hosting after the 2015 Games.”

“Now is a great time to be a sports fan in northern BC,” says Stuart Ballantyne, CEO, 2015 Canada Winter Games. “The Canada Games is the stepping-stone in the athletic careers of Canada’s top young athletes and future Olympians, and events like the 2014 Western Canadian Cross-country Ski Championships are a great platform to cheer on these talented athletes and learn about their sports.”

This is the first FIS-sanctioned cross-country ski event since the 2005 Ski Nationals. Six of the seven 2012- 13 Canadian World Cup team raced in Prince George in 2005: Len Valjas, Alex Harvey, Perianne Jones, Daria Gaiazova, Ivan Babikov, and Chandra Crawford. All of these have won World Cup or Olympic medals since racing in Prince George. Notably, Chandra Crawford won an Olympic gold medal in the Women’s Sprint at Turin, in 2006 and Alex Harvey won Canada’s first men’s World Championship individual medal in 2013 at Val di Fiemme, Italy.

About 2015 Canada Winter Games: The 2015 Canada Winter Games will be the largest multi-sport and cultural event to ever be held in Prince George and northern British Columbia and is forecasted to generate an economic impact of $70 - $90 million while building champions and inspiring dreams amongst Canadian youth. Athletes from ten provinces and three territories will compete in 19 sports with the dream of becoming Canada’s next champions. In 2015, choose your path, leave your tracks, and journey with the 2015 Canada Winter Games as we host the nation and share a northern story with all of Canada.
