    Record of Decision Lease of Land and Building Quaywest Waterpark, Goodrington, Paignton Decision Taker Elected Mayor on 23 January 2019 Decision That the Assistant Director of Business Services, in consultation with the Chief Executive, be authorised to grant a lease renewal of 25 years with a further option of 15 years of the land and building known as Quaywest Waterpark, Goodrington, Paignton to Lemur Waterparks Limited (Company Number 06883534) as shown in plan no. 16 145 003. Reason for the Decision It is considered the lease renewal of the land and buildings known as Quaywest Waterpark, Goodrington, Paignton to Lemur Waterparks Limited to be in the best interests of the Council and will secure the long term future of the facility. Implementation This decision will come into force and may be implemented on 31 January 2019 unless the call- in procedure is triggered (as set out in Standing Orders in relation to Overview and Scrutiny). Information Due to the ending of the non-renewable lease for the Waterpark, Goodrington in November 2016, a tender process was undertaken for the granting of a new long lease for the area of the existing Waterpark, go-kart area and Peter Pan area at Goodrington Sands, Tanners Road, Paignton. As part of the tender the bidder set out a series of investment proposals in the facility which would enhance the site and be beneficial to residents, visitors and the Council. A Record of Decision was signed and published on 19 September 2016 based on these terms. The existing operator has continued to operate the facility since this time whilst detailed discussions have been on-going to finalise and agree the exact terms of occupation.

    The Torquay Geology Tea Trail Stop 1 – Railway Station The station is built from large blocks of pale grey, sedimentary Devonian limestone laid down around 400 million years ago in shallow, tropical seas, when Torbay was south of the equator. Solitary rugose corals are scattered throughout. They can be seen in cross-section as circles with a star-shaped pattern in the centre. Small colonial tabulate corals (Favosites & Thamnopora), brachiopods (lamp shells) and calcite crystals can also be seen, as well as a stromatoporoid (the ancient Devonian lime-depositing sponges) towards the car rental office end of the building. Remember – check the weather forecast and tide Stop 2 – Corbyn’s Head times before you venture out Right of Corbyn’s Head (low tide only – check local tide times): on your walk. Stay safe! For disabled users look through the railings down to the mud flats below. The cliff to the left is formed of Permian breccia around 280 million years old. The breccia is a sedimentary rock containing broken, angular rock fragments, deposited in a desert environment similar to the Middle East today. The stratified, coloured beds were deposited by intermittent flash-floods. This has created a ‘layer-cake’ effect over time. It looks almost identical to dried up riverbeds today. The caves in the cliff have been formed by wave erosion. Historically the cliff has eroded rapidly and a sea wall has been built to prevent further erosion and collapse.

It seeks to develop partnerships with a wide range of organisations and individuals who have a role to play in the management of the River Teign and Torbay Streams. This plan embodies the Agency’s commitment to realise improvements to the environment. An important stage in the production of the plans is a period of public consultation. This Consultation Report is being circulated widely both within and outside of the catchment and we are keen to draw on the expertise and interests of the local communities involved.
