Na osnovu ĉlana 195. stav 3. Zakona o vodama („Sluţbeni (2) Koordinaciju i praćenje provoĊenja ovog programa i glasnik Republike Srpske“, broj: 50/06, 92/09, 121/12 i 74/17), ĉlana namjenski utrošak sredstava od posebnih vodnih naknada, vršiće 39. stav 2. taĉka 5. Zakona o lokalnoj samoupravi („Sluţbeni Ministarstvo polјoprivrede, šumarstva i vodoprivrede Republike glasnik Republike Srpske“, broj: 97/16 i 36/19), ĉlana 37. stav 2. Srpske i nadleţno odjelјenje. taĉka 5. Statuta opštine Derventa („Sluţbeni glasnik opštine Derventa, broj 7/17), ĉlana 5. stav 1. Odluke o korišćenju sredstava od posebnih vodnih naknada („Sluţbeni glasnik opštine Derventa“, Ĉlan 6. broj: 9/08 i 4/15) i prethodno pribavlјene saglasnosti Ministarstva Ovaj program stupa na snagu osmog dana od dana polјoprivrede, šumarstva i vodoprivrede, broj: 12.07-337-288/20 od objavlјivanja u „Sluţbenom glasniku opštine Derventa“. 24.06.2020. godine, Skupština opštine Derventa, na 38. sjednici odrţanoj 14. avgusta 2020. godine, donijela je SKUPŠTINA OPŠTINE DERVENTA P R O G R A M Broj: 01-022-175/20 Predsjednik KORIŠĆENJA POSEBNIH VODNIH NAKNADA ZA 2020. GODINU 14. avgusta 2020. godine Skupštine opštine Derventa Marijan Klјajić, s.r. Ĉlan 1. 176 Ovim programom ureĊuju se pitanja utroška sredstava koja će se prikuplјati od posebnih vodnih naknada u 2020. godini i to: Na osnovu ĉlana 39. Zakona o lokalnoj samoupravi okvirna visina sredstava koja se oĉekuju po ovom osnovu, projekti u („Sluţbeni glasnik Republike Srpske“, broj: 97/16 i 36/19) i ĉlana 89. koje će ta sredstva biti plasirana, iznos sredstava po projektima, stav 2. Statuta opštine Derventa („Sluţbeni glasnik opštine organi nadleţni za provoĊenje postupka u cilјu realizacije projekata Derventa“, broj 7/17), Skupština opštine Derventa, na 38. sjednici i rok za njihovo provoĊenje. odrţanoj 14. avgusta 2020. godine, donijela je Ĉlan 2. Z A K LJ U Ĉ A K Planirana sredstva po osnovu posebnih vodnih naknada u O USVAJANJU PROGRAMA O IZMJENAMA I DOPUNI 2020. godini iznose 150.000,00 KM. PROGRAMA DODJELE SUBVENCIJA POSLOVNIM SUBJEKTIMA ZA UBLAŢAVANJE EKONOMSKIH POSLЈEDICA Ĉlan 3. NASTALIH USLЈED BOLESTI COVID-19 IZAZVANE VIRUSOM Prihodi prikuplјeni na osnovu posebnih vodnih naknada u SARS-COV-2 U OPŠTINI DERVENTA Budţetu opštine Derventa, namjenski će se koristiti za: -Izgradnju ruralnih vodovoda - Ţeravac, Bosanski Luţani i 1. Skupština opštine Derventa usvaja Program o izmjenama Agići, u iznosu od 150.000,00 KM. i dopuni Programa dodjele subvencija poslovnim subjektima za ublaţavanje ekonomskih poslјedica nastalih uslјed bolesti COVID- 19 izazvane virusom SARS-CoV-2 u opštini Derventa. Ĉlan 4. 2. Ovaj zaklјuĉak stupa na snagu narednog dana od dana Navedeni projekat usvojen je Planom kapitalnih ulaganja objavlјivanja u „Sluţbenom glasniku opštine Derventa“. opštine Derventa za 2020. godinu, a finansiraće se od prikuplјenih sredstava posebnih vodnih naknada. SKUPŠTINA OPŠTINE DERVENTA Broj: 01-022-177/20 Predsjednik Ĉlan 5. 14. avgusta 2020. godine Skupštine opštine (1) Naĉelnik opštine Derventa i nadleţno odjelјenje će u Derventa Marijan Klјajić, s.r. skladu sa Zakonom o javnim nabavkama i drugim podzakonskim 2 SLUŢBENI GLASNIK OPŠTINE DERVENTA – Broj 10 19.08.2020. PROGRAM Ĉlan 3. O IZMJENAMA I DOPUNI PROGRAMA DODJELE SUBVENCIJA Izgradnja navedenog putnog pravca usvojena je Planom POSLOVNIM SUBJEKTIMA ZA UBLAŢAVANJE EKONOMSKIH kapitalnih ulaganja za 2020. godinu, a finansiraće se jednim dijelom POSLЈEDICA NASTALIH USLЈED BOLESTI COVID-19 od naknade po osnovu prodaje šumskih drvnih sortimenata, a IZAZVANE VIRUSOM SARS-COV-2 U OPŠTINI DERVENTA razlika iz budţeta opštine za 2020. godinu. Ĉlan 4. U uvodu Programa o dodjeli subvencija poslovnim subjektima za ublaţavanje ekonomskih poslјedica nastalih uslјed (1) Naĉelnik opštine Derventa i nadleţno odjelјenje će u bolesti COVID-19, izazvane virusom SARS CoV-2 u opštini skladu sa Zakonom o javnim nabavkama i drugim podzakonskim Derventa („Sluţbeni glasnik opštine Derventa“, broj 7/20), iza rijeĉi aktima i aktima opštine Derventa, sprovesti postupak javne „od 29.04.2020.“, dodaju se rijeĉi: „02-140-12/20 od 05.05.2020. nabavke u cilјu realizacije aktivnosti iz ĉlana 2. ovog plana. godine, 02-140-14/20 od 08.05.2020. godine, 02-140-16/20 od (2) Koordinaciju i praćenje sprovoĊenja Plana i namjenski 11.05.2020. godine, 02-140-17/20 od 11.05.2020. godine, 02-140- utrošak sredstava po osnovu prodaje šumskih drvnih sortimenata u 18/20 od 11.05.2020. godine, 02-140-19/20 od 13.05.2020. godine, 2020. godini vršiće Ministarstvo polјoprivrede, šumarstva i 02-140-20/20 od 25.05.2020. godine, 02-140-21/20 od 26.05.2020. vodoprivrede Republike Srpske i nadleţno odjelјenje. godine i 02-140-22/20 od 26.05.2020. godine“. Subvencije Ovaj plan stupa na snagu osmog dana od dana za iznos komunalne takse za isticanje poslovnog imena, u objavlјivanja u „Sluţbenom glasniku opštine Derventa“. podtaĉkama 1) i 2) rijeĉi: „od 15.03.- 30.04.2020. godine“ zamjenjuju se rijeĉima: „od 15.03.- 31.05.2020. godine“. SKUPŠTINA OPŠTINE DERVENTA U poglavlјu II VRSTA SUBVENCIJE, taĉka 2. Subvencija Broj: 01-022-176/20 Predsjednik naknade za zauzimanje javne površine, u stavu 2. rijeĉi: „od 15.03.- 30.04.2020. godine“, zamjenjuju se rijeĉima: „ od 15.03.- 14. avgusta 2020. godine Skupštine opštine 31.05.2020. godine“. Derventa Marijan Klјajić, s.r. U taĉki 2, u podtaĉkama 1) i 2) rijeĉi: „od 15.03.- 30.04.2020. godine” zamjenjuju se rijeĉima: „ od 15.03.- 178 31.05.2020. godine“. Na osnovu ĉlana 52. stav 3. Zakona o ureĊenju prostora i graĊenju („Sluţbeni glasnik Republike Srpske“, broj: 40/13, 106/15, 3/16 i 84/19), ĉlana 39. stav 2. taĉka 8. Statuta opštine Derventa Broj: 01-022-177/20 Predsjednik („Sluţbeni glasnik opštine Derventa“, broj 7/17), Skupština opštine 14. avgusta 2020. godine Skupštine opštine Derventa , na 38. sjednici odrţanoj 14. avgusta 2020. godine, Derventa Marijan Klјajić, s.r. donijela je ODLUKU 177 O DONOŠENЈU IZMJENE DIJELA REGULACIONOG PLANA „GRAD“ Na osnovu ĉlana 89. stav 8. i 9. Zakona o šumama („Sluţbeni glasnik Republike Srpske“, broj: 75/08, 60/13 i 70/20), Ĉlan 1. ĉlana 39. stav 2. taĉka 5. Zakona o lokalnoj samoupravi („Sluţbeni Opština Derventa donosi izmjene dijela Regulacionog plana glasnik Republike Srpske“, broj: 97/16 i 36/19), ĉlana 37. stav 2. „GRAD“. taĉka 5. Statuta opštine Derventa („Sluţbeni glasnik opštine Granica obuhvata dijela regulacionog plana za koji se vrši Derventa, broj 7/17) i prethodno pribavlјene saglasnosti izmjena definisana je: na istoku osovinom ulice Trg OsloboĊenja i Ministarstva polјoprivrede, šumarstva i vodoprivrede, broj: 12.06.2- Đenerala Draţe, odnosno dijelom parcele oznaĉene kao k.ĉ. broj 332-637/20 od 17.06.2020. godine, Skupština opštine Derventa, na 3747/1 KO Derventa 1. Juţna granica plana nastavlјa granicom 38. sjednici odrţanoj 14. avgusta 2020. godine, donijela je preko parcela k.ĉ. broj 1814 i 1979/1 KO Derventa 1. Na zapadu granica ide novoplaniranom saobraćajnicom i presijeca k.ĉ. broj 1812/2, 3761, 2885/3, 2883/3, 2048/2, 2030/5, 2029/2, 2027/2 i GODIŠNЈI PLAN 2022/16 KO Derventa 1. Na sjeveru granica ide preko k.ĉ. broj UTROŠKA NAMJENSKIH SREDSTAVA 2022/13, 1892/2, 1892/1, 3744/1 i 1917/2 KO Derventa 1, odnosno OD NAKNADE PO OSNOVU PRODAJE ŠUMSKIH DRVNIH ulicom 9. maja, do raskrsnice sa ulicom Trg OsloboĊenja k.ĉ. broj SORTIMENATA U 2020. GODINI 3746/1 KO Derventa 1. Ukupna površina obuhvata prema prethodno opisanim Ĉlan 1. granicama iznosi 4,6 hektara. Ovim planom utvrĊuje se iznos finansijskih sredstava i namjena korišćenja sredstava ostvarenih prodajom šumskih drvnih Ĉlan 2. sortimenata u svojini Republike Srpske, za opštinu Derventa. Planski period za koji se donosi izrada izmjene dijela plana je 10 godina od usvajanja. Ĉlan 2. Sredstva planirana u Budţetu opštine Derventa za 2020. Ĉlan 3. godinu po osnovu prodaje šumskih drvnih sortimenata u svojini Republike Srpske u 2020. godini su 15.000,00 KM i koristiće se Plan se sastoji od tekstualnog i grafiĉkog dijela. za: Plan je izraĊen od strane „PLANING“ d.o.o. Prnjavor i sastavni je dio ove odluke. -Rekonstrukciju puta Osinja centar – Crkva u iznosu od 25.000,00 KM. Ĉlan 4. Plan se izlaţe na stalni javni uvid kod organa uprave nadleţnog za poslove ureĊenja prostora. 19.08.2020. SLUŢBENI GLASNIK OPŠTINE DERVENTA – Broj 10 3 Ĉlan 5. O D L U K U O sprovoĊenju ove odluke staraće se Odjelјenje za prostorno O DODJELЈIVANJU VELIKOGOSPOJINSKE POVELЈE SA ureĊenje opštinske uprave Derventa. ZLATNIM GRBOM OPŠTINE U 2020. GODINI PRIVREDNOM DRUŠTVU „METALAC MBM“ D.O.O. DERVENTA Ĉlan 6. Ĉlan 1. Ova odluka stupa na snagu osmog dana od dana objavlјivanja u „Sluţbenom glasniku opštine Derventa“. Privrednom društvu „METALAC MBM“ d.o.o. Derventa, dodjelјuje se Velikogospojinska povelјa sa zlatnim grbom Opštine u SKUPŠTINA OPŠTINE DERVENTA 2020. godini, kao najviši oblik javnog priznanja u opštini Derventa. Broj:01-022-171/20 Predsjednik Ĉlan 2. 14. avgusta 2020. godine Skupštine opštine Derventa Marijan Klјajić, s.r. Privrednom društvu „METALAC“ MBM d.o.o. Derventa, Velikogospojinska povelјa sa zlatnim grbom Opštine, dodjelјuje se 179 zbog kontinuiranog i izuzetnog doprinosa u rezultatima privreĎivanja, uvoĎenja i osvajanja novih tehnologija i Na osnovu ĉlana 39.

Four and a half years since the signing of the General Framework Agreement for Peace (“GFAP”) in December 1995, there is still no systematic gender analysis employed by either international actors or local authorities in their work. While there have been efforts by some international actors in BiH to include a gender analysis and to promote gender equity in the areas covered by this study, in general this has not been the case. There is a clear lack of gender disaggregated statistics and information available.

The last estimations indicate that the floods, which occurred due to the rise of the rivers’ water level, have: affected 300,000 people; flooded 5,000 houses; and caused several hundred families to evacuate their homes. In addition, the floods also severely affected 20,000 hectares of land with crops and flooded water- wells, which resulted in the water being polluted. In order to alleviate the suffering of the most vulnerable flood victims, the Federation, with its emergency appeal, aimed to provide assistance for 8,412 of the poorest and most- affected flood victims.

In recent years, a wide distribution of invasive weed species in north western area of Republic of Srpska (RS) caused irreparable and obviously damage across different habitat type. Considering problems such as their wide spreading and negative ecological, economic and social impact, studies in north western area of RS is addressed to selected invasive weed species. Among many, the most invasive is Ambrosia artemisiifolia L., threatening agricultural production and human health. However, a significance importance is placed on other invasive weed species, such as: Asclepias syriaca L., Helianthus tuberosus L. and Fallopia japonica (Hout.) Ronse Decre. Distribution and abundance parameters for selected invasive weed species were done for 62 stands based on Blanque Braun (1964) method and GIS software. Assessment of their occurrence and distribution was taken along the roads in the urban areas, between the settlements in ruderal and less arable land, on the edges of farmland, on arable land, along the rivers and fish pond, in ditches and on the edges of forests. Mapping of above mentioned weed species revealed a wide-spread distribution and renewal potential of selected weed species, thus presenting a real threat to native flora and different habitat type.

    ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES ACFC/OP/IV(2017)007 Fourth Opinion on Bosnia and Herzegovina - adopted on 9 November 2017 Summary Society in Bosnia and Herzegovina remains deeply divided among the three constituent peoples, namely Bosniaks, Croats and Serbs. Persons not identifying with any of them, who fall into the category of “Others”, are institutionally discriminated against, and are unable to participate fully in the political processes in the country. Public life in all spheres continues to be dominated by a pronounced sense of segregation among the constituent peoples. Although serious interethnic incidents have successfully been averted in recent years, continuing segregation merely superficially masks a dormant hostility and no real progress is made towards a deeper acceptance of ethnic groups other than one’s own. Persons belonging to national minorities do not effectively enjoy access to rights enshrined in the Framework Convention, beyond recognition of their existence. Few efforts are made to teach languages of national minorities. There are practically no publications or broadcasts in national minority languages and these languages are not used in relations with the administrative authorities. Data on the ethnic composition of the country, in particular as regards persons not belonging to the three constituent peoples, collected during the 2013 census, has not been released. Political leaders exacerbate ethnic divisions within the country. Divisive and discriminatory public statements of politicians and other public figures, inciting ethnic hatred or discord are not condemned, setting the tone of impunity. Cases of violence and abuse against returnees finding themselves in a minority situation in their place of residence continue to be recorded.

Cependant, elle concerne également les peuples constitutifs − Bosniaques, Serbes et Croates − qui, après le conflit qui a sévi de 1992 à 1995, se retrouvent dans des situations semblables à celles des minorités en tant que communautés non dominantes dans les régions où ils vivent, connaissent des difficultés considérables, et sont défavorisés sur le plan social et économique et victimes de discrimination. Les lois adoptées afin de prévenir la discrimination et de protéger les minorités nationales, ainsi que l’établissement d’organes consultatifs, notamment les conseils des minorités nationales, sont des mesures positives bienvenues. À ce jour, elles n’ont toutefois pas été mises en œuvre et il est nécessaire de prendre des mesures afin de sensibiliser davantage les minorités, l’ensemble de la société et les responsables publics. Le Gouvernement et ses homologues au niveau des entités dans la Fédération de Bosnie-Herzégovine et la Republika Srpska sont responsables du respect des droits des minorités et sont censés veiller à la coexistence pacifique des différents groupes.
