Greetings Comrades:

“VFW - Honoring Our Past, Securing Our Future”

Living as we do in disaster prone areas on the “Pacific Ring of Fire”, I was very pleased when our Council of Administration approved a $1000 donation to the VFW National Disaster Relief Fund. The donation was in response to an initiative by VFW National Adjutant General Brian Duffy to establish this fund, which will be immediately available to support relief efforts in any affected area.

We now have Memstat numbers that reflect our actual membership status, and our Department has moved to number three in membership percentage among the 52 Departments with 89.23%. Two Posts are already over 100%, Post 124, Baguio City with 112.41%, and Post 12146, Banchang-Utapao with 105.55%. Congratulations to both Posts.

Several structural changes have been made within the Department. Based on demographic realities, and to insure our continued presence in Taiwan to assist Veterans and families, Post 727 consolidated with Post 9957 in Taipei. Relocation of US Forces in Korea led to the consolidation of Post 10216 in Osan and Post 8180 in Seoul, The Post will be located in Osan, with Post 8180 designation and the Post 10216 name.

Viewing the recent Facebook and website entries from around the Department, I’m impressed not only by the level of activity, but by the range and value of our involvement in Veteran and Community activities. In all cases the level of professionalism in all our events is obvious, and I take pride being a part of a high performing Department. Give your activities widest possible exposure on social media and utilize hashtags #vfwpostpride and #vfwstrong on Facebook posts to increase viewers.

Increase the number or scope of your activities or projects by utilizing VFW Foundation Grants, or NMS funding where appropriate. These sources of VFW National assistance are excellent supplements to local resources, and increase funds available for your projects. The VFW National Membership Report numbers have been published by the National Membership Team. Life Membership Payouts have been made to the Department, Districts and Posts. The DPA currently stands in 3rd place at VFW National with 89.12% as of 30 September 2017. We have two posts (Post 124 – Baguio City & Post 12146 – Bang Chang) over 100%. There are 15 Posts and 5 Districts with more than 90%. You can see your current numbers by doing a Post Query! I encourage you to set your priorities on working the unpaid or expiring annual memberships. Our goal this year is 12,000 members for the Department. That will require each Post and District to push their recruiting efforts NOW! I’m confident this goal can be met! Let’s work as a Team!

The Typhoon has been delayed again for September. All Department Officers and Committee Chairmen should submit their input to the Typhoon Editor by the 5th of each month. In addition we ask that you continue to send a copy of your reports to the Department Website Manager, Shawn Watson, so that he can upload your reports on the new section of the DPA Website. This will ensure that your reports get distribution to all in the Department.

I have attached a copy of the Membership Standings as of 30 September 2017 for your review. The DPA needs less than one percent to go over 90%. Continue working your All-State and All-American “Checklists”. Once you have achieved a requirement that has been verified by the appropriate Committee Chairman – send it to me! Don’t wait until the end of the year.

Now is the time for the final push on Voice of Democracy/Patriots Pen entries. October is the final month for our students to get in their applications to their respective Posts. Please emphasize the rules and make sure the applications are complete.

There was a notable increase in the CSR entries for many Posts during September. And the entries are becoming more valid as we go. Community Service is one of our best ways to show the world what we do, and what the VFW is all about. It can be a valuable tool in recruiting new members. And please keep in mind, you can back date these entries. Please review the requirements for All-State in regards of your CSR entries. With the consolidation of Posts 8180 and 10216, they are now under the single entry of 8180. Please ensure the 10216 folks use the proper 8180 entry when submitting your CSR. On October 4th, here in Japan, we will be attending the memorial Service for the ten young sailors killed during the collision in August. A Line of Honor will be formed around the base that the buses and cars with the families of the young men will drive through on the way to the ceremony. VFW Post 1054 used our Military Assistance Program (MAP) to fund the reception afterwards for 450 crew members and families. MAP is a wonderful program, and can be used for a number of activities. It costs your Posts nothing to use it. Take advantage of it.

Comrades of the Pacific,

Hope all took time to take part in remembering and celebrating POW/MIA Day. Please take the time to submit any articles or photos of your events to the monthly TYPHOON, so that all the comrades of the Pacific Areas can see how each Post or District celebrated POW/MIA Day.

We are already a quarter into the current year and before you know it, we will be at the C of A. We are doing okay with recruiting but should be doing a lot better. Please recruit early and getting new members involved with all the VFW programs and community activities. VFW National asks each of us to devote ourselves to VFW programs in our community and in recruiting new members. As you heard many times our membership is our strength in communicating with Congress and the President. So please carry application forms and ask those members you meet to join, do not wait for them to walk up and ask you if they can join. We have to do a better job of promoting the great organization we are. This will ensure that members will stay a VFW member for Life and give other veterans a reason to want to be a part of our great organization.

I hope you are actively working with your local schools, to get nominees for the Voice of Democracy, Patriot’s Pen and Teachers Awards. These awards are due by November 1st to the Post.

Please make sure your posts report all your program accomplishments, i.e. NMS, Buddy Poppies, Teachers Awards, Voice of Democracy, Patriots Pen and other activities. When looking at achieving All-State and All-American status it is the responsibility of the Post to ensure all programs and activities have been completed and reported and a majority of the requirements can be completed by the C of A.

We are getting close to the midterm. The Department has had a great start. Many of the program deadlines are coming up. Each Commander should review the All-State and All- American programs to ensure none of the requirements are overlooked.

I have heard of ramblings that we might have interest of another Post forming up in the southern Philippines. Once they see how many people they have, we will send that a Post startup kit. During the last National convention, as reported a couple months ago, it was voted on to change the required number of new members to start a Post from 25 to 10. However, in order to start a new Post you still need 35 members.

The Department is down in the number of Posts within the Department by one. Post 8180 (Seoul) has combined with Post 10216 (Osan). They will be known as COL Lewis L. Millett, Hill 180 Memorial Post and will be using 8180 as the Post number. With these two Posts combining it makes them the largest Post in the Department.

Does the VFW beg too much? I’ll give you the long answer.

When I was a Post Quartermaster for many years, I never put in a new member’s email address when I transmitted the application because I knew that the National office would send them frequent requests for donations. This bugged me, and I didn’t want to bug new members with the same requests for money. After becoming the Department Quartermaster, I learned why this happens.

First and foremost, every penny of a Pacific Areas member’s donation to National comes back to the Department in the form of a grant. This has enabled our Department to set up a Disaster Relief Fund ($10,000) to be used when our members are stricken with a natural disaster and need immediate help with food, shelter, medications, and other necessities. We were also able to start the Veterans Outreach Program ($6,000) to give assistance to any veteran in our geographic area who has a financial emergency that a $500 shot in the arm can help alleviate. This is where your donation to National goes.

I personally saw these donations in action after Typhoon Soudelor wrecked havoc on most of my home island of Saipan. National sent us $10,000 right away to help in the recovery. I was one of the lucky ones who still had a house, but I was without power and water for 48 days. Try it sometime; it’s not fun. The donations from National and Posts & Pup Tents within our Department and donations from other Departments helped me cope with the destruction and hardship. One of our younger members with a wife and 3 children lost everything, but the VFW’s donations helped make his life whole again.

After this happened, I made a personal commitment to donate to the VFW every year. You should consider doing the same. It may just come back to you tenfold when you need it the most. So to answer the original question, “Does the VFW beg too much?” The answer is “No”. They are doing what they can to help US, and isn’t that what we are all about?

All veterans are encouraged to have a clean and readable copy of their DD214 on file both at home and with their veteran’s organization. Not finding a deceased veteran’s DD214 causes delays in burial and other benefits.

VFW Post 2485 and Grave Diggers were honored to lay Active Duty Airman First Class Tuttle to rest performing military honors with the Andersen Air Force Base Honor Guard. Grave Diggers were honored to assist with the coordination and quarantine clearance for A1C Tuttle arriving to Clark Veterans Cemetery from Malmstrom Air Force Base, Montana.

Another month has quickly passed us by. October is now upon us and we are only three months away from our CofA. District Commanders and Post Commander from my list below we are still have quite a way to climb in keeping with the All-State and All-American criteria’s. Please have your post make the small donation to the National Home and send me their reports.

Illinois / Indiana Day 2017!

An unexpected September heat wave pushed over the National Home with temperatures in the low 90's on both Illinois and Indiana Day this year!

Despite the sweltering heat, members from Illinois arrived at the National Home Saturday morning ready for a day of touring their homes and the facilities. They enjoyed walking the grounds and learning about the National Home and our program. They also had a chance to see the Sun canopy, benches and maple tree that were donated as part of the Nursery Summer Fun Time package by the VFW Department of Illinois Auxiliary. This area will provide much-needed shade for the nursery kids during outside playtime.

Sunday morning, we welcomed our friends from the Department of Indiana and took them on guided tours of the nursery, guest lodge, and pond as well as the Indiana house. Some of our visitors were experiencing the National Home and our beautiful grounds for the first time. Numerous DPA Posts are reaching out and supporting local community organizations, charities and other Veterans and Fraternal groups. As mentioned in previous Typhoon articles, the DPA Initiative Outreach Program should not be confused with outreaching to veterans for membership drives, taking care of our fellow veterans or meeting the criteria of the All State and All American programs, which is separate.

Here are some events that were posted in September on individual Post’s websites, Facebook pages and CSR inputs to the DPA.

- Post 1054 Yokosuka Japan: Facebook post on hosting with the VA Center for Women Veterans the Monthly Women Veterans Meeting. Other attendees included multiple other veteran service organizations and VA employees. This month the Embassy of Israel came as special guests to discuss partnering with the VFW and other organizations for better recognition and outreach to female combat veterans.

- Post 9612 Camp Zama Korea: Facebook post on conducting a concurrent Hispanic Heritage Month Commemoration and fundraising for victims of recent hurricanes event.

- Post 12130 Cebu City Philippines: Facebook post on turning a veteran cemetery upgrade project back to the Philippine Veterans Association. The upgrades included installing a new gate and door to limit pass thru traffic. The project was partially funded by MAP.

- A handful of Posts participated in “green” projects (e.g. area cleanup, recycling) to include Post 2485 Angeles City Philippines who provided 1,200 trees to the Angeles City Clean and Green program.

- Numerous Posts stated they hosted or participated in POW MIA ceremonies, the Korean-American Friendship Festival, Japan Friendship Festival, Battling Bastards of event, 911 remembrance events, veteran advisory boards, sporting events, provided financial and/or material support for hurricane victims in the United States as well as schools, churches and families in need in the local communities.

As I am sure you know, a proven Outreach method is to work with other fraternal organizations who support local community organizations. Doing so can not only increase the VFWs exposure, but it also has a solid potential to increase the Post’s membership. While reviewing Posts Facebook pages, I noticed a large amount of the Home pages have up to three sections, usually on the right-hand side of the page, titled “Pages Liked by this Page”, “People Also Liked” and “Suggested Groups” listed. These sections can provide links to other organizations which may provide positive leads. Examples of other organizations I noticed included RSL Western Australia Hawthorn Sub-Branch, Operation Eagle Pull & Frequent Wind & S.S. Mayaguez, USARSUPTHAI FB Association, The NAM, Retirement Services Office Korea, Paul E Finn Memorial Post 37 (American Legion) South Korea, Thailand Laos and Cambodia Veterans FB Group, and many more. It might be worthwhile to look into these.

Dear Comrades,

I am now in Colorado Springs and getting settled.

With the events of Sunday in Las Vegas is still fresh in our minds, I would just like to wish all involved all the very best! My thoughts and prayers go out to the deceased, injured, and all attendees who went out for an enjoyable evening and now their lives have been changed forever. I pray that they will eventually have peace knowing they have the support of our great nation with them.

To the First Responders, SWAT, Police Officers, and attendees who turned into heroes by risking their lives to help our fallen...BIG TIME THANKS!!! A grateful nation appreciates your sacrifice!

If anyone in the DPA had family members who attended the Concert, I hope it worked out that they have been able to contact our members to let us know they are okay.

Comrades,

Things have come to a crawl the last month. The Department of Pacific Areas (DPA) Veteran's Assistance Committee (VAC) has awarded only one $500.00 grant so far this year. We have $5,500.00 left in the budget for the 2017-2018 year. Where are my District Commanders? Are we in such a good position that we have no needy veterans in your area of responsibility? Please take the time to keep your eyes and ears open for needy veterans in your Districts.

I will once again remind all members that the Committee will once again consist of the Committee Chairman and all seven of the District Commanders in the DPA. Any VFW Member in their District can nominate a worthy veteran for a VAC Grant. Just let your Post Commander or District Commander know of anyone who needs our help. It is a simple process that requires only a one page nomination form. In order to receive assistance a veteran must have served honorably in the U. S. Armed Forces. All Requests for Assistance must be identified to the VAC Chairman and/or the District Commander as soon as possible. Once the request is received - the Chairman will initiate action within 24 - 48 hours to convene the committee via one of three methods: (1) Teleconference, (2) Email or (3) Online Chat Services. When the decision is made to render assistance, the Chairman will coordinate with the DPA Quartermaster, the District Commander and his/her representative to ensure financial aid is distributed within 7-10 Business Days. The appropriate District Commander will ensure that he or his representative provides follow-up documentation (i.e., paid medical bills, grocery receipts, paid prescription bills, etc.) to the Committee Chairman. It is also requested that the local representative provide photos and other information to assist the committee in providing updates to the DPA Typhoon Newsletter. Each request for assistance will not exceed $500.00. All assistance will be provided on a Grant basis. Let’s kick the program in gear and get out there and help our fellow veterans.

NOTE: The deadline for your completed Department report & summary forms (for Voice of Democracy and Patriot’s Pen) to be sent to VFW Programs at National HQs is not until January 31, 2018. Please let us know if you need blank Department report forms e-mailed (in PDF or Word format) by contacting Quentin Carroll at [email protected] or calling 816- 968-1155. The District Voice of Democracy and Patriot’s Pen report forms are now located online on www.vfw.org under the VFW member log-in. You would click on MY VFW, then VFW Training and Support, then “Citizenship Education, Youth Scholarships and Activities.” Quentin can also e-mail you the district report forms if needed. The official Department report forms do need to be obtained by contacting Quentin in VFW Programs. A deadline date listing is attached.

Your first place Department Voice of Democracy winner packet should include:

1) Official student entry form Quentin at National will NOT contact your winner about the DC trip until after the Department has officially notified the student that he/she is the first place Department winner. Because extensive preparations are needed for the March 3-7, 2018 Voice of Democracy Washington, DC finals trip, your notification date should be January 31st or sooner. Please verify the date that your first place Department Voice of Democracy winner will be notified that they are the first place Department winner by e-mailing this exact date to [email protected]. Additionally, please include this date on the Department chairman section of the entry form. We will send a letter to the Voice of Democracy winner about their DC trip after this date, and we will also purchase the winner’s round trip air transportation to Washington, DC.) 2) Typed essay. 3) Audio recording of essay (either an audio CD or USB flash drive...or “stick” is acceptable. Please review for sound quality and for length of 3-5 minutes, and ensure the student does not identify themselves – either by their name, city, state, school, national origin, race, etc. when reciting their essay verbally.) 4) Photograph (should be a good quality, head and shoulders photo – this photo can be e-mailed to [email protected] in jpeg form - at least 300 dpi is preferred - or mailed as a hard copy photograph in the packet.)

The first place Department Patriot's Pen winner packet should include:

1) Official student entry form. 2) Typed essay (please count number of words - should be 300 to 400, and ensure the student does not identify themselves – either by their name, city, state, school, national origin, race, etc. within the text of the essay.) 3) Photograph (should be a good quality, head and shoulders photo – this photo can be e-mailed to [email protected] in jpeg form - at least 300 dpi is best - or mailed as a hard copy photo in the packet.)

When your Department judging’s are completed and the winners are selected, please mail these winners’ packets to VFW National Headquarters (see below address). The deadline for National to receiver the winner packets is January 15, 2018 (even if they have not been notified they are the winner, either personally or at your Department Mid-Winter awards ceremony.) Please do not delay mailing because they have not been notified, the packet must still be received by Jan 15. We will not contact the Voice of Democracy or Patriot’s Pen student until after the date you give us on the reverse side of their entry form.

Both winner packets need to be received in the VFW Programs office at National HQs on or before January 15. This does not mean postmarked by January 15, they need to be in our hands on or before January 15. If you are missing any required item in any of these winner packets, or if you have an unavoidable delay that might keep the packets from arriving on or before the deadline, please call our office at 816-968-1155 to let us know the situation, and we will be glad to work with you. Please remember that you have until two weeks later (January 31) to get your Department Voice of Democracy and Patriot’s Pen Department reports mailed in.

Please ensure that the Voice of Democracy winner keeps a copy of his or her audio CD (or USB flash drive) and either an electronic version or a hard copy of their photograph, in the event the originals get lost in the mail. If possible, keep copies for yourself as well. Please try to avoid using first class mail; instead use FedEx, UPS or Priority/Express mail (because you can receive a tracking number.) This January 15 deadline must be met in order to protect your winner(s) from the potential of being disqualified from the national judging(s).

Voice of Democracy trip for first place state winner

The March 3-7, 2018 Washington, DC finals is a very special trip that the winner has earned on his or her own. In recent years, we have found an increasing number of winners’ families desiring to come to the Voice of Democracy finals with their student. Family members or friends are welcome to attend only one event, the Monday night Monday night March 5th “Parade of Winners” ceremony that will be held at the Hyatt Regency Crystal City. This is a totally open ceremony (there is no cost and no tickets are needed.)

Due to the size of our group (53 students total) and other liability issues, we are not able to accommodate any additional family or friends on our tour bus, on our rental vans, or at any other scheduled event during the four-day trip. If family members or friends do choose to attend the “Parade of Winners,” they must pay for and arrange their own transportation and lodging. Only the student winner will be picked up at the airport on March 3rd by VFW staff and, with the exception of during the post Parade of Winners photo session, the winner cannot visit with any family or friends until we release them on Wednesday, March 7th.

NOTE: Only the first place national Patriot’s Pen winner (which is announced in mid-February 2018) is invited to attend the VFW Legislative Conference (Parade of Winners) in Washington DC, with one parent (all-expenses paid for both).

BRUSSELS, BELGIUM - During the Labor Day Holiday, I had the great honor and pleasure of going to Brussels, Belgium to visit the A La Gloire De L' Inflanterie Belge War Memorial. The purpose was my tribute to my Dad and hero (Boston Mitchell, 24 Oct 1924 - 6 Aug 2004) service to our country in World War II. During my time in the United Kingdom I had the opportunity to do a lot of traveling throughout Europe, however my Bucket List would not have been complete unless I got to Belgium. Although Dad also fought in Germany and France it was Belgium where most of his duty was at. He was front line solider in the Army. Dad like many military members during that period would not talk specifics about his duty, all I knew is that he had to do what he had to do to survive to of course I cannot express my gratitude.

Thanks Dad, I will always love you!!!

UNITED KINGDOM - What a surprise I received on 12 September 2017,...a visit from our National CINC Keith Harmon who brought along our National Director Robert Wallace. CINC Harmon was visiting Bases in the United Kingdom to check on the troops and to see first-hand how the VFW can assist our Posts and the community. I was not informed of the visit until that day...surprising!!!

However, after meeting with my leadership, CINC Harmon and Comrade Wallace they were brought down to my Office and we talked for about 15 minutes. Great discussion and of course a tremendous honor for them to take time out to chat with me.

CINC Harmon wanted to ensure I was supporting our Department Commander Gilbert to which I said I am and no matter where I reside, I am always with the Department of Pacific Areas (going on my 25th year). On a lighter moment, my supervisor did not understand my excitement of meeting the Commander. I told her...HE'S THE NATIONAL COMMANDER-IN-CHIEF!!! HA!!!

CAMP HUMPHREYS, SOUTH KOREA - VFW Post 10223 conducted a ceremony of remembrance on Patriot Day, 9/11 at our Post Home. On 16 September, the Camp Humphreys community came together as we hosted our 13th annual POW-MIA recognition ceremony at Camp Humphreys Memorial Park. On 23 September, we supported the Cub Scout Olympics and received a Certificate of Appreciation from the Garrison Commander for our support of the community. We are looking forward to a busy autumn as we continue to support veterans and our community.

TARLAC, PHILIPPINES - Veterans of Foreign Wars of the United States of America Post 2485, commemorated National POW/MIA Recognition Day on 16 September 2017 at the Battling Bastards of Bataan Memorial, Camp O’Donnell, National Shrine, , Philippines.

The Boy Scout of America (BSA) Troop 285 (sponsored by VFW Post 2485), and the Girl Scout of America (GSA) Troop 285 (sponsored by American Legion Post 123, in Angeles City) also participated in the Memorial Ceremony.

John Gilbert, Department of the Pacific Areas Commander provided remarks highlighting the significance of the POW/MIA issue in the Pacific

DPA CDR, Senior Boy Scouts, VFW Post 2485 CDR and SVC lay wreath at the Battling Bastards of Bataan Memorial. Frank Hewlett the only U.S. war correspondent left in the Philippines summed the situation up the American POWs plight in this poem, which went back to the American public:

"We're the battling bastards of Bataan; No mama, no papa, no Uncle Sam. No aunts, no uncles, no cousins, no nieces, No pills, no planes, no artillery pieces. And nobody gives a damn. Nobody gives a damn.”

In the final analysis, VFW Post #2485, Boy Scout Troop #248, and Girl Scout gathered here today to repudiate Frank Hewett’s words and demonstrate that the people of both the United States and the Philippines not only give a damn, but we will never forget their sacrifice.

Last known surviving boxcars use by the Japanese to transport Allied POW from the train station at San Fernando, to San Domingo Train Station approximately 8 km form Camp O’Donnell.

M.O.C. Grand of the Pacific Areas is asking you to help support the Paddy Daddy Program.

Applications are available online on the VFW Department of Pacific Areas website. The Paddy Daddy Application for signing up Comrades, Cooties, Friends, Family, and yes, even your Pets can be signed up!

Please fill out as many applications as you like for a very good cause. The VFW National Home Special Project is the recipient of the proceeds from our very own program in the Pacific Areas.

The reason the Air Force, Army, Navy, and Marines bicker amongst themselves is that they don't speak the same language. For instance, take the simple phrase "secure the building":

The Army will post guards around the place.

The Navy will turn out the lights and lock the doors.

The Marines will kill everybody inside and set up a headquarters.

The Air Force will take out a 5 year lease with an option to buy.
