LOPEZ Nationalist and Diplomat n 1990, thirty-six years after his death, on the occasion of the centennial anniversary of his birth, it is possible to examine objectively the life and career of President Elpidio Quirino, Iidentify his contributions to the country’s progress and development, and determine his standing among the makers of Philippine history. He did not wake up one morning to find himself at the pinnacle of power. He rose step by slow step from the lowest rung, and from this experience developed a degree of competence that was the envy of many and the reward of but a few. He was the first President to propose industrialization as the basic strategy for progress and development, in terms of concrete program action. He cherished and practiced the tenets of social justice and equity but not at the expense of individual rights, integrity, and self- respect. He was an intrepid nationalist committed heart and soul to the defense of his country and the advancement of the national welfare, whatever the cost. He favored the improvement of the life and welfare of the poor, the underprivileged, and the oppressed through peaceful reform, not by violent revolution. He initiated the policy of establishing more equitable and just relations between the Philippines and the United States, without subservience or domination. He strove to rectify the serious imbalance in the trade between the Philippines and the United States by imposing import controls, a radical measure which drove an American diplomat to make the arrogant and cynical comment: “The trouble with Quirino is that he is taking Philippine independence too seriously.” No Filipino President could wish or hope for a higher compliment than this.

    The Forgotten Men In 1934, the Philippines became a Commonwealth of the United States in preparation for full independence in 1946. Manuel L. Quezon was inaugurated as the Commonwealth President. Quezon obtained the services of former U.S. Army Chief of Staff Douglas MacArthur, who became Field Marshal of the Philippine Armed Forces. His task was to organize and train the Filipinos, preparing them to defend the archipelago. Perhaps to encourage the troops, he was given to bombastic statements like “give me 10,000 Filipino soldiers and I will conquer the world.” With war raging in Europe and China, preparations were made to defend the Philippines. From the National Archives at St. Louis - “on July 26, 1941, a new command in the Far East was created, known as the United States Army Forces Far East (USAFFE). On the same date, President of the United States Franklin D. Roosevelt, issued Presidential Order (6 Fed. Reg. 3825), which called the Philippine Commonwealth Army into the service of the Armed Forces of the United States”. MacArthur left his post with the Commonwealth Army and became Commander of USAFFE. The Japanese bombardment and invasion of the Philippines came on Dec. 8, 1941 (still Dec. 7 in Hawaii). But even after 5 years under MacArthur’s tutelage, the combined U.S. and Philippine forces were unprepared for the Japanese juggernaut.
