Unlike other cryptocurrencies, Libra also intends to build a currency reserve to ensure its stability. This new currency is a worrying development as it could disrupt the global financial system, and make it more difficult for central banks to perform their duties. There is also concern because of Facebook’s poor reputation on the protection of personal data, and because of its huge number of users: nearly 2.7 billion individuals. The Commission has initiated an investigation into potentially anti-competitive practices, and sent a letter to Facebook and the Libra association to determine potential risks. 1. What is the Commission’s opinion on the development of Libra at this stage? Does it represent a real threat to the currencies issued by central banks and the financial system, and will there be sufficient guarantees with regard to European legislation against money laundering? 2. Does the Commission intend to propose legislation to regulate this cryptocurrency, or will it simply ban Libra outright in the EU? PE642.566v01-00.

GREENRECOVERY REBOOT & REBOOST our economies for a sustainable future Call for mobilisation The coronavirus crisis is shaking the whole world, with devastating consequences across Europe. We are being put to the test. We are suffering and mourning our losses, and this crisis is testing the limits of our system. It is also a test of our great European solidarity and of our institutions, which acted fast at the start of the crisis to deploy measures to protect us. The crisis is still ongoing, but we will see the light at the end of the tunnel, and by fighting together, we will beat the virus. Never have we faced such a challenging situation in peacetime. The fight against the pandemic is our top priority and everything that is needed to stop it and eradicate the virus must be done. We welcome and strongly support all the actions developed by governments, EU institutions, local authorities, scientists, medical staff, volunteers, citizens and economic actors. In this tremendously difficult situation, we are also facing another crisis: a shock to our economy tougher than the 2008 crisis. The major shock to the economy and workers created by the pandemic calls for a strong coordinated economic response. We therefore welcome the declaration of European leaders stating that they will do “whatever it takes” to tackle the social and economic consequences of this crisis. However, what worked for the 2008 financial crisis may not be sufficient to overcome this one. The economic recovery will only come with massive investments to protect and create jobs and to support all the companies, regions and sectors that have suffered from the economy coming to a sudden halt.

In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Letter to EU Commissioner on Health and Food Safety on Maternal Healthcare During the COVID19 Pandemic
Mrs. Stella Kyriakides Commissioner for Health and Food Safety Dear Mrs. Kyriakides, EU Member States are dealing with unprecedented challenges arising from the novel coronavirus (COVID-19) and health systems are now focused on social distancing and avoidance of non-urgent, non-COVID-19 related medical care. Unfortunately, the strains on our health systems and the difficulties are not being borne equally by the population - pregnant women in particular - still require competent and compassionate labor, birth and postpartum care. We have been approached by the international NGO “Human Rights in Childbirth” regarding concerns about the negative consequences to labor and birth care as health systems focus on tackling COVID-19. In this time of a health crisis, changes are being made to the provision of pregnancy and birth care which are not based on scientific evidence, WHO guidelines or guidelines of relevant European professional organisations. Those changes are arguably unnecessary and, in many cases, not proportional to the response required to the COVID-19 pandemic. For example, we are informed that: • Maternity services are being de-prioritised with regards to adequate staffing, personal protective equipment for staff and access to needed resources • Community and out of hospital maternity services (including midwifery units and home birth) are being closed down without warning • Women are being forced to submit to unwanted inductions and scheduled caesarean sections with no obstetric indication • Women are being separated from their newborn infants • Women are being denied the right to a companion in labour and birth, as well as visitors All citizens are entitled to the protection of their right to the highest attainable level of health during this crisis.

This would not only perpetuate an accountability deficit at the heart of the EU; it would also be highly damaging to the EU’s credibility as a proponent of rule of law and could weaken efforts to promote democracy in the wider European region. Firstly, we urge you to issue a strong condemnation of the arrests of the fifteen opposition leaders in Hong Kong. China and the authorities in Hong Kong seem to use the Covid-19 crisis to crackdown on the opposition and pro-democracy movement. The United States, the UK and Australia have already condemned the arrests, but the European Union has not yet given any formal reaction so far. The Hong Kong police arrested these pro-democracy activists accusing them of organising and participating in unlawful protests. These arrests followed months of massive protests, in which millions participated to express their dissatisfaction with China’s moves to control Hong Kong’s internal affairs. The arrests seem to be an attempt to intimidate and weaken the pro-democracy forces ahead of the elections in September. With the global attention focused on containing the Corona virus, China is using this crisis to crush the democratic movement in Hong Kong. These political prosecutions are in clear violation of universal human rights and are not only an attack on Hong Kong’s freedoms, but also on the international rules- based order. We believe it is of the utmost importance that the European Union sends a very strong and clear message to the Chinese and Hong Kong authorities that such actions are unacceptable.
