Amenajamentul – principii generale Conform legislaţiei în vigoare, modul de gospodărire a fondului forestier naţional, indiferent de natura proprietăţii pădurilor şi terenurilor ce îl compun se reglementează prin amenajamente silvice. Amenajarea pădurilor reprezintă atât ştiinţa cât şi practica organizării conducerii structural - funcţionale a pădurilor în conformitate cu cerinţele ecologice, economice şi sociale. Dezvoltarea şi aplicarea ei se bazează pe conceptul „dezvoltării durabile”, respectându-se următoarele principii : Principiul continuităţii Principiul eficacităţii funcţionale Principiul conservării şi ameliorării biodiversităţii În acest sens, prin conceptul de dezvoltare durabilă se înţelege capacitatea de a satisface cerinţele generaţiei prezente fără a compromite capacitatea generaţiilor viitoare de a satisface propriile nevoi. Principiul continuităţii reflectă preocuparea permanentă de a asigura prin amenajament condiţiile necesare pentru gestionarea durabilă a pădurilor, prin aceasta înţelegând administrarea si utilizarea ecosistemelor forestiere astfel încât să li-se menţină şi să li-se amelioreze biodiversitatea, productivitatea, capacitatea de regenerare, vitalitatea, sănătatea şi să asigure pentru prezent şi viitor capacitatea de a exercita funcţiile multiple ecologice, economice şi sociale la nivel local, regional şi chiar mondial, fără a prejudicia alte sisteme. Acest principiu se referă atât la continuitatea în sens progresiv a funcţiilor de producţie cât şi la permanenenţa şi ameliorarea funcţiilor de protecţie şi sociale vizând nu numai interesele generaţiilor actuale dar şi pe cele de perspectivă ale societăţii. Totodată, potrivit acestui principiu, amenajamentul acordă o atenţie permanentă asupra asigurării integrităţii şi dezvoltării fondului forestier. Principiul eficacităţii funcţionale. Prin acest principiu se exprimă preocuparea permanentă pentru creşterea capacităţii de producţie şi de protecţie a pădurilor şi pentru valorificarea produselor acesteia. Se are în vedere atât creşterea productivităţii pădurilor şi a calităţii produselor dar şi ameliorarea funcţiilor de protecţie, vizând realizarea unei eficienţe economice în gospodărirea pădurilor precum şi asigurarea unui echilibru corespunzător între aspectele de ordin ecologic, economic, social cu cele mai mici costuri. Principiul conservării şi ameliorării biodiversităţii. Prin acesta se urmăreşte conservarea şi ameliorarea biodiversităţii la cele patru nivele ale acesteia : diversitatea genetică 3 Institutul de Cercetări şi Amenajări Silvice ICAS Staţiunea Roman – Colectiv Bacău intraspecifică, diversitatea speciilor, diversitatea ecosistemelor şi diversitatea peisajelor în scopul maximizării stabilităţii şi al potenţialului polifuncţional al pădurilor. Amenajamentul silvic este o lucrare multidisciplinară care cuprinde un sistem de măsuri pentru organizarea şi conducerea pădurii spre starea cea mai corespunzătoare funcţiilor multiple ecologice, economice şi sociale care i-au fost atribuite. Amenajamentele sunt realizate în concepţie sistemică, urmărindu-se integrarea amenajării pădurilor în acţiunile mai cuprinzătoare de amenajare a mediului cu luarea în considerare a tuturor aspectelor din zonă. Amenajamentele sunt întocmite pe baza “ Normelor tehnice pentru amenajarea pădurilor “ care constituie o componentă de bază a regimului silvic şi în concordanţă cu prevederile din Codul Silvic (Legea 46/2008). Conform acestor prevederi, amenajamentul trebuie să vizeze prin toate reglementările ce le sunt specifice asigurarea gospodăririi durabile a ecosistemelor forestiere. 3. Descrierea succintă a amenajamentului Ocolului silvic Bicaz Amenajamentul Ocolului silvic Bicaz a fost întocmit numai pentru pădurile proprietate publică a statului administrate prin acest ocol. Localizarea şi accesul la zona de activitate. Din punct de vedere administrativ, ocolul este subordonat Direcţiei silvice Piatra Neamţ din cadrul Regiei Naţionale a Pădurilor – “Romsilva”. Teritorial, ocolul se află pe raza judeţului Harghita, pădurile aflându-se pe raza localităţilor : Bicaz, Bicaz Chei, Bicazul Ardelean, Dămuc şi Taşca, toate din judeţul Neamţ . Sediul ocolului se află în oraşul Bicaz. Suprafaţa fondului forestier proprietate publică a Statului de pe raza O.S. Bicaz însumează 15955,22 ha şi este împărţită în 6 unităţi de producţie. Organizarea procesului de producţie şi protecţie se face la nivelul unităţilor de producţie. Din acest motiv, s-au întocmit 6 amenajamente, câte unul pentru fiecare unitate de producţie şi o sinteză a acestora sub forma unui Studiu General pe ocol. Amenajamentele au intrat în vigoare la 01.01.2014. În următorul tabel sunt prezentate coordonatele geografice în sistem de proiecţie naţională Stereo 70. Se face precizarea că aceste coordonate reprezintă limitele administrative ale ocolului silvic şi nu limitele fondului forestier. The area was designated a national park and the climbing (free, artificial or mixed), hiking and trekking here are unique. Accommodation and Board: The ECOLOG Hut (‘Cabana Ecolog’), alt. 700m, good conditions, full-board. The hut is a new mountain base of The Romanian Federation and is runned by staff of the affiliated Romanian Mountain Club. There is no need for tents, mats or stoves. Your own sleeping bag is not a must. If you are a vegetarian please let us know in advance. Int’l telephone, e-mail and Internet access available at the hut. Management and coaching: It will be a camp director (not a bad guy, don’t worry) and experienced qualified instructors from the national federation. You are expected to give a hand and assist with current organization. Local transportation and transfers: Provided by us (minibus, 4 WD). Programme: at least 4 days climbing & hiking, 1 day mountain walking/hiking/climbing (Ceahlau Mt. national park, alt.1907m), 1 day (optional) cultural round trip to the city of Piatra Neamt (capital of Neamt county), Moldavian mediaeval monasteries, Bistrita valley and the 40 km length Bicaz Lake.

The most important specific requirements towards dams’ safety is the seismic risk assessment. This objective will be accomplished by rating the dams into seismic risk classes using the theory of Bureau and Ballentine, 2002, and Bureau (2003), taking into account the maximum expected peak ground motions at dams’ site, the structures vulnerability and the downstream risk characteristics. The maximum expected values for ground motions at dams’ site have been obtained using probabilistic seismic hazard assessment approaches (PSHA) for dams situated on Bistrita and Siret Rivers and their tributaries. The structural vulnerability was obtained from dams’ characteristics (age, high, water volume) and the downstream risk was assessed taking into account human, economical, touristic, historic and cultural heritage from the areas that might be flooded in the case of a dam failure. The results of the work consist of local and regional seismic information, specific characteristics and locations of dams, seismic hazard values and risk classes, for all sites. The studies realized in this paper have as final goal to provide in the near future the local emergency services with warnings of a potential dam failure and ensuing flood as a result of a large earthquake occurrence, allowing further public training for evacuation.

    Neamţ County County overview Location An old region of the Moldavia province, with settlements that reflect the unity of tradition and the features of a particular culture, well preserved throughout the Romanian space, Neamț county is located in the North-East Region of Romania, covering a total area of 5.896 Km2 (aprox. 2.5% of the country's territory), along the valleys of the Bistrița and Siret rivers. Neamț county is surrounded by Suceava county in the North, Harghita in the West, Bacău in the South and Vaslui and Iași in the East. It is part of the North-Est Development Region, which also constitutes the Eastern border of the European Union. From an administrative point of view, Neamț county includes two municipalities, Piatra Neamț and Roman, three towns, Bicaz, Târgu Neamț, and Roznov, 78 communess and 347 villages. The most important city, Piatra Neamț, is the capital of the county. Population According to the last census (conducted by the National Institute of Statistics in August 2017), the population of the county was of 575.857 inhabitants. The most important communes, as per the number of inhabitants (between 7,500 and 10,000) are: Săbăoani, Pipirig, Răucești, Vânători Neamț. Harghita, Romania, [email protected], [email protected], [email protected] Abstract: The “Bicaz Gorge – Hăşmaşul Mare” Natural Park belongs to the Central Group of the East- ern Carpathians, it is located in the Hăşmaşul Mare Mountains. Due to its natural characteristics, geo- logical, biological, zoological, components, these 2128 ha, in 1980, then in 1995, were denounced as Natural Reservation by the County Council. In 2000, under the 5th law, 3rd paragraph, of National Terri- torial Planning and Administration, the 6575 ha, of The “Bicaz Gorge – Hăşmaşul Mare” region was declared a Natural Park, altogether with the Lacu Rosu Lake Tourism Resort. In the management of the “Bicaz Gorge – Hăşmaşul Mare” Natural Park we should consider three points of criteria: the manage- ment of the inland, the management of border areas (buffer areas), the management of the surrounding settlements, around the national park. TEST AREA AT LACU-ROSU REGION (ROMANIA) Zsolt MAGYARI-SÁSKA1, Ștefan DOMBAY1 DOI: 10.21163/GT_2016.112.07 ABSTRACT: Hiking can bring together different people with different fitness level. To not to depart too much from each other resting places should be introduced. In some cases it’s important to know the optimal locations of these places as they can be arranged with benches and tables. Our research focuses on developing a parameterized algorithm which can predict the optimal places of these resting locations. The developed algorithm was implemented in Python and used in QGIS for analyzing five important tourist trails in Lacu-Rosu region. Combining all possible fitness level pairs an inverse weighted method was used to locate the most important places which are suitable for arranged resting locations. INTRODUCTION Ecotourism as a tourism form has its root back to the 1960’s (Hetzer, 1965), but it becomes widespread and popular in the 21th century. Because it’s nature based tourism form, all touristic activities that consider natural environment a touristic potential and value belongs to ecotourism. Outdoor walking and hiking or so named “tourism on boots” are parts of ecotourism (Rodrigues et. al, 2010). Hiking involved activities are increasing and has become popular in the past decade (Lynn et al., 2003). Beside its importance in tourism, hiking as part of ecotourism could contribute to economic growth of the region where they are practiced (McNamara et al., 2011; Vodă et al., 2014).
