    DISTRICT PROFILE BHAGALPUR INTRODUCTION Bhagalpur district is one of the thirty-eight districts of the state of Bihar, situated in eastern Bihar, with the Ganges flowing across, Bhagalpur is the third largest city of Bihar. The district is surrounded by Munger, Khagaria, Madhepura, Purnea, Kathiar and Banka districts of Bihar and Godda and Sahebganj districts of Jharkhand. Bhagalpur district falls within Angika region and language spooked in the region is Angika. The district has 2340 MW Thermal Power Plant located at Kahalgaon owned and operated by NTPC. The competitive advantage of Bhagalpur lies in the tradition as a silk weaving center. Bhagalpur occupies the most important part in production of Oak Tassar Silk and its products. HISTORICAL BACKGROUND According to Hindu mythology, the name Bhagalpur is derived from “Bhagdatpuram” meaning city of good luck. Bhagalpur finds reference in the Indian epics Ramayan and Mahabharat. Bhagalpur formed part of Angika the ancient kingdom of Anga said to be ruled by Kunti’s eldest son, Karna. The temple of Manas-Kamna at Karnagarh in Nathnagar is dedicated to the memory of this generous king. Cave sculptures indicate that Bhagalpur formed part of the ancient kingdom of Magadh under Emperor Ashoka. The tomb of Shuja, the brother of Mughul emperor Aurangzeb, reminds one of Bhagalpur’s close association with the later Mughals. Bhagalpur passed to the East India Company by the grant of the Mughal Emperor Shah Alam II in 1765. Bhagalpur was one of most important trade centers of Bengal Presidency during the British rule. At Tilkamanjhi chowk in Bhagalpur, Tilkamanjhi, the renowned freedom fighter was hanged by the British.

The percentage of women film makers, in the industry, is a mere 9.1%. Despite this, the films directed by women have compelled audiences to take notice, because of the wide spectrum of issues they have touched upon. Three women directors, whose movies have left an indelible mark on the audiences, include Tanuja Chandra, Meghna Gulzar and Gauri Shinde. This paper analyses the work of these three women directors, for the uniqueness of their themes and the characters they have sketched, and attempts to find out, what has led to their films being etched deeply, into the consciousness of their audience. This will be analysed against the backdrop of the realities of the society from which these films emerge, and as a reflection of the gender dynamics existing in Indian society.     New Initiatives Coal Movement through IWT Background Power shortage in several parts of the country has become a ‘normal feature’ with adverse impact on economic production of goods and services apart from difficulties in the daily lives of millions of consumers. Presently several power plants cannot operate at full plant load factor on account of shortage or poor quality of domestic coal. Eastern Coal Fields is unable to supply more than 15 million tonnes of coal to Farakka & Kahalgaon Super TPS against their requirement of about 27 million tonnes per annum. Reports of CEA indicate that the current stock of coal in several Thermal Power Stations of NTPC is ‘supercritical’. Kahalgaon and Farakka often have zero days of coal stock! Development of new coal fields has been slow. This shortfall is being met by imported coal. The Power Ministry has reportedly decided that all TPS of NTPC must mix at least 5% of imported coal with domestic coal to improve their quality. This clearly implies that there are serious production and transport bottle necks. At present there are ten thermal power plants which are located adjacent to or on the banks of National Waterway 1(Ganges) in West Bengal and Bihar. Several more new power plants, apart from capacity additions in existing power plants, are expected to come up by 2017 which include, interalia, Kahalgaon II, Barh I &II and Farakka III of NTPC. It is estimated that thermal power plants consume about 10,000 tonnes of Indian coal (6,000 tonnes of imported coal with lower ash content) per day for every 500 MW.

The purpose of this interdisciplinary study, undertaken along the levee of river Ganga in the Mid Ganga Plain, was to determine the existence and intensity of arsenic contamination in aquifers being tapped for direct and indirect ingestion of the properties of the region’s ground water, in the four districts of Bihar [India], i.e., Patna, Bhojpur, Vaishali and Bhagalpur. The methodology involved formulation of a protocol for arsenic detection in ground water, use of Field Test Kits for initial detection, obtaining GPS coordinates of arsenic hotspots for spatial analysis of the problem, and confirmatory testing of arsenic hot samples by U.V., and Atomic Absorption Spectrophotometry. Water samples of 28000 private and government owned hand pumps were tested. Many arsenic hotspots were detected in all the four districts, the coordinates of which were recorded by GPS. Arsenic contamination up to 1861 ppb. was found in the western district of Bhojpur, against the W.H.O. permissible limit of 10 ppb. The greatest frequency of contaminated hand pumps was noted in the eastern district of Bhagalpur.
