Discussion: Councillor Sundbo questioned why heat was not working in the Mezzanine during circuit court. The heat reclaim system was not warming the room because the ice plant was not running due to the cold outdoor temperature. The baseboard heaters were turned up but took some time to warm up the space. It was noted that the room should have been checked prior to the event to ensure that the temperature was acceptable. The ground penetrating radar company will be on site this weekend. Public works staff will be on hand and Council is invited to observe the process. Public Works staff are working on developing work plans and systems. The Emergency Services Building lease expires on March 31, 2017. YG is amenable to a three year renewal with a 3.5% per year increase. A recent water main break on Alsek Crescent was the result of a broken weld. It is suspected that the line may have been leaking for several years.

Committee Reports and Recommendations Community Development Committee Meeting January 31, 2017 Councillor Sundbo noted that quorum was not met for this meeting. The committee would like to be allowed to vote electronically on recommendations to Council. This would enable the committee’s work to *o&ed in a timely fashion. Concerns were noted around transparency in the decision making process. #33-17 Moved B. Sundbo Seconded S. Smith THAT the Community Development Committee be allowed to vote electronically (via email) on recommendations to Council discussed when a meeting quorum is not met; that minutes be taken at non-quorum meetings to reflect the discussion to seek acceptance from non-attending members and email decisions be appended to minutes to record the decision making process; and that this approval be valid until April 30, 2017 and following strategic planning discussions.

In August 2016 the committee recommended revisions to the Commercial Property Improvement Grant information sheet and application form. Motion #264-16 approved the adoption of the revised information sheet only and is creating some uncertainty for the committee as to whether the new application form should be used.

Discussion: The electrical cost for streetlights was discussed and the possibility of switching to LED lights was reiterated. #36-17 Moved E. Koh Seconded S. Smith THAT Administration contact Atco Electric to discuss their intentions to change over to LED lights and how the Village could partner in the plan.

Business Arising Silver Sled Dogsled Race The Silver Sled dogsled race is a long time community event enjoyed by many of our community members and is a valuable economic development opportunity in that up to 25 teams will be hosted and it will draw visitors from outside of Haines Junction. #37-17 Moved B. Sundbo Seconded E. Koh THAT Council approve the use of the Rodeo Grounds and snow plowing by Village staff for the Silver Sled dogsled race on March 4th.5th, 2017.

LED Lighting Upgrades Council approved LED upgrades to the Arena and St. Elias Convention Centre for 2017 in the four year Capital Budget at $65,000.00 and $40,000.00 respectively, inclusive of product and installation, from Gas Tax for a total of $105,000.00. The Village of Haines Junction has been gradually upgrading their lighting systems to LED because there is an estimated payback of three years or less on LED lighting. The Energy Solutions Centre rebate of 20% ends on March 31st, 2017 and in order for delivery before March 3fst an order must be placed by February 15th, 2017. Quotes for the required product are $36,456.00 and installation is estimated at $36,000.00. Approval is requested for the purchase of the LED lighting for the Arena and Convention Centre and initiation of an RFP process for the installation. Concerns were noted whether the acquisition of the quotes received for the lights complied with the tendering policy. It was noted that the quotes received are from a local supplier who has provided the product on previous projects, has done on site consultation to determine the number of lights needed and whose price includes after sale service. #38-17 Moved S. Eckervogt THAT an additional quote for the LED lights be acquired and, providing the local supplier price is not more than 10% higher, will be accepted and the RFP for the installation can be initiated.

Trails Inventory and Mapping Project The Village of Haines Junction is supportive of the development of a comprehensive Trails inventory and mapping project for the community of Haines Junction. Following the completion of the trails inventory and mapping project, the Community Development Committee has identified the next steps which include providing a summary of Single Track to Success and how it may be incorporated into CAFN/ Haines Junction community and its potential relevance to the Haines Junction community trails project and determining a process and cost estirhate for public consultation. Council previously approved the CDC’s request to approach Jane of All Trades Consulting to provide a quote for the public consultation process. Jane Koepke of Jane of all Trades Consulting is uniquely positioned for the project in that she did work on Single Track to Success and is known to be the regional expert in this area and is available. #39-17 Moved E. Koh Seconded S. Smith THAT Council award the contract for next steps, as outlined on the Trails Inventory and Mapping Project to Jane of All Trades Consulting for a total of $2,802.00 plus GST.

Ice Wireless Request for Letter of Support Ice Wireless / Iristel is seeking Federal Government support under the Connect to Innovate Program for a proposal to provide LTE broadband Internet to rural and remote communities in Canada. Roberta Allison re: Acquisition of A.Y. Jackson Group of Seven artist copy of painting “Camp Mile 108, West of ” The request will be referred to the Art Acquisition Selection Committee. AYC re: Input on Energy Issues in Yukon The Atco Electric switch to LED lights was reiterated. An extension to the rebate program was noted and suggested as a possible resolution. It was noted that some Yukon Housing program grants are not available to the communities. 2017 National Family Week It was suggested that this information be forwarded to community groups and posted publicly. Letter from Wade Istchenko, MLA for to Hon. , Minister of Highways and Public Works regarding Highway siage and right of way maintenance in Haines Junction area Councillor Koh noted that this will be brought forward to the next Chamber of Commerce meeting. The suggestion to communicate past issues to new Ministers and extend invitations to meet was reiterated.

Council Reports Councillor Koh suggested that letters of congratulations be sent to the newly elected Chamber of Commerce executive. Councillor Eckervogt will be away on February 22 and from March 14 — 28, 2017.

Call to Order The meeting was called to order at 7:00 p.m.

Approval of Agenda Rick Gorczyca was unable to attend and will rebook a longer session with Council to discuss land use, zoning and the OCP. The agenda was approved.

Rolling Agenda: Mayor Riseborough welcomed everyone and explained that Council’s approach to Strategic Planning would incorporate input from senior staff, frontline staff and identified individuals in the community who possess unique views and expertise. It is then Council’s vision to share a draft Strategic Planning document with the community for feedback and action forward. He also emphasized that Council will be initiating an OCP overhaul, a Zoning Bylaw and mapping update. Mayor Riseborough stated that this budget process will have a focus on existing infrastructure and long term infrastructure planning with a goal of a comprehensive and integrated Asset Management Plan. A long term goal of the Asset Management process would be inclusive of a reserve fund study and reserve fund dedication. Mayor Riseborough invited committee chairs to present their plans and hopes for the future of the community with an understanding that each committee would receive their own line budget lines.

Ruth Lawrence, Chair of the Cemetery Committee: R. Lawrence thanked Council for the opportunity to speak to the needs of the Cemetery Committee. The Cemetery Committee needs going forward are as follows: - Requests that the Village advertise for 3-4 more committee members, noted that the Lions do not want to take over the responsibilities of the cemetery committee but will continue to do the project work they have taken responsibility for thus far - Comprehensive survey of cemetery to augment ground penetrating radar survey (2009/10) results Goal: dynamic mapping of the survey from which occupied, reserved and available plots can be accurately mapped and marked. - Removal of pea gravel to more discreet space with jersey barriers - Sign change to match other Village signs - New chain-link perimeter fence, excepting what faces the Highway which can remain wood. Costs are estimated at approximately $30,000.00 for all requests.

E. Koh expressed appreciation to R. Lawrence and the committee and the Lions Club for all of their work.

Mayor Riseborough suggested that we send a letter to the Lions Club to ensure we have a common understanding of our agreement and to create a supply list. He also noted that we need to determine what work our Public Works crew can do to support. He also expressed gratitude for the invaluable work the committee and the Lions do for the community

Mike Evans Chair of the CDCCommittee: refer to attachment presented by M. Evans titled “Proposed CDCProjects” M. Evans thanked Council for the opportunity to presentand dialogue with Council regarding CDC’s progress and hopes for the future. He commended Council on their prudent approach to facility development in Haines Junction and willingness to look to the future. He noted CDC’s issues with quorum and stated that Council direction and community buy in to projects going forward would help with community member commitment to committees. M. Evans spoke to the fact that trails inventory is now 90% complete, l5Okms of trail have been mapped (GPS) with condition assessments, maintenance status, trail traffic and accessibility. Jane Koepke will be advising on next steps, specifically the public consultation piece. M. Evans noted this as a Landmark moment for Haines Junction and thanked Council for their support. Subsequent to the public consultation process a final community wide trails map will be ready to go. Next steps forward would entail “accessorizing” the traits. This could result in a Master Trail Plan similar to other municipalities. It is important to keep the momentum we have gained thus far going this year. Therefore funds will be needed for consultation, master mapping, maintenance and expansion plans.

Mayor Riseborough invited the CDCand the consultant to make a presentation on trails to Council now that the initial project is at 90% completion.

K. Johnson called Council’s attention to a CPR motion regarding Tomlin Hill,Willow Acres Trail and Lion’s Park which prioritized each as listed. Discussion followed on the possibility of obtaining Canada 150 funds for either of these projects. Staff will work with committees on prioritizing projects to bring to Council for decision.

Kudos from Mayor Riseborough to M. Evans on Business Development Zone concept as presented, asked that some of the concepts be further developed for presentation to Council for discussion.

E. Koh stated that this is very similar to what the Chamber of Commerce is in support of and emphasized the importance of making this “project ready” for funding opportunities in the future.

M. Evans noted the importance of a proactive approach and the need to make this a component of the OCP process.

2 Mayor Riseborough stated that all feasible funding opportunities will be looked into inclusive of CDF, Canada 150 and Gas Tax only if necessary.

KarlJohnson Chair of CPRCommittee K.Johnson iterated that the CPR Committee has focused on the vision of the Recreation Plan, noting the importance of buy in to the Recreation Plan and the historical work that went into it. K. Johnson gave M. Evans and CDC kudos for implementing work the Recreation Plan notes as important in the development of our community. She noted that we are a community of friends and neighbors who care greatly for each other and our natural resources, in need of a long term vision from Council. Noted that the CPR committee requires an update on their terms of reference and what Council requires from them moving forward. Over time the CPR committee has evolved into a public consultation and concept generation body and the CDCcommittee more akin to an implementation body.

S. Smith stated that we need a discussion regarding a committee and communication structure that works.

K. Johnson said we need to clarify the roles and responsibilities of each committee so that the committees can align their actions to jointly move towards a Council set goal. She reiterated that the CPRcommittee is a mechanism for community engagement and wants Council to view them as such by adding it to the CPRmandate. K. Johnson requested staff support for a dynamic community calendar, noted that it should take approximately two hours per week. Mayor Riseborough directed administration to make this happen.

E. Koh agreed that the CPRmandate is vast yet unclear.

Mayor Riseborough asked K. Johnson to outline a framework of how a revised terms of reference with an augmented mandate would look.

Mayor Riseborough stated that Council does not wish to make decisions in isolation from committee input and feedback. He admitted that there has been a disconnect with regards to differing expectations.

Mayor Riseborough thanked M. Evans and K. Johnson for their time as committee chairs and in presenting to Council. He stated that their budget requests would be taken into consideration in the draft budget and subsequent Council discussion on budget.

Small Home and Small Lots: refer to attachment written by E. Koh, titled “Small Homes in Haines Junction” and Tiny Home Summary.

E. Koh espoused the potential environmental, community, economic and social benefits of small homes for Haines Junction. She laid out alternative options available to Council moving forward.

S. Smith expressed her agreement with the fact that this housing could benefit Haines Junction going forward and that there was value in further investigation of options and process.

3 Mayor Riseborough voiced his support and commended E. Koh on a well-researched presentation. He noted that this is particularly pertinent as we go into our OCP process.

Municipal Trail Network

A recognized set of trails within the municipality that are promoted for public use as a do-it-yourself activity; includes master trail plan; maps; asset management plan and basic trail infrastructure.

Willow Acres Trail

Improve the popular path in the ditch on the North side of Willow Acres road to a durable multi-purpose pathway for pedestrians. The trail would be 1.2 km from the Alaska Hwy to the Willow Acres junction with opportunities for further development and connection with the overall municipal trail network. Phase II would include connecting to Da Ku Cultural Centre and around the new Willow Acres sub-division road.

Tomlin Hill Community Park

Business Development Zone/ Highway Design Improvements

In conjunction with the upcoming OCPreview; examine current municipal lots and identity options for a business development zone that would accommodate the needs of small business/entrepreneurship to concentrate into a business core within the municipality. Identify possible incentives for businesses to invest by supplying municipal services (water, sewer, power, phone/DSL); flexible building commitment timeline; allowance for mobile structures; property tax incentives; etc.

Highway corridor design improvements would include a study on similar highway- based municipalities and how they successfully improved the aesthetics and welcoming design of their highway corridor. Examples include a highway median; tree’s and landscaping the right-of-way; create municipal space to park with interpretive panels and maps.

Haines Junction 1000 - Strategic Community Economic Development

Goal: Actively incrementally increase the growth rate of Haines Junction to attain 1000 residents by 2021

The 2016 census for VHJshowed the following trend: Increase by 3.4% (593 in 2011 to 613 in 2016) Increase by 0.7% (589 in 2006 to 593 in 2011) Proposed CDCProjects

Strategic Planning = Increase Population

+ Tax base (municipal support — infrastructure, programming, employment) + Support local business + Support for existing services + Diversity + Economy (housing, jobs, services, etc)

• All projects and initiatives should all support the number one goal of increasing population

• Everything thing should align itself with increasing population base.

• Programming, projects, land development, economic development, partnerships, strategic investment.

• We need to be a clear alternative to Whitehorse, Dawson, Watson and Carcross (and other competing towns in NWT, Nunuvut, Northern AB and BC).

PREFACE: There is no set definition for a small home, nor a standard term to refer to this type of housing; rather the terms used and definitions employed are ofter contextual and situation specific. For the sake of this discussion, the term “small home” has been employed (as opposed to tiny home, micro home, or compact home), referring to a smaller-than-typical home (in this case, smaller than the current minimum dwelling size in Haines Junction, which is currently 70m2) with a conventional/permanent foundation. This discussion is not inclusive of tiny or small homes on wheels.

This discussion is not exhaustive and not intended to address all matters relating to small homes; rather, this offering represents my thoughts as an individual Councillor as they relate to the topic of small homes in Haines Junction. These thoughts are offered as an encouragement to Council to consider reducing or eliminating the minimum dwelling size requirements in its zoning bylaws and as an opportunity to engage discussion on the matter in a community forum.

POTENTIAL BENEFITS OF SMALL HOMES: ENVIRONMENTALBENEFITS: - there are obvious environmental benefits to smaller dwellings: smaller home = less space to heat and to illuminate = lower fuel consumption - less embedded energy goes into a smaller home; energy efficient products and building materials still have energy costs embedded in their production: a smaller house = fewer building materials - a smaller house footprint increases possibility of employing selective clearing practices during construction. This willlead to more timely landscaping and a greater ability to maintain attractive yards and green space in our yards and in our community, which contribute to community beautification and maintain the presence of nature in our community - The Integrated Community Sustainability Plan (ICSP) states that “Our community sustainability objectives are to: 1. Minimize and eventually eliminate our contribution to the accumulation of substances extracted from the earth. 2. Minimize and eventually eliminate our contribution to the accumulation of substances produced by society. 3. Minimize and eventually eliminate our contribution to the physical degradation of nature. 4. Ensure that all residents are able to meet their own needs and realize their full potential, in a way that does not reduce the ability of others to do the same.” (ICSP, 2007, Our Sustainability Principles, p.8) - Our Official Community Plan (OCP) depicts Haines Junction as a community with green values. Allowingfor the construction of small houses is an expression of those green values: - “From this series of collaborative public meetings, we can conclude that the residents of Haines Junction would like to see steady, slow development of the village through sustainable, environmentally responsible business and population growth. It might be characterized as a” clean and green” approach to development.” (OCP, 2013, summary,p.7) - limited space compels a more ongoing and more conscious choice about what is needed (more conscious consumption; ties us more closely to our individual waste streams, consumption cycles), what is kept in heated spaces and what isn’t (storage, vehicles etc) INDIVIDUALBENEFITS: - residents are empowered to reduce their environmental footprint - opportunity exists to choose housing that aligns with one’s needs, preference, and circumstances - financial benefit/stability: this is especially important in a community where there are limited full-time, year-round jobs - increased career options (reduced work hours, remote work, business opportunities) - potential for an improved quality of life

- ifthe residents of our community benefit, we as a community benefit - “The concept of sustainability includes the ability of people to meet their basic personal needs These needs include the infrastructure and resources that allow people to live comfortably, as well as the physical and emotional health to allow them to realize their lull potential.” (ICSP, 2007, Sustainability, p. 7)

COMMUNITYBENEFITS: - RENTAL AND REAL ESTATE MARKET EXPANSION AND ALIGNMENT - lack of diversity in both the real estate and rental markets - supply often does not align with demand - many houses sit on the market for many months to several years before selling - frequent shifting in the rental market, in part, as renters move about to seek accommodations that better suits their needs - rental units are lacking and are often ill-aligned with demand (high proportion of family homes; few small, detached houses to meet demand from groups like seniors, seasonal workers, single individual, childless couples, and families that are interested in living small) - greater housing diversity and more affordable housing options willnot only benefit our existing population; they also represent some degree of planning toward sustainable community growth: “There is a shortage of affordable housing options in the community. While providing housing is not a municipal responsibility, there is a community need for this kind of infrastructure. There may be a role the municipality can play in relation to municipal regulations and zoning to facilitate the development of affordable housing.” (ICSP, 2007, p. 19)

- COMMUNITYGROWTH - by opening up a segment of the housing market, both rental and real estate, especially where there is local, nearby, and possibly more distant interest, there can be, in my view, a reasonable expectation of an increase to population. This aligns with a professed objectives outlined in our COP of 2013 as well as other guiding documents like the ICSP of 2007: - The vision for our community that was reconfirmed in our most recent COP is articulated as follows: “Create and support the development of a sustainable and diversified economy predicated on socially and environmentally responsible industries/businesses that generate slow but steady population growth for the benefit of the greater community, and respect our rural character and the beautiful area in which we live.” (OCP, 2013, p.6) - population growth = increased tax base - striving toward an economy of scale that offers a greater possibility of community sustainability - for those seeking a small house existence, for some it is a function of circumstance (affordable housing); for a cast many others, it is also an expression of values and a way of living. Many are willingto re-locate to a place that is appealing and where they may live by their preferences and values - opening up wider housing option willallow us to attract new residents who share our community values and who bring skills and experience that willcontribute to our community: individuals who can think creatively to envision a different way of arranging their spaces, their work, and their lives, certainly willbring other valuable skills to a community

That relationship builds interest, contact, connection —> involvement, expenditure, participation, support (our “community-in law”) - larger proportion of the population experiencing an improved work-life balance —> thriving community

- ECONOMIC BENEFITS: - support for local businesses: more residents to support local businesses, local contractors employed for building - affordable housing ensures a more consistent labour pool - potential for new businesses

- it is not for Council to create economic development, but it is a responsibility of Council to help create a climate that is conducive to economic development. - “The community of Haines Junction willdiversify its economy through the expansion of current businesses and support for the development of new, small enterprise.” (ICSP, 2007, Economic stability and autonomy, p.10) - Affordability and diversity of housing are factors that can easily be viewed as being conducive to economic development (housing/business investment - A decision supporting small homes would signal to the outside world, potential new residents and business owners that we are an innovative, creative, and adaptive community and would add to that positive business climate OPTIONS FOR IMPLEMENTING PROVISIONS FOR SMALL HOMES IN HAINES JUNCTION: - reduce minimum dwelling size (across zoning or across residential zoning) - eliminate the minimum dwelling size (across zoning or across residential zoning) - small home-specific zoning (geography-based trial) - create a specific zone for small homes: lots for which minimum lot size was changed (WillowAcres, Phase 3) to allow for small houses on those lots (and possibly other lots) - temporary suspension of minimum dwelling size requirements (time-based trial with built-in review): i.e. 24 months with review @ 18 months - this would allow a more-open-ended trial, geographically-speaking, to see for what types of lots demand for small homes exists without committing the Village to supporting this type of development on an ongoing basis - implement building requirements around small homes: houses must adhere to residential building code (NBC), building ratios, clad to weather for occupancy - invoke considerations to avoid disjointed additions and renovations — phased in construction

IN CLOSING: There is demonstrated interest in society around small housing, both nearby as well as here in Haines

Junction. I believe that allowing for the development of small housing in Haines Junction aligns with our community values, both as they are held and articulated by individuals and as they expressed at a community level in such guiding documents as our Official Community Plan of 2013 and the Integrated

Community Sustainability Plan of 2007. I believe that paving the way for small homes in Haines

Junction will help ensure a sustainable future for our community. Beyond that, I believe that the small home movement can offer interesting opportunities for our community, not only in the housing itself, but the Junction could also be a leader in small housing in the north: innovation around small home design, building, and technology and around living small in the north.

The Canadian Mountain Network had a great first year in 2016 connecting with over 1500 stakeholders across Canada and around the world. Thank you for being part of our success!

Please find more information below about our International Mountain Day celebrations. We had 16 events in 7 locations around the country with more than 2700 people attending with new viewers watching our event recordings on You Tube, every day.

We are in the planning phase for new and exciting programs we will develop in 2017. We are also working hard with our Initiating Groups to build a strong Letter of Intent (LOl) for the Networks of Centres of Excellence call we expect in early spring. CMN will be holding a workshop in Victoria, BC in early April to look at our progress and improve the quality of the LOl we will have created.

1 - Can the Village PublicWorks measure the following manhole inverts (rim to invert of each pipe) o Manhole 48 — Corner of Bakke and St. Elias o Manhole 56 — Along AlsekCrescent - Since we are installing recirculation services to property line, we’ll be putting the CCfor the circulation line near the main, they other will be at property line. This means, one CCwill be in the road and should be protected by a nelson box. A point of discussion with the Villagewill be if they want these nelson boxes to be buried or at surface. Our recommendation would be to bury as they wont be used until someone redevelops the lot and activates the recirculation line. - Confirmation the village wishes to have bollards around the hydrants. - Asfor a date to visit and the meeting to discuss recirculation services with the residents. As this is independent 6th 13th of design, Iwould suggest either the week of March or March Thursdays are good for me. o This would give enough time to advertise. o In the mean time, if the village wishes to meet to review the design, a day trip can be arranged.

This is a walkathon which was started in the town of Malvern, ON., in 2003 by the Parent Council of the Sathya Sai School of Canada, a private elementary school, registered with the Ontario Ministry of Education. The school’s thrust is Education in Human Values, where the staff, parents, students and volunteers all focus on integrating human values into the regular curriculum. In 2004, this Walk became a national event being conducted annually in the cities of Ottawa, Kingston, Toronto, Saskatoon, Winnipeg, Edmonton, Calgary, and Coquitlam where representatives from Vancouver, Surrey, and Abbotsford join together with the City’sTeddy Bear Parade. In 2007, it continued at Dundas Square, in downtown

Toronto and in 2007, it also became international when it was done in Australia in 5 major cities on a national scale. Today it has spread over 4 continents in 30 major cities across the world. This is the little Walk that grew from just over 3000 walkers in Malvern in 2003 to over 5000 participants in 2010 at Yonge-Dundas Square, the heart of downtown Toronto, growing by the end of 2014 to an annual internatipni vent covering 28 major cities in 4 continents and counting! Since 2013, this Walk is being conducted from the prestigious Nathan Phillips Square, at Toronto City Hall. This Walk is aimed at raising awareness of the importance of practicing positive values at helping in the eradication of violence, bullying, drugs, crime, disrespect and greed in our society. The uniqueness of the event is that it is not a fundraiser. Rather, each participant resolves to make the community richer by pledging to practice a value of his or her choice. In this way, it is a “walk of love” aimed at making our city, one citizen at a time, richer in our commitment to human values as a first step towards raising our social conscience.

Mission Statement “Walk for Values” is a walk designed to raise awareness of Human Values and to promote individual and collective responsibility for the progress of humanity, one step at a time.

Vision Statement A non-monetary, non-denominational event, this unique initiative, based on the five basic universal human values of Truth, Right Conduct, Peace, Love and Non-violence, is part of a global drive to seed human consciousness with timeless affirmations such as hope, kindness, patience and honesty, along with other positive values deemed integral to the sustenance and survival of mankind. It calls for an honest self-examination from all its participants who identify areas for personal growth and pledge to practice associated values not only for self-transformation but also collectively for social, environmental and global reformation.

The Objectivecth “Walk for VaIues The objective of the “Walk for Values” is to give members of the community, participating organisations and students a clearer understanding of the importance of a values-based life. Basic Human Values of truth, right conduct, peace, love and non-violence have been on the decline in our communities and our nations. We can see this in the daily reports in the newspapers, radio and TVnews broadcasts. Guns, violence and drugs have infiltrated our streets, our communities and our families. By doing nothing we contribute to the increase of this decline. As responsible citizens, we simply must do something about it. Since its inception, the dedicated organizers of Walk for Values have inspired participants to make a conscious commitment to adopt one or more of the values of love, peace, truth, non-violence and good conduct. This event does much to raise awareness of the importance of tolerance, respect and understanding among citizens, communities and nations.
