The committee’s authority is derived from Standing Order 45(3) of the Standing Orders of the Yukon Legislative Assembly, which says At the commencement of the first Session of each Legislature a Standing Committee on Public Accounts shall be appointed and the Public Accounts and all Reports of the Auditor General shall stand referred automatically and permanently to the said Committee as they become available.1 On January 12, 2017, the Yukon Legislative Assembly adopted the following motion: THAT Stacey Hassard, Paolo Gallina, Ted Adel, Don Hutton, Wade Istchenko and Liz Hanson be appointed to the Standing Committee on Public Accounts established pursuant to Standing Order 45(3), THAT the Committee have the power to call for persons, papers and records and to sit during intersessional periods; and THAT the Clerk of the Legislative Assembly be responsible for providing the necessary support services to the Committee. (Motion No. 6) The committee first met on March 1, 2017. At that meeting, the committee elected Stacey Hassard as Chair and Paolo Gallina as Vice-Chair. On November 15, 2018, the Legislative Assembly adopted Motion No. 380, rescinding Mr. Hutton’s appointment to the committee and appointing the Honourable Richard Mostyn to it. On October 29, 2019, the membership of the committee was further amended when the Legislative Assembly adopted Motion No. 71, rescinding Ms. Hanson’s appointment to the committee and appointing Kate White to it. This report On June 18, 2019, the Office of the Auditor General of Canada presented a report, entitled Report of the Auditor General of Canada to the Yukon Legislative Assembly — 2019: Kindergarten Through Grade 12 Education in Yukon — Department of Education, to the Hon. Nils Clarke, the Speaker of the Yukon Legislative Assembly. The Speaker then authorized the report’s distribution to Members of the Legislative Assembly and once members had received their copies the report became a public document. 1 Yukon Legislative Assembly, Standing Orders of the Yukon Legislative Assembly (April 23, 2018), page 25. i On the same day, Members of the Yukon Legislative Assembly had the opportunity to ask officials from the Office of the Auditor General of Canada questions during an in-camera briefing in the Legislative Assembly Chamber. The Public Accounts Committee of the 34th Legislative Assembly first discussed the report at a meeting held on June 18, 2019. Paolo Gallina, the Vice-Chair, presided over the meeting as Stacey Hassard, the Chair, was unavailable and Brad Cathers was serving as his substitute. Scott Kent also serve as substitute for committee member Wade Istchenko. At this meeting the committee adopted the following motion: AGREED, on motion of Mr. Cathers, seconded by Mr. Adel, “THAT the Standing Committee on Public Accounts hold public hearings on the Yukon Public Accounts 2018-19 and the Report of the Auditor General of Canada to the Legislative Assembly of Yukon – Kindergarten Through Grade 12 Education in Yukon – Department of Education the week of December 9-13, 2019, with the date for each hearing subject to confirmation with officials from the Office of the Auditor General of Canada.” At its meeting on November 8, 2019, the committee agreed to invite the Deputy Minister of the Department of Education to appear as a witness at a public hearing on December 11, 2019. In preparation for the public hearing the committee also held meetings on November 15 and December 5, 2019. At these meetings members discussed the Auditor General’s report, and drafted questions which were distributed amongst the committee members. The public hearing took place on Wednesday, December 11, 2019. The Hon. Richard Mostyn was not available to participate in the public hearing and Don Hutton served as his substitute. The following witnesses appeared from the Department of Education: Nicole Morgan, Deputy Minister; Lori Duncan, Assistant Deputy Minister, First Nations Initiatives; Kelli Taylor, Assistant Deputy Minister, Policy and Partnerships; Michael McBride, Director, Policy and Planning; and Jackie McBride-Dickson, Director, Finance, Systems and Administration. Karen Hogan, Assistant Auditor General, and Jo Ann Schwartz, Principal, from the Office of the Auditor General of Canada, also appeared as witnesses. The transcripts of the hearing are appended to this report. At the hearing the Department of Education provided several documents to update the committee on progress made since the release of the Auditor General’s report. The documents provided by the department are appended to this report. Following the hearing the committee requested that the department answer additional questions in writing. The Department of Education provided a written response on February 3, 2020. The committee held meetings February 19 and May 6, 2020, to prepare its sixth report. The committee would also like to thank the officials from the Department of Education who appeared as witnesses at the public hearing and provided additional information. iii Standing Committee on Public Accounts 34th Yukon Legislative Assembly Sixth Report Kindergarten Through Grade 12 Education in Yukon Department of Education May 2020 Introduction 1. The Office of the Auditor General of Canada released its Report of the Auditor General of Canada to the Yukon Legislative Assembly — 2019: Kindergarten Through Grade 12 Education in Yukon — Department of Education on June 18, 2019. In conducting the audit, the Office of the Auditor General …focused on whether the Department of Education delivered education programs that were inclusive and reflected Yukon First Nations culture and languages, and whether it assessed and addressed gaps in student outcomes.2 2. The audit found that: 47.…the Yukon Department of Education did not know whether its programs met the needs of students, particularly those with special needs and those from Yukon First Nations. 48.…the Department still had not identified the underlying causes of long- standing gaps in student outcomes between First Nations and other Yukon students. These gaps included a lower high school completion rate for First Nations students compared with other students.… 49.…the Department had not identified the underlying causes of the long- standing gaps in student outcomes between students in rural and urban schools… 50.With respect to inclusive education, … the Department did not monitor its delivery of services and supports to students who had special needs, nor did it monitor these students’ outcomes... 51.…the Department did not know whether its approach to inclusive education was working, or whether it needed more focused attention on particular schools, groups, teachers, or subject areas.     FOR RELEASE May 19, 2016 Premier and ministers to attend 2016 Gold Show in Dawson City WHITEHORSE—Premier Darrell Pasloski and Minister of Energy, Mines and Resources Scott Kent will attend the 30th annual Dawson City International Gold Show this weekend along with Minister of Economic Development Stacey Hassard and Minister of Environment Wade Istchenko. “Exploration and mining has commanded a large role in Yukon’s economic well-being for well over a century,” Pasloski said. “I look forward to meeting with placer miners and the Klondike Placer Miners’ Association while I’m in Dawson to learn how this government can best continue supporting their industry.” One way the Yukon government supports the placer industry is through the Yukon Mineral Exploration Program. Earlier this month, 16 placer projects were approved for a total of $461,234 in funding to help locate, explore and develop the projects to advanced exploration stages. Forty-two hard rock projects were also approved. The $1.4 million in government funding could leverage more than $5 million in additional spending by the successful applicants. “Last year, more than 62,000 crude ounces of placer gold was produced, with a value of more than $73 million dollars,” Kent said. “These numbers make it clear that placer mining continues to be a solid contributor to Yukon’s economy and our communities.” The Dawson City International Gold Show, organized by the Dawson City Chamber of Commerce, takes place this year on May 20 and 21. Box 2703 Whitehorse, Yukon ViA 2C6 Dear Premier Silver, RE: Electoral Reform You still have not responded to many questions the Official Opposition posed in previous correspondence regarding electoral reform. We are of the firm view that in order for you to demonstrate you are working wfth all parties in good faith that you should answer these questions. Refusing to answer simple and reasonable questions in writing only contributes to the perception that you are needlessly being secretive or purposely keeping information from opposition parties. You have now received the questions through multiple letters; I encourage you to please answer them. As you know, the Official Opposition has been trying to work with you for almost two years to develop a collaborative electoral reform process that is fair and involves all political parties in the Yukon Legislative Assembly. It was only when the Liberal government unilaterally decided on an unfair approach that stacks the decks in the favour of the Uberal Party that this process went off the rails. That said, and despite the fact that you so far have not been forthcoming or transparent throughout this process, the Official Opposition believes that it is in the interests of Vukoners to try and get this back on track. For that reason, suggesting gth I am that all three parties meet on November at 12:30 PM to discuss a path forward. The topic of electoral reform, as you know can be quite broad, but we interpret major electoral reform to mean any changes in law that would affect how and when Vukoners can vote or how their ballot is counted.

The Nakwaye Ku Board of Directors contacted you last week imploring you and the government to reconsider its approach to supporting Yukon daycares and families. We ask that you continue to fund Nakwaye Ku so they can pay their staff. Our principle concern is the consequences of the Chief Health Officer stating that daycares are an essential service and your department’s insistence that daycares must remain open in order to receive their direct operating grants. While we recognize that some parents continue to rely on daycares for childcare during this time of crisis, the Nakwaye Ku Daycare’s situation is unique. Nakwaye Ku is located on Yukon College’s main campus and primarily serves families of Yukon College employees and students. In response to the COVID 19 health crisis and per the direction of the federal and territorial government, Yukon College has closed resulting in a significant reduction in enrollment rates at Nakwaye Ku Daycare. In total, the daycare generally provides care to 36-42 children when part-time and full-time numbers are combined. After the initial government calls that workers begin working from home and keep their children home, enrollment rates quickly dropped to 12 children.
