The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

    Israeli Culture 2019 - Topic Menu 1. Nation-State Law Explainer What is the Nation-State Bill? The Nation-State Bill is a Basic Law that, for the first time, anchors in law Israel’s status as the “national home of the Jewish people.” Among its 11 clauses, the bill defines such things as state symbols like the flag and national anthem, the official language, national holidays, the Sabbath, the capital Jerusalem, relations with the Diaspora, and of Jewish settlement. So what’s the problem? #1 - No mention of democracy or equality Opponents of the bill note that there is no mention anywhere in the bill—nor in any other Basic Law, for that matter— of the term “equality.” Because of the need to guarantee minority rights, almost all nation-states in the world include an explicit commitment to the value of equality in their constitution or other core legislation. Israel’s Declaration of Independence contains an explicit guarantee of this sort. Moreover, the bill omits any mention of Israel's democratic character, thereby calling into question the existing "Jewish and democratic" formula that appears in previous Basic Laws. Opponents of the bill argue that this deficiency may lead to privileging Israel’s Jewish character over its democratic one, with a broad set of ramifications on everything from education policy to religion and state. Proponents, on the other hand, contend that the existing Basic Law: Human Dignity and Liberty defines Israel’s democratic character. Therefore, the present bill was necessary to anchor Israel’s Jewish character in constitutional law. So what’s the problem? #2 – Majority-Minority Relations The Nation-State Bill contains two clauses that affect the standing of Israel’s non-Jewish minority groups, especially Arab-Israelis who make up 20 percent of the population.

I haven’t yet had the chance to do my own reflections on the conference, but I’d disagree with Tom’s point about the US needing to lay back right now. Most of the J Street audience was disappointed by Dennis Ross (although not surprised), as they desire a more assertive White House role in brokering a peace agreement–as do I. The predominant sense of the conference is that it’s urgent to effectively pressure the parties toward an agreement on establishing two states because the status quo is unsustainable. Ross even said this about the status quo, but he gave us no hint of anything happening to back up this statement. Still, Tom’s thoughts are at least a good jumping off point for looking at the conference: … Having attended an AIPAC conference in 1995 during the Oslo conference and the J Street conference in 2009, what struck me about the former was that it was mostly intended to fire up the troops and allow politicians to compete in kissing up to the Israeli lobby. J Street instead of just conducting workshops on messaging and the upcoming election cycle in the U.S., attempted to educate its supporters about the conflict by inviting members of the Palestinian government and the Israeli Knesset to the conference to serve on panels. Nachman Shai, a former academic expert on the Israeli nuclear deterrent and now an MK for Kadima, was very open.

Most polls and analyses predict that Netanyahu will win another term as prime minister, but a drop in polling support for his joint Likud/Yisrael Beiteinu list—possibly due in part to the indictment of Yisrael Beiteinu leader Avigdor Lieberman—could increase his dependence on support from small right-of-center or ultra-Orthodox parties that focus on specific issues and have seen their polling averages rise.
