Its purpose and aim is to detail the requirements to be followed by all persons and companies visiting, travelling or delivering to the site. The guidance provides information on the safest and best practice procedure to follow when considering movements to and from the site by all construction related vehicles. Following the CTMP will help reduce the negative effects (if any) of off-site construction traffic on the local road network and the environment. The contents of this CTMP shall be communicated at these appropriate stages – * Sub-contractor Tender Enquiries * The Pre-Start Health, Safety and Environmental meetings * All site inductions will include a section on this CTMP * During on-going Toolbox Talks during the construction project Close contact will be maintained with immediate neighbours and representatives of the local community to deal with and dispose of any unexpected issues that may arise. Immediate neighbours will be provided with contact details of the Contract Director, Site Manager and Main Office in line with the Considerate Constructors Code of Considerate Practice. The nearest private dwelling is Tyddyn Llywarch farm house which is in the ownership of the Applicant, and is subject to a short term tenancy. The appointed Principal Contractor is Mr Darren Thomas but the precise method of working, programme of works and resources that the Contractor will employ is not yet certain however, as a guide, it is anticipated that the build will take approximately 6-9 months and a workforce of up to 10 persons could be on site at any one point. CONSTRUCTION TRAFFIC MANAGEMENT PLAN FOR TYDDYN LLYWARCH, LLANDDANIEL FAB 3 July 08, 2020 ERWCONSULTING CHARTERED SURVEYORS PROPERTY – PLANNING – DEVELOPMENT -CONSULTANCY _______________________________________ Traffic generated during the construction stage will typically be a mix of cars, vans, with or without trailers, construction vehicles and lorries. The most intensive period of construction generated HGV traffic is expected to be the demolition and removal of redundant buildings, and concrete pour for new foundations and it is anticipated that max. 3nr loads of concrete will be required for the pouring operation. General materials will be delivered by Builders Merchants lorries and it is anticipated that this will not exceed 1nr principal delivery per day. CONTROL OF ACCESS - The following measures will be adopted to safely control access to the site and manage traffic movements – * All drivers must report to the Site Office upon arrival * All drivers must adhere to site signage and 10mph speed limit * Strictly no reversing shall occur without the presence of trained banksman * All drivers must wear full PPE when leaving their vehicle * Any lifting equipment must have relevant certification prior to use on site and documents must be inspected by the Site Manager. * Operatives must ensure that plant, machinery, cabins and containers are secured at the end of each working day and keys removed during meal breaks. * All vehicle drivers must ensure that their wheels are clean prior to entering the public highway. * Any members of the public attempting to enter the site with a query must be met and accompanied to the Site Manager’ office. TRAFFIC ROUTING – The site is accessed direct from the public highway. There is adequate space in the Applicant’s ownership within the site’s curtilage to allow HGV’s to enter, turn and re-enter the public highway in forward gear. The routing of all vehicles to the site of construction shall be either – CONSTRUCTION TRAFFIC MANAGEMENT PLAN FOR TYDDYN LLYWARCH, LLANDDANIEL FAB 4 July 08, 2020 ERWCONSULTING CHARTERED SURVEYORS PROPERTY – PLANNING – DEVELOPMENT -CONSULTANCY _______________________________________ (1) the Gaerwen route – from the A5 Holyhead road at Gaerwen, by the unclassified road (with passing places) via Gaerwen Station, to Llanddaniel Fab, and beyond, to the site, or, (2) the Star route – from the A5 junction at Star along the unclassified road (with passing places) to Llanddaniel Fab and beyond, to the site. Subject to the highway authority being satisfied that no weight restriction applies to any bridges, both public routes to/from the A5 are considered safe and suitable for all vehicles, as shown in BLUE - The development is relatively minor, a conversion of a range of redundant buildings to 4nr dwellings, in a rural location. There is no expectation of TTMM’s or TRO’s, or out of gauge loads. The type, size and laden weight of construction and delivery vehicles (maximum typically Hogan’s and Huws Gray 4/6-wheel type HGV’s) are not expected to exceed 25 tons. CONSTRUCTION TRAFFIC MANAGEMENT PLAN FOR TYDDYN LLYWARCH, LLANDDANIEL FAB 5 July 08, 2020 ERWCONSULTING CHARTERED SURVEYORS PROPERTY – PLANNING – DEVELOPMENT -CONSULTANCY _______________________________________ CONSTRUCTION LOGISTICS AND COMMUNITY SAFETY – The CLOCS standard (Version 2, January 2019) for construction logistics is a national industry standard which sets out a series of requirements for logistics operators designed to reduce the risk of collisions with vulnerable road users. The Principal Contractor will be required to implement the CLOCS standard by requiring that suppliers be a member of (or working towards membership) of recognised independent bodies such as – * Fleet Operator Recognition Scheme * Van Excellence CONSTRUCTION TRAFFIC MANAGEMENT PLAN FOR TYDDYN LLYWARCH, LLANDDANIEL FAB 6 July 08, 2020 ERWCONSULTING CHARTERED SURVEYORS PROPERTY – PLANNING – DEVELOPMENT -CONSULTANCY _______________________________________ SITE SPECIFIC PROPOSALS - The specific requirements of condition (09), by numbers and reference to the following approved site plan are now addressed - 1. Using the existing field access (widened to 5m), for its better visibility (than the existing ‘farmyard access’) the parking of vehicles for development operatives and visitors shall be on-site in the area edged BLUE on the Plan. 2. The loading and unloading of plant and materials, and vehicle turning to enable exit in forward gear, shall be on-site in the area edged RED on the Plan. 3. The storage of plant and materials used in the construction shall also be in the area edged RED on the Plan. 4. The measure to be implemented to prevent mud and debris from contaminating the adjacent highway network shall be power-water hosing within the permeable area edged RED on the Plan. The area will be overlaid during construction with MoD aggregate to avoid mudding. CONSTRUCTION TRAFFIC MANAGEMENT PLAN FOR TYDDYN LLYWARCH, LLANDDANIEL FAB 7 July 08, 2020 ERWCONSULTING CHARTERED SURVEYORS PROPERTY – PLANNING – DEVELOPMENT -CONSULTANCY _______________________________________ The condition of the highway leading to the site shall be continually monitored and man and brush road sweeping deployed if necessary to maintain the highway clear and safe. 5. Hours of working and the management and operation of construction and delivery vehicles shall be week-days 0800hrs-1700hrs and Saturday 0800hrs-1200hrs. RESPONSIBLE PERSONNEL – The personnel responsible for compliance shall be the appointed Contractor, who shall sign and date this CTMP where indicated below, and prominently display a copy in the Site Office. Anglesey & Gwynedd Joint Local Joint Development Plan 2016-2026 Item:- Deposit Plan Part 2 - Maps Ref ID 1824 - Page 111 - Map 118 - Bryn Du Re - Planning Approval for 12 Affordable Houses granted 2014 although part of the JLDP 2016-2026. ==================================================================== My previous statements on this item remains true and accurate. This comment indicates the degree of serious unsoundness that exists in the existing presented JLDP and the inadequate considerations given to the provision and location of Affordable Housing in Anglesey, and the serious consequences of locating Affordable Housing which do not have the benefit of adequate services and facilities. I stated in my earlier submission that the Anglesey County Council, (ACC), and the JLDP provide guidance on the location of Affordable Housing and state that they should be located in settlements where there are public facilities to support them. Grossly contrary to this guidance Bryn Du is a substantial linear village about 1 km long, and estimated to be of over 100 dwellings, between Llanfaelog Church and Ty Croes Train Station -(which provides a limited, almost virtual service which renders it unfit for purpose). The press statement issued by the Group Cynefin Housing Association and Anglesey County Council Housing Department on 26 May 2015 at the start of construction of the 12 Affordable Houses allocated to Bryn Du indicates how remote these organisations are from their own Council Guidance and the realms of reality:- “Grŵp Cynefin are working in partnership with Anglesey Council’s housing services to develop four small-scale sites in Bryngwran, Bodedern, Holyhead and Llanfaelog. The four developments were announced during a visit to one of the sites, the Bryn Du development in Llanfaelog, which consists of six homes (3 bedroom) and six smaller homes (2 bedroom).

Ynys Môn / Anglesey West (OS sheet 115) – Gentle ride – 27 miles (+ 4 mile optional extension to beach.) Leaving through the Botanic garden and crossing the Menai Suspension bridge this ride follows lanes and cycle ways visiting some of the beaches of West Anglesey and (well worth a visit) the Marquis of Anglesey’s Column. From the Môn end of the bridge the route leaves Porthaethwy / Menai Bridge up a steady hill and continues along Sustrans Route 8 through Llanddaniel Fab towards Dwyran and the White Lodge cafe at GR 431650. Continuing along the A4080 to Newborough / Niwbwrch it is possible to extend the ride to the beautiful beach of Traeth Llanddwyn Beach - a return trip of 4 miles. (Details on route sheet.) Returning via the Malltraeth estuary and the Lon Las Cefni cycle path across the marsh it then follows the old A5 (little traffic nowadays) to *Llanfair Pwllgwyngyll (shops, cafes, toilets in ‘James Pringle Weavers’). From here the road becomes busier passing the Marquis of Anglesey’s Column – small charge – until the Suspension Bridge leads back to the campsite. *Llanfairpwllgwyngyllgogerychwyrndrobwllllantysiliogogogoch (St. Mary’s Church in a hollow by the white hazel near the rapid whirlpool and St. Tysilio’s Church by the red cave. if you must!!) • A Welsh Classical Dictionary
A WELSH CLASSICAL DICTIONARY DACHUN, saint of Bodmin. See s.n. Credan. He has been wrongly identified with an Irish saint Dagan in LBS II.281, 285. G.H.Doble seems to have been misled in the same way (The Saints of Cornwall, IV. 156). DAGAN or DANOG, abbot of Llancarfan. He appears as Danoc in one of the ‘Llancarfan Charters’ appended to the Life of St.Cadog (§62 in VSB p.130). Here he is a clerical witness with Sulien (presumably abbot) and king Morgan [ab Athrwys]. He appears as abbot of Llancarfan in five charters in the Book of Llandaf, where he is called Danoc abbas Carbani Uallis (BLD 179c), and Dagan(us) abbas Carbani Uallis (BLD 158, 175, 186b, 195). In these five charters he is contemporary with bishop Berthwyn and Ithel ap Morgan, king of Glywysing. He succeeded Sulien as abbot and was succeeded by Paul. See Trans.Cym., 1948 pp.291-2, (but ignore the dates), and compare Wendy Davies, LlCh p.55 where Danog and Dagan are distinguished. Wendy Davies dates the BLD charters c.A.D.722 to 740 (ibid., pp.102 - 114). DALLDAF ail CUNIN COF. (Legendary). He is included in the tale of ‘Culhwch and Olwen’ as one of the warriors of Arthur's Court: Dalldaf eil Kimin Cof (WM 460, RM 106). In a triad (TYP no.73) he is called Dalldaf eil Cunyn Cof, one of the ‘Three Peers’ of Arthur's Court. In another triad (TYP no.41) we are told that Fferlas (Grey Fetlock), the horse of Dalldaf eil Cunin Cof, was one of the ‘Three Lovers' Horses’ (or perhaps ‘Beloved Horses’).
