79 TERCERA PARTE LOS PRIMEROS AÑOS DE LA CAL DE 1958 A 1967 80 81 Esta tercera parte comprende el período que va desde la primera reunión de la CAL (2 de mayo de 1958) hasta el nombramiento del Cardenal Samoré como Presidente de la CAL (20 de septiembre de 1967). Es un período profundamente marcado por la actividad de Mons. Antonio Samoré, que hizo de la Pontificia Comisión un órgano dinámico y central en la coordinación de todos los esfuerzos en favor de la Iglesia en América Latina. A Mons. Samoré, desde 1953, como Secretario de la Sagrada Congregación para los Asuntos Eclesiásticos Extraordinarios, se le reconoció en los ambientes de la Curia Romana su apostólica preocupación por la suerte de la Iglesia en América Latina. Desde entonces su nombre aparece unido a las iniciativas de la Santa Sede tendientes a la realización de una reunión general de los Obispos de Latinoamérica para tratar los graves problemas que amenazaban la vida de la Iglesia en ese Continente. Cuando la idea se concretizó en la celebración de la Conferencia General del Episcopado Latinoamericano en Río de Janeiro y Pío XII constituyó la Comisión Central preparatoria, el joven Secretario de la Congregación para los Asuntos Eclesiásticos Extraordinarios fue contado entre sus miembros. Así, Mons. Antonio Samoré, desde la Comisión Central, desempeñó un papel importante en la preparación de la primera Conferencia General del Episcopado Latinoamericano; seguidamente acompañó en Brasil al Cardenal Adeodato Giovanni Piazza, enviado por Pío XII a presidir la mencionada Conferencia. De regreso a Roma y desde su cargo de Secretario de la Sagrada Congregación para los Asuntos Eclesiásticos Extraordinarios continuó prestando atento cuidado a los problemas de la Iglesia en América Latina y por su interés e iniciativa la Comisión Central preparatoria continuó reuniéndose esporádicamente, aun después de la celebración de la Primera Conferencia. -

Folio 4 5 INTRODUCCIÓN Al cumplir 50 años de existencia la Pontificia Comisión para América Latina, creada por el papa Pío XII el 21 de abril de 1958, he considerado oportuno hacer un esfuerzo de investigación y análisis de la documentación que reposa en los archivos de esta Comisión, con el fin de dejar para la posteridad una memoria histórica de lo que fueron los antecedentes de la CAL, su nacimiento, sus progresivas etapas, las personas que más han intervenido a lo largo de su historia y las tareas que ha cumplido durante estos diez lustros. La CAL representa sin duda alguna la expresión de aprecio, de acompañamiento pastoral y de solícita preocupación que ha tenido la Santa Sede hacia América Latina, a la cual, ya desde hace mucho tiempo, ha considerado como el Continente de la esperanza. En efecto, ningún otro Continente cuenta con una especial comisión pontificia que siga y acompañe las respectivas conferencias episcopales y los organismos eclesiales que operan a nivel continental. Este afectuoso interés se había visto ya en el año 1899, cuando el papa León XIII convocó a todos los Obispos de América Latina del 28 de mayo al 9 de julio para celebrar en Roma el Concilio Plenario Latinoamericano, primero en su género en la historia moderna. Al cumplirse los 50 años de dicho Concilio Plenario, ante la situación de debilidad que vivía el catolicismo en ese Continente y ante los nuevos desafíos que debía enfrentar la acción pastoral de la Iglesia, el papa Pío XII quiso animar tanto a la Secretaría de Estado, como a los diferentes Dicasterios de la Curia Romana, para que buscaran el modo más oportuno para apoyar los esfuerzos que hacía el episcopado para poner remedio a esa situación. -

Confratelli e Figliuoli carissimi, mentre spedivamo alle Case il numero degli Atti precedenti, tutto il mondo si commoveva e volgeva lo sguardo a Roma, ove quasi improvvisamente scompariva dalla scena di questo mondo l'angelico Pontefice Pio XII e, a distanza di soli venti giorni, saliva alla Cattedra di S. Pietro S. S. Giovanni XXIII. Il Bollettino Salesiano giungeva a tempo per dare il nostro contributo di lode alla gigantesca figura del Papa defunto, e in questi giorni, il numero di dicembre ci darà l'attestato della nostra figliuolanza al novello Sommo Pontefice, unito da vincoli di antica devozione a Maria SS. Ausiliatrice, a San Giovanni Bosco e a San Domenico Savio e quindi ripetutamente poi, nella lunga e gloriosa sua carriera ecclesiastica, partecipe delle nostre gioie e dei nostri dolori. Non erano trascorsi due mesi da quel 14 agosto, in cui tutto il Capitolo Generale per la prima volta ebbe la sorte di inginocchiarsi ai piedi di S. S. Pio XII, di udirne la incoraggiante parola e di riceverne la benedizione; e il 9 ottobre segnava l'ultima ora di Colui che aveva elevato agli onori degli altari San Domenico Savio e Santa Maria Domenica Mazzarello, che aveva dato un programma d'azione ai nostri Cooperatori nel convegno internazionale, che aveva dichiarato Don Bosco Patrono degli apprendisti, ultimo ambito riconoscimento dell'opera sociale del Santo. -
