The project is located east of Ithaca, New York, and consists of 29.8 miles of transmission line located between a substation on Route 13, just outside of the hamlet of Etna, Tompkins County, and the site of a proposed new substation in Lapeer, Cortland County, New York. The scope of this historic architectural investigation was to collect documentary evidence pursuant to the history of the project area, identify and document any structures 50 years in age or older within two miles laterally in either direction of the transmission line corridor, and make preliminary determinations of effect for historic structures eligible for or listed on the National Register of Historic Places. The historic architectural survey was conducted during April and May 2008. During the survey, 735 resources 50 years or older were documented. URS has determined that nine resources in the survey area are listed on the National Register. Eight of these are individual resources and one is the Dryden Village Historic District. There are also nine resources in the survey area that have previously been determined eligible for the National Register. As a result of our survey, URS has determined that there are seven additional resources that are potentially eligible for the National Register. A preliminary determination of effect of the project upon these listed, eligible, and potentially eligible resources is included in Chapter 5. Overall, the ITP will have no adverse effect upon the historic architectural resources in the project area. i SURVEY OF HISTORIC ARCHITECTURAL RESOURCES FOR THE PROPOSED ITHACA TRANSMISSION PROJECT Table of Contents Abstract ............................................................................................................................................. i List of Figures ................................................................................................................................. iii List of Photographs ......................................................................................................................... iii List of Tables................................................................................................................................... iv 1 Introduction................................................................................................................................................1.1 2 Methodology ...............................................................................................................................................2.1 Background Research ...............................................................................................................................2.1 Fieldwork..................................................................................................................................................2.1 Reporting ..................................................................................................................................................2.1 3 Context of the Historic Architectural Project Area ................................................................................3.1 Settlement Period, 1789–1825..................................................................................................................3.1 Development Period, 1825–1870..............................................................................................................3.5 Dairy Farm Era, 1865–Present..................................................................................................................3.7 4 Results of Fieldwork...................................................................................................................................4.1 George Junior Republic, Route 38, Dryden, NY, URS Survey # 001 ......................................................4.3 462 Dryden-Harford Road, Harford, NY, URS Survey #263...................................................................4.8 Harford Inn, 380 Dryden-Harford Rd., Harford, NY, URS Survey #273...............................................4.11 2548 Clarks Corner Rd., Lapeer, NY, URS Survey # 344......................................................................4.14 1477 Route 13, Dryden, NY, URS Survey #394 ....................................................................................4.17 2 Monroe Street, Dryden, NY, URS Survey #646..................................................................................4.17 Dryden Village Hall, 16 South Street, Dryden, NY, URS Survey #691.................................................4.20 5 Conclusions and Recommendations .........................................................................................................5.1 References...................................................................................................................................................
