FLEMING MANAGING DIRECTOR, PLANNING AND CITY PLANNER SUBJECT: POTENTIAL CULTURE DISTRICTS IN THE CITY OF LONDON STUDY TERMS OF REFERENCE MEETING ON Monday , October 26, 2015 RECOMMENDATION That, on the recommendation of the Managing Director, Planning and City Planner, with respect to the Council resolution of March 10, 2015 relating to the possible establishment of culture districts in the City of London, the Terms of Reference attached as Appendix 1 be used as a basis for preparation of a study which defines the purpose and potential locations of such districts in the City of London which may involve possible changes to the Official Plan, Zoning By-law, other City By-laws and City processes. PREVIOUS REPORTS PERTINENT TO THIS MATTER 1. Planning Entertainment Uses for Downtown Revitalization (April 9, 1996, August 26, 1996 and September 30, 1996) 2. The Commission requests that the licensees listed in the appendix to this notice submit renewal applications for their broadcasting licences expiring 31 August 2020. The licensees must submit their renewal applications by no later than 31 August 2019. 2. Licensees who do not wish to renew their licences beyond the expiry date indicated in this notice must advise the Commission in writing by no later than 31 August 2019. 3. This call for applications is consistent with the procedures announced in New procedures for licence renewal applications, Broadcasting Information Bulletin CRTC 2015-116, 31 March 2015 (Broadcasting Information Bulletin 2015-116). 4. The Commission will process the licence renewal applications under the rules for applications set out in Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure. However, where the Commission deems appropriate, the renewal applications may be published in a notice of consultation. 5. Interested persons will be given the opportunity to comment on the renewal applications once they are posted on the Commission’s website. Procedure for filing 6. Licensees must file their renewal applications electronically by completing the Broadcasting Online Form and Cover Page using the secured service My CRTC Account (Partner Log In or GCKey Log In). Policy Statement Purpose 1.1. Background - Each yearThe Corporation of the Cityof London receives many requests from individuals and groups to operate Special Events on City of London property 1.2. Support Statement - The Corporation of the City of London recognizes Special Events as an important part of London’s quality of life and as providers of affordable entertainment to its citizens. It is also recognized that Special Events enhance tourism, culture, recreation and education as well as providing an economic benefit to businesses in the City of London. 1.3. Special Events Policies are designed to help the Special Event Operator effectively use the requirements that are in place to plan and execute a successful Specia’ Event. Successful events do not just happen; they are a result of: • Responsible leadership; • Careful planning; • Good organization; • Provisions against the unexpected; and, • Methodical ‘follow through’ and evaluation. 7.4. Purpose - The purpose of the Special Events Policies is to incorporate into one document the Council. Approved policies for operating Special Events on City of London property, streets and roadways. The Policies may also be used at the discretion of the Managing Director, applied to other non-Special Events that occur on City property. -

I understand that my thesis may be made electronically available to the public. ii Abstract Societal changes have changed the function and presence of downtowns over the years and a variety of strategies have been implemented in an effort to revitalize downtown cores. One of the most recent strategies employed has been using urban catalysts, such as stadiums and markets, to stimulate downtown revitalization. The primary purpose of this strategy is to create catalysts for further development and investment. This study examines the role the John Labatt Centre (JLC, a recent arena) and Covent Garden Market (a farmers market with a large range of permanent food retailing facilities) play in revitalizing Downtown London, Ontario. Within the last decade the City of London invested millions of dollars into rebuilding the Covent Garden Market and constructing the John Labatt Centre in the heart of London‘s downtown. The purpose of this research is to determine whether these venues act as catalysts for new development, and thus assess their spin-off effects. Data was collected by reviewing planning legislation, administering a survey to local business owners and interviewing key stakeholders.
