Weapons, tactics, recruitment, financing, and other elements are fluid as they evolve and adapt to current conditions and the environment. Successful policy requires remaining abreast of the ever-evolving threat and responding accordingly. As such, U.S. policymakers need to understand the current dynamics and trends in order to mitigate and combat the threats to our nation. -
