Completed acquisition by Motorsport Vision Ltd of Brands Hatch Circuits Ltd & Brands Hatch Leisure Limited The OFT's decision on reference under section 22 (1) given on 24 May 2004 Please note that square brackets indicate actual figures excised at the request of the parties for reasons of commercial confidentiality. PARTIES MotorSport Vision Ltd (MSV) is a new company owned by Roadcoast Ltd, which also owns JPM Ltd. JPM trades as PalmerSport and Bedford Autodrome. It operates almost exclusively in the field of corporate event driving experience days. Brands Hatch Circuits Ltd & Brands Hatch Leisure Ltd (BHCL) was formally part of Octagon Motorsports. In November of 2003 Octagon Motorsports split its five motor racing circuits in to Silverstone Motorsports Limited (Silverstone) and BHCL (Brands Hatch, Oulton Park, Cadwell Park and Snetterton). The UK turnover of the assets of BHCL bought by MSV was £18m in the year 2003. TRANSACTION MSV has purchased the four BHCL circuits; various vehicles; and On Track (a track day organiser (TDO)). The administrative deadline is May 24 2004 and the statutory deadline is 8 June 2004. JURISDICTION As a result of this transaction, MSV will supply over 25 per cent of track days for non- club members in the UK. The share of supply test in section 23 of the Enterprise Act 2002 (the Act) is met. A relevant merger situation has been created. RELEVANT MARKET The parties are active in the supply of motorsports activities mainly on their motor- racing circuits. The BHCL circuits are licensed, while MSV’s circuit, Bedford Autodrome is not.1 The parties submit that the only areas of specific overlap are therefore for non- licensed events - the supply of corporate participation days (where companies hire circuits in order to provide motor driving experience days for staff), the supply of track days to final consumers (where circuits are opened to members of the public to drive or hire their own vehicles) and the supply of track time for track days run by TDOs. -

COLMWORTH AND NEIGHBOURS HISTORY To celebrate its tenth birthday the Colmworth and Neighbours History Society have initiated the publication of a local history journal. The first issue contains papers covering a wide range of subjects from short examples of oral history concerning Colmworth and Keysoe, to the larger pieces of research concerning an extended chase for a family history and an in-depth look at what can be learned of agricultural practices based on the 1901 Census for North Bedfordshire. BEDFORD BOROUGH COUNCIL DECISION NO. 1543 RECORD OF EXECUTIVE DECISION TAKEN BY AN EXECUTIVE MEMBER This form MUST be used to record any decision taken by the Elected Mayor or an individual Executive Member (Portfolio Holder). The form must be completed and passed to the Chief Officer Democratic and Registration Services no later than NOON on the second working day after the day on which the decision is taken. No action may be taken to implement the decision(s) recorded on this form until 7 days have passed and the Chief Officer Democratic and Registration Services has confirmed the decision has not been called in. 1. Description of decision To secure the necessary agreements so that the Milton Ernest Neighbourhood Plan can progress to the referendum stage of the neighbourhood plan making process. It is agreed: • To make modifications to the Milton Ernest Neighbourhood Plan in line with the recommendations set out in the examiner’s report (Appendix A) and that as modified (Appendix B), the Plan meets the basic conditions • That the formal Decision Statement (Appendix C) be published by 1 September 2021 in order to comply with the statutory deadline, and to inform those interested about the Council’s decision • That arrangements to progress the Plan to the referendum stage of plan preparation are made • That the designated Milton Ernest Neighbourhood Area represents the appropriate geographical area to be covered by the referendum 2. Reasons for decision The purpose of this report is to provide information about the examination of the Milton Ernest neighbourhood plan; to explain the examiner’s recommended modifications to the plan and to set out the Council’s response to those modifications. -

Conisbee, which has a large biography section. 2 Bedfordshire People Past Offa (? -796 BC) King Offa, regarded as one of the most powerful kings in early Anglo-Saxon England, ruled for 39 years from 757 to his death in 796. It is traditionally believed that he was buried in Bedford, somewhere near Batts Ford. Falkes De Breaute (1180-1225) A French soldier and adventurer, Falkes's loyalty to King John was rewarded with a number of titles. The king also gave him Bedford Castle, which Falkes held until 1224 when it was besieged and demolished by King Henry III. Falkes escaped and fled to the continent but died on route from food poisoning. Queen Eleanor (1244-1290) The sad death of Queen Eleanor links her to Dunstable. She died in Lincolnshire and King Edward 1st – her husband – wanted her to be buried in Westminster, thus the body was taken back to London and passed through Dunstable. The king ordered memorial crosses to be erected at every place the funeral cortege stopped overnight.
