T. Wootton, Lucy Crawford (Clerk to Staploe Parish Council), Cllr. Veronica Zwetsloot (Staploe Parish Council), Cllr. Kevin Head (Little Staughton Parish Council), Cllr. Gordon Johnstone (Wyboston Parish Council), Cllr. Martina Perry (Bolnhurst and Keysoe Parish Council) and Cllr. Beverley Brightman (Colmworth Parish Council). Apologies: Gareth Turner (Bedford Borough Council Highways Department) 1. Consider the introduction of a 50mph limit on Bushmead Road All the parish councils represented supported the introduction of reduced speed limits on the Bushmead Road to a maximum of 50mph but KH suggested it should be 40mph in places. They recounted witnessing several nasty accidents on the road (one requiring an airlift to hospital). They also recounted many near misses some of which they believed were due to large HGV’s passing at speed when the road is not wide enough and cars being forced into the middle of the road by potholes. They acknowledged that recent repairs had improved the worst areas of the road but were concerned that some areas with failing patches had not been addressed. Andrew Prigmore explained that the worst areas had been repaired at a cost of approximately £70K but they had to choose the worst areas due to their limited budget. He reported that police data showed that none of the accidents on the road had been directly caused by excess speed.

The following representations are made by Rapleys on behalf of the Bellcross Company (including subsidiaries, Bellcross Homes and Kensworth Builders Ltd) in respect of their land interests within Central Bedfordshire. 2. The land interests are fourfold – Land off Parkside, Houghton Regis, comprising some 13.8ha being promoted for residential development; Land off Trafalgar Drive, Flitwick, comprising some 7.3ha being promoted for residential development; Land off Dunstable Road, Caddington, comprising some 46ha, part of which is being promoted for residential development; and Land off Chalton Heights, Chalton, comprising some 14ha being promoted for mixed residential/employment/roadside development. 3. All four sites have previously been promoted through the iterations of the Local Plan and call for sites exercises. Rapleys welcomes the opportunity to participate in this consultation exercise and provide the following comments below in respect of the Councils draft Local Plan. 4. The representation commentary focusses in generic terms on the overall strategy being considered by the Council, as this is a major element of this consultation and should be read in that context. It is important to get this right rather than be too centred at this stage on the more general development control policies such as affordable housing, open space provision, etc. We reserve the right to provide further comment on these matters at the appropriate time (i.e., the next consultation). Executive Summary 1.1 A new conservation area is proposed for Hinwick. An appraisal of the area has been undertaken and proposed boundaries and a management strategy drafted. Conservation Area Appraisals (which incorporate management strategies) have also been produced for the existing conservation areas of Biddenham and Stewartby. Minor extensions are proposed to the Biddenham Conservation Area as a result of the appraisal process. Formal consultation is now proposed over a period of four weeks to seek views on the proposed designations and appraisal documents. 2. Recommendation 2.1 That the conservation area appraisals and management plans attached as Appendix A along with the list of consultees attached as Appendix B be approved for the purposes of public consultation. 3. Key Implications Legal Implications 4.1 Local planning authorities have a duty under the Planning (Listed Buildings and Conservation Areas) Act 1990 to determine which parts of their areas have special architectural or historic interest, the character or appearance of which should be preserved or enhanced, and to designate those areas as conservation areas. Authorities also have a duty from time to time to review existing designations and to consider whether any parts or any further parts of their area should be designated as conservation areas.
