BY-LAWS OF THE RHO CHAPTER

ARTICLE I Name and Location of Organization Section 1. This organization is known as the Upsilon Rho Chapter of Pi Sigma Alpha Political Science Honor Society, established in 1995. Section 2. This chapter shall be located at Metropolitan State College of Denver, Denver Colorado. Section 3. This document supersedes any previously approved by-laws.

ARTICLE II Purpose of Organization Section 1. This organization exists to recognize academic achievement in the study of political science at Metropolitan State College of Denver and to encourage the development of advanced academic study. This chapter also promotes the engagement of exceptional students with the larger community. ARTICLE III Membership Section 1: Membership in this organization shall consist of students who meet the national and local chapter eligibility requirements as detailed below. In addition, student members may elect honorary faculty and community members at their discretion to recognize exceptional commitment to the chapter and the ideals it represents. Section 2. Qualifications for members include high scholastic achievement and a demonstrated interest in the study of political science. Section 3. Minimum requirements for election to this chapter are: a) Completion of at least 12 credits in political science at Metropolitan State College of Denver, at least six of which must be at the 3000 level or higher. b) A minimum institutional cumulative GPA of 3.25 c) A minimum political science GPA of 3.5 Section 4. Active student members may bestow honorary memberships on faculty and community members by means of a majority vote of students present at any official chapter meeting. This chapter may not bestow more than one honorary membership in each academic year. Section 5. This chapter shall initiate new members at such a time as is deemed advisable by the chapter faculty advisor. This chapter shall perform at least one initiation per academic year. Section 6. The privileges of membership of an active member may be revoked or suspended on by the unanimous vote of active student members, currently enrolled at Metropolitan State College of Denver.

ARTICLE IV Officers and Committees Section 1. Officers of this chapter shall include a President, Vice-President, Secretary-Treasurer, and Faculty Advisor. Section 2. A majority of active students present and voting at the annual initiation meeting shall elect all student officers. In years where there are more than one initiation ceremony the election of officers shall occur at the fall semester meeting. Officers shall serve one year terms. Section 3. The Chair of the Department of Political Science at Metropolitan State College of Denver shall appoint the faculty advisor. Section 4. Duties of the President include: a) To call meetings in consultation with the faculty advisor b) To appoint ad hoc committees as deemed necessary for the fulfillment of the mission of this organization c) To serve as primary contact point between the faculty advisor and the general membership with regards to the dissemination of information Section 5. Duties of the Vice-President include: a) Assisting the President in the fulfillment of her duties b) Fulfilling the duties of the President if she should become unavailable at any time during her term of office Section 6. Duties of the Secretary-Treasurer include: a) Notification of the membership of times and locations of all meetings b) Keeping and disseminating minutes of all meetings c) Collecting special fees and accounting for their expenditures to the standards established by the National organization and the rules for student organizations in place at Metropolitan State College of Denver Section 7. Duties of the faculty advisor include: a) Publicizing the call for nominations for chapter membership at least once per year b) Establishing the eligibility of nominees c) Collecting national dues and submitting initiate names to the national organization d) Advising and assisting the President in her duties Section 8. Vacancies shall be filled by appointment of the president except where such a process conflicts with the processes described above. Section 9. Elected student officers may be removed from office by a ¾ concurrence vote of active members at a meeting called for this specific purpose. The faculty advisor may be removed at the discretion of the department Chair.

ARTICLE V Fees and Dues Section 1. Initiation dues shall be due on the day of initiation, payable to the faculty advisor. Section 2. Additional fees may be assessed by the chapter to enable specific chapter projects, at the discretion of the majority of active student members and with the advice of the faculty advisor. Such fees will be payable to the Secretary-Treasurer in conformance to the rules for student organizations at Metropolitan State College of Denver. ARTICLE VI Meetings Section 1. Business meetings shall be held as necessary during the academic year, excluding periods when classes are not in session. Section 2. time and place of meetings shall be determined by the President and disseminated to the active membership by the Secretary-Treasurer. Section 3. The procedure of all meetings shall be governed by Robert’s Rules of Order. ARTICLE VII Constitution and Amendments Section 1. This chapter shall have the power to make and amend these by-laws, not inconsistent with the word and spirit of the national constitution, as deemed necessary and proper. Section 2. Changes to these by-laws shall be enacted by a vote of at least 2/3 of active voting members. Section 3. These by-laws, amending the original constitution of 1995, shall be ratified by no fewer than 2/3rds of active members present and voting at the initiation meeting of the 24th of May, 2010.
