2. HUBUNGAN JEPANG-KOREA UTARA Jepang dan Korea Utara merupakan dua negara yang terletak di Asia Timur. Berdasarkan lingkungan geografis, selain dua negara ini, negara lain yang berada di kawasan Asia Timur adalah Cina dan Korea Selatan. Jika dikaitkan dengan kepentingan strategis politik, melibatkan juga Amerika Serikat dan Rusia. Berbagai permasalahan yang terdapat di Asia Timur, baik yang merupakan masalah masa lalu maupun persoalan politik yang baru muncul, mengandung banyak persoalan yang bersifat sensitif yang dapat berkembang dan menjadi gangguan terhadap stabilitas kawasan. Salah satu persoalan yang muncul di Asia Timur adalah persoalan antara Jepang dan Korea Utara yang hingga kini normalisasi hubungan diantara kedua negara belum terlaksana. Permasalahan antara Jepang dan Korea Utara bukanlah permasalahan politik yang baru muncul, permasalahan ini telah muncul sejak tahun 1500-an di saat Jepang ingin menguasai Korea untuk memperluas wilayahnya (Beasley, 1991, p.42). Pendudukan Jepang di Semenanjung Korea berlangsung hingga tahun 1945. Berakhirnya pendudukan ini adalah akibat kekalahan Jepang pada saat Perang Dunia II ketika bom atom menghancurkan Hiroshima dan Nagasaki. Di awal kemerdekaan Korea, akibat banyaknya campur tangan dari negara-negara yang merasa memiliki kepentingan di Semenanjung Korea, mengakibatkan buruknya situasi politik pada saat itu. Keadaan ini lah yang menimbulkan kekacauan di dalam negeri Korea yang kemudian menyebabkan terjadinya Perang Korea. Berakhirnya Perang Korea menyebabkan terbaginya Semenanjung Korea menjadi dua. Yaitu, Republic of Korea (ROK) atau Korea Selatan dan Demokratic People’s Republic of Korea (DPRK) yang lebih dikenal dengan Korea Utara. Invasi yang dilakukan Jepang terhadap Korea hingga Perang Dunia II usai, menyebabkan hubungan Jepang dan Korea Utara sulit dinormalisasikan.

Prime Minister Junichiro Koizumi did not touch them at all.1 It was September 17, 2002, and Koizumi was sitting in a specially designated anteroom on the ground floor of the Paekhwawon (Hundred Flowers) Guest House in Pyongyang. It was a little past noon, and he had just finished a top-level talk with Chairman Kim Jong-il. Koizumi silently watched the Japan Broadcast- ing Corporation satellite TV news program that was reporting on the talk. Armed North Korean police officers were occasionally seen outside the win- dow. Inside the room, seated around the table with Koizumi, were Shinzo Abe, deputy cabinet secretary; Norimoto Takano, deputy minister for foreign affairs; Hitoshi Tanaka,director general of the Asian and Oceanian Affairs Bureau of the Ministry of Foreign Affairs (MOFA); Isao Iijima, personal secretary to the prime minister; and Kenji Hiramatsu, MOFA’s director of the Northeast Asian Affairs Division. Koro Bessho, another secretary to the prime minister, seconded from MOFA, kept restlessly going in and out of the room. “The TV is too loud,”said Tanaka, but Iijima immediately shot back,“No, it’s better this way.” He instructed a foreign ministry official nearby to turn the vol- ume even higher. When Koizumi started talking, however, the official immediately turned the volume lower. But Iijima, as if to say,“No, no,”pointed his right index finger at his right ear and instructed the official to turn the volume up again.

Abductions of Japanese Citizens by North Korea 2012 Ministry of Foreign Affairs of Japan Abductions of Japanese Citizens by North Korea Abductions of Japanese Citizens by North Korea At the First Japan-DPRK (The Democratic People’s Republic of Korea) summit meeting held in Pyongyang on September 17, 2002, North Korea admitted for the first time that it had abducted Japanese citizens, and apologized and promised to prevent any recurrence. Currently, the Government of Japan has identified 17 Japanese citizens as victims of abduction by North Korea, of whom five returned to Japan on October 15, 2002, for the first time in 24 years. As for the others whose whereabouts are unknown, despite North Korea’s clear commitment to immediately conducting a thorough inves- tigation to obtain a full account of what happened, North Korea has yet to provide an acceptable explanation. The abduction is an important issue concerning the sovereignty of Japan and the lives and safety of Japanese citizens. Because North Korea has not provided an accept- able account with convincing evidence, the Government of Japan is demanding that North Korea take actions such as immediately returning the victims and providing a full account of those victims whose safety is unknown, based on the premise that all victims whose safety is unknown are still alive. The Government of Japan will, in accordance with the Japan-DPRK Pyongyang Dec- laration, continue to make utmost effort to realize the return of all the victims as soon as possible, to settle the unfortunate past and to normalize relations with North Korea.

On the Publication of the White Paper on Police 2010
On the publication of the White Paper on Police 2010 The White Paper on Police 2010 has been created to further the understanding among the people of the current status of the activities of the police in Japan. This year’s White Paper contains a special feature which focuses on the theme of “Globalization of Crimes and Police Efforts.” Looking at the current state of crime involving foreigners in Japan, it is apparent that criminal organizations working on a global scale are invading Japan and that those already operating in this country are internationalizing their ranks. We are seeing a situation which can only be described as “globalized crime,” in which criminal acts develop on a global scale, posing grave threats to public order. The special feature analyzes each global criminal organization by their worldwide areas of operation and explains how organizations subject to investigation become opaque and fluid, dispersing their bases of operation all over the world through the division of roles and systematic support within the network of these bases. It also explains what the police are doing to fight this immense threat. Aside from the special feature, this White Paper contains a number of topics which the police would like to share with the people, including explanations on five special subjects, including “Toward the success of APEC 2010.” Finally, this White Paper discusses the current state of public order and police actions to reassure it. The section entitled “The Frontlines of Police Activity” contains articles featuring the honest feelings of the police men and women who are actually working on the street to protect Japan.
