Unreported Information Showing Nikolas Cruz’s Troubling Behavior 1 Many people, through a variety of forums, had knowledge of Cruz’s concerning behavior that they did not report. Others had knowledge of Cruz’s concerning behavior that they reported but that information was not acted on by the person to whom they made the report. Some of the knowledge people gained about Cruz was gleaned from social media posts and other knowledge was based on personal observations or information they received. 2 We have identified at least 30 people who had knowledge of troubling behavior Cruz exhibited prior to the MSDHS shooting that was not reported or it was reported but not acted upon. The following reflects the categories of Cruz’s unreported behavior known to people before the shooting: Animal Cruelty/Killing: 7 Knife/bullet/firearm seen in Cruz’s possession: 19 Statements of hatred toward a group or person: 8 Statements of desire/or to hurt or kill people: 11 Specific statement to shoot school: 3 3 The following slides contain some examples of the troubling behavior Cruz exhibited before the MSDHS shooting. The timeframes for some of the material is known, some unknown and other occurrences are within date ranges. Some of this information was in and of itself actionable, some was not, but in the aggregate it is obvious that Cruz’s behavior was escalating over time. What is even more obvious is that people need to report more of what they see and hear. 4 The following slides contain some examples of Cruz’s social media posts containing concerning behavior. -

Protocol for Direct Assistance for the Capital Gazette Families Fund BACKGROUND On June 28, 2018 a gunman forced his way into the Capital Gazette newsroom in Annapolis with a shotgun killing five people and injuring two others. Officers responded to the scene within a minute of the rampage and found employees fleeing from the building. The suspect was found hiding under a desk and was arrested. The Annapolis community was shocked and heartbroken. Grieving colleagues began covering the story — some of them immediately upon escaping the building. The following morning, the Community Foundation of Anne Arundel County (CFAAC) was contacted by the Baltimore Sun Media Group and asked to administer the funds that were being donated to support the victims and their families. The Capital Gazette Families Fund (Fund) was established in coordination with tronc, Inc., to honor the lives of the five employees that were killed during the tragic shooting. While we know financial gifts cannot erase the traumatic impacts of tragedy, we hope that these gifts, given by thousands of people from around the world, will be a symbol of caring and help the employees and their families begin to heal. Through this fund we cannot solve all of the problems arising from this event, we cannot bring back those who were killed, nor erase that which was witnessed and endured by the survivors. The gifts made from this Fund are qualitatively different from other sources of tragedy relief. These gifts are not based on any economic loss or expenses incurred as a result of the incident. Additional assistance may be provided by the Maryland Criminal Injuries Compensation Board and other sources. -

Scott, Senate President Negron and House Speaker Corcoran Announce Appointments to the Marjory Stoneman Douglas High School Public Safety Commission Governor Scott Names Pinellas County Sheriff Bob Gualtieri as Chairman TALLAHASSEE, Fla. – Today, Governor Rick Scott, Senate President Joe Negron and House Speaker Richard Corcoran announced appointments to the Marjory Stoneman Douglas High School Public Safety Commission within the Florida Department of Law Enforcement. Governor Scott also named Pinellas County Sheriff Bob Gualtieri as Chairman. The Commission was established by SB 7026, the Marjory Stoneman Douglas High School Public Safety Act, signed into law by Governor Scott. Governor Scott said, “I’m proud to appoint five dedicated Floridians to the Marjory Stoneman Douglas High School Public Safety Commission including fathers of two of the victims who were critical in helping a bill get passed quickly. Since the shooting in Parkland, our number one focus has been to make our schools safer while doing everything possible to ensure a tragedy like this never happens again. By taking an analysis of the gun laws of the United States with those of Australia and Canada it can be concluded that some aspects of strict gun control can reduce the number of mass shootings. -

A Call to the Media to Change Reporting Practices for the Coverage of Mass Shootings Jaclyn Schildkraut * INTRODUCTION Mass shootings continue to be a cause for concern in the United States, fueled in part by the extensive media coverage these events garner. When word of another shooting breaks, the news media often interrupt regularly scheduled programming with reporting or live updates from the scene; newspaper stories are churned out at a rapid pace, expedited by the availability of digital media. Depending on the severity of the attack, the coverage may last hours, days, or, in the most extreme examples like the recent shootings in Las Vegas, NV (2017), Sutherland Spring, TX (2017), Parkland, FL (2018), and Pittsburgh, PA (2018), weeks. -

This has become the default narrative following an attack, even in the absence of supporting evidence. Disaffection and isolation are manifestations of social alienation–a psychosocial phenomenon. The media discourse and academic literature both suggest that social alienation in the lives of these gunmen is worthy of further exploration. This paper asks: What types of social alienation do school shooters express in their own words? Do they also express social connection, and if so, how? And finally, are there specific examples of thematic patterns and vocabulary that are used when communicating social alienation? These questions are resolved through a three-part qualitative content analysis of the personal narratives of nineteen rampage school shooters. The first part of the analysis applies a model of alienation developed by social psychologist Melvin Seeman to the corpus. This model breaks alienation into six elements: powerlessness, meaninglessness, normlessness, self-estrangement, cultural estrangement, and social isolation. The corpus is also analyzed for references to social connection in the second part of the analysis. -

Ryan Petty, the father of Alaina Petty, and Andrew Pollack, father of Meadow Pollack, were appointed by Gov. Rick Scott. Max Schachter, father of Alex Schachter, was appointed by Richard Corcoran, speaker of the Florida House of Representatives. No mothers of the 17 people killed were appointed to the 16-member commission by the governor, speaker or Senate President Joe Negron. Negron appointed the only other Broward resident to the commission: state Sen. Lauren Book. Part of the Democratic state senator’s district includes Coral Springs, which is adjacent to Parkland, where the Feb. 14 shooting took place. Neither of Parkland’s legislators, state Rep. Jared Moskowitz, a Stoneman Douglas graduate, or state Sen. Kevin Rader, both of whom have been active in the response ot the shooting, were named to the commission. The commission has broad powers, including the authority to review normally confidential records and to subpoena witnesses. The state law establishing the panel requires the Florida Department of Law Enforcement to provide staff assistance. Scott named Pinellas County Sheriff Bob Gualtieri — who was one of Corcoran’s commission picks — as chairman. He’s worked for the sheriff’s office for 35 years, the governor’s office said. -

Instead, Mr. Cruz, a former Stoneman Douglas High student, carried out his carnage by walking down the hallways of the freshman building and taking aim at students and teachers trapped in the corridors or locked sharing inside classrooms. Several times, he returned to victims he had already wounded to shoot them dead. In This Issue That was the chilling narrative that law enforcement provided on April 24, 2018, in a minute-by-minute animation of Mr. Cruz’s movements through the school, the first time the police made public a detailed timeline Parkland Gunman of the gunman’s actions inside the building. The animation, played for members of a Florida commission investigating the mass shooting, showed that the gunman had time to pursue victims on all three floors of the Carried Out Rampage building during his six-minute rampage. Without Entering A Single Classroom At no point during the shooting did police officers enter the building or engage the gunman, even though there was an armed deputy from the Broward County Sheriff’s Office outside less than two minutes after the shooting ‘Active Shooter’ Video began, and several other officers heard gunfire after they arrived. -

Homeland Security and Governmental Affairs Committee “Countering Domestic Terrorism: Examining the Evolving Threat” Testimony of William Braniff Director National Consortium for the Study of Terrorism and Responses to Terrorism (START) Professor of the Practice University of Maryland 25 September 2019 Opening Statements Chairman Johnson, Ranking Member Peters, and esteemed members of the committee, I would like to thank you on behalf of the National Consortium for the Study of Terrorism and Responses to Terrorism, known as START, 1 for inviting us to testify before you today.2 I’ve been asked to draw upon our work at START to assess the domestic terrorism threat, as well as the status of data collection and threat tracking performed by the federal government. START data from a number of relevant datasets demonstrate the following: 1. The ideological motivations behind terrorist behaviors in the United States are exceptionally diverse, constantly evolving, often overlapping, and difficult to assess in many instances. Clearly articulated manifestos are the exception, not the rule.3 The implication is that any government response to violent extremism in the United States should not be based on predetermined ideological categories or assumptions about the relative threat of ideological movements at any one time. 1 START is a university research center based at the University of Maryland and is a U.S. Department of Homeland Security Emeritus Center of Excellence. START uses state‐of‐the‐art theories, methods and data from the social and behavioral sciences to inform counterterrorism and terrorism prevention policy and practice.
