Sacramento Valley Station Area Plan ADDENDUM TO AN ADOPTED ENVIRONMENTAL IMPACT REPORT SCH #2006032058 The City of Sacramento, California, a municipal corporation, does hereby prepare, make declare, and publish the Addendum to a certified Environmental Impact Report for the following described project: Project Name: Sacramento Valley Station Area Plan Original Project: Railyards Specific Plan Update (P15-040) The City of Sacramento, Community Development Department, has reviewed the proposed project and on the basis of the whole record before it, has determined that there is no substantial evidence that the project, as identified in the attached addendum, would have a significant effect on the environment beyond that which was evaluated in the previously certified environmental impact report (EIR). A Subsequent EIR is not required pursuant to the California Environmental Quality Act of 1970 (Sections 21000, et. Seq., Public Resources Code of the State of California). This Addendum to a certified EIR has been prepared pursuant to Title 14, Section 15164 of the California Code of Regulations; the Sacramento Local Environmental Regulations (Resolution 91- 892) adopted by the City of Sacramento. Impact Report SACRAMENTO VALLEY STATION AREA PLAN Addendum and Environmental Checklist Introduction The City of Sacramento is proposing a plan for the buildout of the Sacramento Valley Station planning area, located within the Railyards Specific Plan area, which is a key underutilized site within the Railyards and Central City that would link the Downtown, Railyards District, Old Sacramento, and West Sacramento via the existing and proposed I Street Bridge. The Sacramento Valley Station Area Plan would develop a sustainable transit-oriented development, a new multi- modal transit hub, and complementary development intended to encourage higher density uses through the plan area and maintain critical multi-modal links with surrounding areas, and would amend the Railyards Specific Plan. For the City to consider amendment to the Railyards Specific Plan, the City must ensure that, if needed, environmental review consistent with the requirements of the California Environmental Quality Act (CEQA) and the State CEQA Guidelines has been completed. Because the City has previously complied with CEQA for the Railyards project and the new discretionary action before the City would be a change in an already-approved project, the City can rely on information in the certified EIR, the subsequent addendum, and the subsequent EIR previously prepared for the Railyards Specific Plan area, to the extent they remain adequate. Consistent with the requirements of CEQA Guidelines Section 15162, the City must, therefore, determine whether any changed circumstances or “new information of substantial importance” will trigger the need for a subsequent EIR. As described in CEQA Guidelines Section 15164, a lead agency shall prepare an addendum to a previously adopted EIR if some changes or additions to an EIR certified for a project are necessary, but none of the of conditions identified in CEQA Guidelines Section 15162 have occurred. No subsequent EIR shall be prepared for that project unless the lead agency determines, based on substantial evidence in the light of

Program Chairman, Randolph Schnabel reported the program had already been arranged for the annual dinner meeting in January. Mrs. Gibson presented an invitation to the Sutter County Historical Society to en- tertain the Symposium of Historical Societies of Northern California and Southern Oregon in the fall of 1962.

    An Examination of a Barrier Jet in the Sacramento Valley Using the Weather Event Simulator (WES) James Mathews, WFO Sacramento, CA & John Juskie, WFO Sacramento, CA Introduction Barrier winds or barrier jets are common occurrences in the Sacramento valley due to the orientation of the topography. The Sacramento valley is bounded by the Sierra Nevada Mountains to the east and the coastal range to the west. These mountains often cause terrain-induced winds in the Sacramento valley. As an example, onshore flow from the Pacific Ocean causes air to be forced through the gap in the coastal range mountains called the Golden Gate. Once the air passes through the Carquinez Strait east of the Golden Gate, it spreads out as it reaches the valley and results in a southerly wind direction for the Sacramento valley. Usually, these wind speeds are not strong enough to cause significant problems. However, on occasion, southerly winds can result in the formation of the southerly barrier jet along side the Sierra Nevada Mountains (Parish, 1982). Given unique circumstances, wind speeds can become significant to the public and wind advisories, high wind warnings, or Red Flag Warnings are issued to highlight this phenomenon. Staudenmaier (1994) discussed the formation of a northerly barrier jet and the implications to extreme fire behavior. Staudenmaier offered three conditions forecasters should examine for the potential development of a northerly barrier jet: (1) a sufficiently deep surface or near-surface based layer (at least 150 mbs deep) of northeasterly flow over the Sacramento valley for at least 6 hours, (2) strong stability as shown by the Oakland, CA (KOAK) sounding extending from around 800 mbs to at least as high as the terrain and, (3) enhancement of gusty surface winds if the stable layer caps a slightly less stable layer allowing for momentum transfer to the surface.

    Sacramento’s Story of Water by Chris Lopez of Grow Water www.GrowWater.org Sacramento lies at the confluence of the Sacramento and American Rivers, and is the capital city of the state of California. The current population of Sacramento County is around 1.5 million who consume between 110- 270 gallons of water per person per day. Historical rainfall averages between 17 ½ - 19 inches of rain per year, which falls primarily between the months of October through April. This is a stark difference in precipitation when compared to the nearby Sierra foothills, which receive between 30-65 inches of rain per year as well as varying degrees of snowfall, which does not occur at the lower elevations of the Sacramento Valley. The Sacramento River, and its watershed, is California’s most precious resource. “The future of California is joined at the hip with the Sacramento River” says University of California geologist, Dr. Jeff Mount. The Sacramento River has always been a “river of life” and never more so than right now. Located in central northern California, the Sacramento River is the largest river system and basin in the state. The 27,000 square mile watershed includes the eastern slopes of the Coast Ranges, Mount Shasta, and the western slopes of the southernmost region of the Cascades and the northern portion of the Sierra Nevada. The Sacramento River, stretching from the Oregon border to the Bay-Delta, carries 31% of the state’s total runoff water. Primary tributaries to the Sacramento River include the Pit, McCloud, Feather, and American rivers.

    Sacramento River Hydrologic Region California’s Groundwater Sacramento Valley Groundwater Basin Bulletin 118 Sacramento Valley Groundwater Basin Yolo Subbasin • Groundwater Basin Number: 5-21.67 • County: Yolo, Solano • Surface Area: 256,000 acres (400 square miles) Boundaries & Hydrology The Yolo Subbasin, located in the southern portion of the Sacramento Valley Basin primarily within Yolo County. It is bounded on the east by the Sacramento River, on the west by the Coast Range, on the north by Cache Creek, and on the south by Putah Creek. The basin is roughly bisected by an anticlinal structure, but otherwise is gently sloping from west to east with elevations ranging from approximately 400 feet at the base of the Coast Range to the west to nearly sea level in the eastern areas. Major cities within the subbasin include Davis, West Sacramento, Winters, and Woodland. Precipitation averages approximately 20 to 24 inches per year in the western portion of the subbasin, and approximately 18 to 20 inches per year in the eastern portion of the subbasin. Hydrogeologic Information Water Bearing Formations The primary water bearing formations comprising the Yolo subbasin are sedimentary continental deposits of Late Tertiary (Pliocene) to Quaternary (Holocene) age. Fresh water-bearing units include younger alluvium, older alluvium, and the Tehama Formation (Olmstead, 1961 and DWR, 1978). The cumulative thickness of these units ranges from a few hundred feet near the Coast Range on the west to nearly 3000 feet near the eastern margin of the basin. Saline water-bearing sedimentary units underlie the Tehama formation and are generally considered the boundary of fresh water (Berkstresser, 1973).

The national standards are those promulgated under section 109 of the federal Clean Air Act (42 U.S.C. 7409). This attachment is divided into three parts. The first part comprises a table showing the levels, averaging times, and measurement methods for each of the State and national standards. This is followed by a section containing maps and tables showing the 2011 area designations for each pollutant for which there is a State standard in the California Code of Regulations, title 17, section 70200. The last section contains maps and tables showing the most current area designations for the national standards for those pollutants with areas designated as nonattainment.     GUIDE TO SACRAMENTO Mighty Oaks Sacramento’s native oak trees are the true monarchs of the forest. With a life span of up to 400 years, they can reach 00 feet tall and have a canopy 00 feet wide. The branches and leaves are often ornamented with interesting galls. Their picturesque trunks and gnarled branches inspire awe and imagination. These majestic oak trees are important islands of life for thousands of insects, birds, and animals. Acorns provide nourishment for all types of wildlife – and even some hard working humans. This is Sacramento County’s natural heritage– the native oak! Identifying Native Oaks There are 0 species of oak trees native to California with three native oak species dominating Sacramento County landscapes – the valley oak, interior live oak, and blue oak. OAK SPECIES Valley oak (Quercus lobata) is the monarch of all California oaks because of its great size and beauty. The valley oak may be the largest oak tree in North America, reaching 00 feet tall and equally as wide. Mature trees typically live 50-50 years and support a rounded crown with drooping branches sometimes touching the ground. In areas where they grow more slowly, they may live up to 400 years or more. Valley oaks grow best in valley areas near perennial creeks and rivers. Here their deep roots thrive in rich alluvial soils and have permanent access to ground water. These areas are also prime farmland and were consequently cleared of the extensive oak woodlands and riparian forest that dominated California’s central valley prior to the 0th century.
