Israel relies on a number of strengths—including Specialist in Middle regional conventional military superiority—to manage potential threats to its security, Eastern Affairs including evolving asymmetric threats such as rockets and missiles, cross-border tunneling, drones, and cyberattacks. Additionally, Israel has an undeclared but presumed nuclear weapons capability. Against a backdrop of strong bilateral cooperation, Israel’s leaders and supporters routinely make the case that Israel’s security and the broader stability of the region remain critically important for U.S. interests. A 10-year bilateral military aid memorandum of understanding (MOU)— signed in 2016—commits the United States to provide Israel $3.3 billion in Foreign Military Financing annually from FY2019 to FY2028, along with additional amounts from Defense Department accounts for missile defense. All of these amounts remain subject to congressional appropriations. Some Members of Congress criticize various Israeli actions and U.S. policies regarding Israel. In recent months, U.S. officials have expressed some security- related concerns about China-Israel commercial activity. Iran and the region. Israeli officials seek to counter Iranian regional influence and prevent Iran from acquiring nuclear weapons. In April 2018, Prime Minister Binyamin Netanyahu presented historical information about Iran’s nuclear program that Israeli intelligence apparently seized from an Iranian archive. -

It would be a reasonable assumption that anything paid for by the UN would advocate peace and tolerance. Sadly, the opposite was true. Shocked Peers and MPs listened to a translation littered with bile and aggression to Israeli neighbours, including a bizarre mathematical question using “Palestinian Martyrs” (terrorists) as a basic calculating unit. -

Operational Context
Operational context The current political situation in the West Bank remains uncertain following the recent decision by the Israeli government to suspend the US-led negotiations at the end of April, and the announcement of the formation of a Palestinian national consensus government. While it has garnered public support in the West Bank, the long-term implications of this development remain to be seen, with potential implications for UNRWA operations. Adding to the atmosphere of political uncertainty, the West Bank economy continues to be affected by the ongoing Israeli occupation and associated restrictions, as the Palestinian government faces continuing financial challenges, linked to its reliance on donors and its inability to pay state debts. The economic stagnation has also been exacerbated by measures taken by the Israeli authorities as a response to the Palestinian Authority (PA) accession to key international human rights treaties and conventions in early April as well as the implementation of the reconciliation agreements. Palestine refugees, continue to be the hardest hit by the economic situation. Refugees in the West Bankcontinue to suffer from higher rates of unemployment than non-refugees and rates of food insecurity remain high among refugees, especially those living in refugee camps. In the months leading up to the April 29th deadline for Israeli-Palestinian peace talks, tension increased in the West Bank, especially in the refugee camps. Some of this tension may have stemmed from a significant sense of uncertainty among the refugee community surrounding the final status of Palestine refugees. Moreover, an increase in the frequency and severity of ISF operations in camps coupled with a unstable economic situation has created a general environment of insecurity, which has in turn been a catalyst for a rise in security incidents in the camps. -

Palestinian Refugees The Palestinian refugee issue originated in the 1948194819481948 Arab-Israeli Arab-IsraeliArab-IsraeliArab-Israeli war warwarwar, when five Arab armies invaded the State of Israel just hours after it was established. During the ensuing war, as many as 750,000 Palestinian Arabs fled their homes in the newly created state as a result of many factors. Some of the Palestinian Arabs who fled did so to avoid the ongoing war or at the urging of Arab leaders, and expected to return after a quick and certain Arab victory over the new Jewish state. Other Palestinians were forced to flee by individuals or groups fighting for Israel. Of the Palestinians who left, one-third went to the WWWWestestestest Bank BankBankBank (which was under Jordanian control), one-third went to the GazaGazaGazaGaza Strip StripStripStrip (under Egypt’s control), and the remainder to Jordan, Lebanon and Syria. The Arab nations refused to absorb these Palestinians into their societies and they were instead settled into refugee camps, insisting that citizen and integration would undermine the refugees’ right to return to their homes in Palestine. Only Jordan’s King Abdullah conferred citizenship on the 200,000 Palestinian living in Jordan and the Jordanian-controlled West Bank and East Jerusalem. In 1949, the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWUNRWUNRWUNRWAAAA) was created to oversee the economic integration of the refugees into these Arab countries. UNRWA continues to operate, providing relief, health care, education and vocational training to the refugee populations in Jordan, Syria, Lebanon, the West Bank and Gaza Strip. -

CHAPTER 1 The Rise of the Non-State Actors in Syria: Regional and Global Perspectives ,QUHFHQWGHFDGHVWKHLQWHUQDWLRQDODUHQDKDVZLWQHVVHGWKHLQFUHDVLQJLQÀXHQFH of non-state actors on the internal state, regional, and global levels.1 This process peaked in the Middle East following the upheaval that began in late 7KHERUGHUVRIWKH$UDEVWDWHVVRPHRIZKLFKZHUHGUDZQLQDUWL¿FLDO fashion under the Sykes-Picot agreement based on Western colonial interests and not as part of a “natural” historical process, have for decades suffered IURPVWUXFWXUDOLQVWDELOLW\PDQLIHVWHGLQLQWHUQDODQGH[WHUQDOFRQÀLFWV The mechanical demarcation of the borders fueled the rise and strengthening of non-state actors in two ways. First, groups within the nation state cultivated and preserved allegiance to other identities (religious, ethnic, tribal, and family) that existed prior to the establishment of the state in question, or to comparable trans-border meta-state identities that encouraged positions of separatism vis-à-vis the state. Second, the arbitrary demarcation of state borders propelled non-state actors that produced an identity crisis within the Arab world. In turn, various ideologies attempted to overcome these crises. Arab nationalism sought to unite all Arabic speakers, regardless of their ethnicity or religion, while Islamism highlighted the common Islamic religious denominator as the basis for a long term vision for the revival of the Islamic nation as a concrete political entity. Both ideologies challenged the legitimacy of the state structures and presented themselves as meta-state remedies for internal and external division that challenged the imperialistic division imposed on the region.2 The reality of the Middle East in 2016 differs substantially from the face of the region prior to this decade’s regional upheaval. -

Mohammad Alaa Ghanem and Shlomo Bolts www.sacouncil.com February 2014 About the Authors Mohammed Alaa Ghanem is the Senior Political Adviser, Government Relations Director, and Strategist for the Syrian American Council in Washington D.C. He holds a master’s degree in Peacebuilding and conflict transformation. Ghanem was a professor at the University of Damascus, and has been involved in the Syrian revolution since its early days a peaceful protest movement. He has briefed U.S. government officials and policy makers in the executive branch and in Congress. His work and scholarship connect U.S. policy-makers and the Syrian American community with the revolution inside Syria. This connection is made possible by his extensive network of contacts at all levels of the Syrian opposition, his frequent trips to the ‘liberated areas’ in Syria, and his routine participation in international political and academic conferences on Syria. Applying his knowledge of American politics and international relations, he advises the local administrative councils emerging in liberated areas across Syria on foreign relations. In early 2013, he participated in monitoring the elections of the first democratically elected government in Aleppo. Ghanem is also a fellow with the Syrian Center for Political and Strategic Studies. At SCPSS, he has been in involved in SCPSS’ Syria Transition Roadmap, an ambitious post- Assad transition project. Ghanem is frequently quoted in the media, and his Op-Eds have appeared in the Washington Post and Foreign Policy MEC.
