What can public broadcasters and other stakeholders do to ensure a fair reflection of views from people, in particular those that are marginalised? 6. How can we minimise, if not stop, factional fighting and regional conflict, and thus divert attention and resources to meeting the most basic needs of those living under extreme poverty, such as primary healthcare, basic education, maternal and child health, decent employment and housing? 5 7. Are we media professionals doing enough to cover nation-building efforts, notably initiatives towards greater harmony, sustainable development and a culture of peace? 8. In what way can the media help stop corruption in various layers of society and ensure good and effective governance for nation-building? 9. How can the media reduce the suffering of people living in conflict zones or occupied territories? 10. How can the media play an effective role in reducing violence against women and children, especially in violence-scarred cities, and in ending impunity for violence against women and girls? 11. In 2006 the world spent more than one trillion dollars on arms at a time when achieving universal enrolment in primary education in developing and transition countries by 2015 would cost only $9 billion a year. How can the media stop the unpleasant business of arms trade? 12. How can the media touch the hearts and minds of those who believe in the clash of civilisations and persuade them that the only way to bring stability to the international community is dialogue and, again, dialogue? And how can the media make “the other” a part of us? How can the media be persuaded to adopt the idea of peace journalism, which is really good journalism by another name, instead of the concept of war journalism? Dr. Javad Mottaghi is Director, Asia-Pacific Institute of Broadcasting Development 6 Opening Remarks Dr. Hamadoun Toure [Yang Amat Berhormat] Dato’ Sri Mohd Najib bin Tun Abdul Razak The Honourable Deputy Prime Minister of Malaysia Ministers Excellencies Distinguished Guests Ladies and Gentlemen I am pleased to be here this afternoon to address you again during this inaugural session. This morning in my special address to you, I outlined three priorities of ITU that were endorsed by our Plenipotentiary Conference in November 2006 following the World Summit on the Information Society in 2003 and 2005. They are: building ICT infrastructure, ensuring Cybersecurity and providing emergency communications. 17 May this month marked our 142 anniversary, ITU is the oldest international organisation within the United Nations system. Yet with its priorities the Union is young at heart and remains at the cutting edge of global communications. In addition to the 3 priorities

    Forecast error: what’s happened to the polls since the 2015 UK election? By Timothy Martyn Hill [originally published at significancemagazine.com] When British Prime Minister Theresa May called a snap election for 8 June 2017, it seemed like a smart move politically. Her Conservative Party was riding high in the opinion polls, with a YouGov poll in the Times giving them 44%, a lead of 21 points over her nearest rivals, the Labour Party[0514a]. Were an election to be held the next day (as surveys often suppose[0514b]) May looked to be on course for a convincing win and an increased majority in the House of Commons. But then came the obvious question: “Can we actually trust the polls?” The media seemed sceptical. Though they had not shied away from reporting poll results in the months since the 2015 general election, they were clearly still sore about the errors made last time, when survey results mostly indicated the country was heading for a hung parliament. So, can we trust the polls this time around? It’s not possible to say until we have election results to compare them to. But what we can do is consider the work that’s been done to try to fix whatever went wrong in 2015. Thou Shalt Not Get Caught Despite Thatcherism-without-Thatcher becoming the political norm by the mid-1990s, this period would simultaneously mark a decline of the Conservative Party in British politics, and in no small part due to the ‘toxic’ image that Thatcher had come to represent. Thatcher was brought down in 1990 by a combination of her confrontational style of running cabinet, Michael Heseltine’s leadership ambitions, the long-serving Geoffrey Howe’s devastating resignation speech, and the deeply unpopu- lar Poll Tax. Her apparently consensual replacement, John Major, had surprisingly managed to win the 1992 General Election outright, but it would be downhill for the Tories from then on. The issue of Europe and the EU was ripping the party apart while, among other things, the BSE crisis, recession, and political ‘sleaze’ all but made a crushing defeat in the 1997 election inevitable and one from which they have only just (about) recovered.

In response to the consultation questions, Question 1a Please provide your views on the evidence of current support laid out in Annex 2 We agree with the general approach adopted, however believe that in assessing past electoral support for political parties that this should take into account party performances over the last two electoral cycles. We believe that it is important to consider parties’ performances over a reasonable time period to ensure all parties have fair representation against a backdrop of a more volatile political landscape in the UK. We believe that the previous two electoral cycles and the current (i.e. 2005-2010, 2010-2015, 2015 onwards) would be a good measure and recognition of the multi-party political landscape that is now a fixture of British Politics. We also caution against weight being given to Police and Crime Commissioner elections where parties have adopted differing approaches to these – not all parties contest in all areas and the extremely low turnout seen in 2012 (just 15.1% 1) mean that we argue little, to no weight should be given to these results in the context of local government elections in 2016. Furthermore, we raise concerns about the weight given to opinion polling, which are in part recognised in the footnotes in Annex 2. We note that opinion polling in the lead up to the General Election did not portray an accurate reflection of the election outcome, and many polling companies have accepted that improvements needed to be made going forward.
