Kuhn1 Accepted: 22 January 2021 / Published online: 17 March 2021 © The Author(s) 2021 Abstract The Court of Arbitration for Sport (CAS) jurisprudence on manipulation of sports competitions has vastly evolved from its initial award in RSC Anderlecht in 1998, to now Labuts in August 2020. Alongside, international and national regulations, as well as sporting regulations, including, most recently, the Council of Europe’s Macolin Convention on the Manipula- tion of Sports Competitions, have sought to efectively tackle the omnipresent, ever-growing phenomenon of competition manipulation. Against this backdrop, this article briefy outlines the existing legal landscape on manipulation, followed by a chronological detailing of each CAS issued award. The key aspects of defning such sanctionable behaviour, select issues of standard of proof and types of evidence which are admissible and relied on, as well as the manner and quantum of sanction are then analysed. Ultimately, noting empirical trends across these awards, questions on ne bis in idem, proportionality of sanctions and legal certainty across CAS jurisprudence are raised. If the rules and regulations of a federation provide that a specific person or body of the federation has the power to render a specific decision, but instead the respective decision is taken by a different person or body, the decision is not a valid decision and has to be set aside. 2. In order to be qualified as disciplinary provision, a rule needs to foresee the finding of breach of any specific regulation as well as the imposition of a sanction for the breach. It is not sufficient that the consequences foreseen by a specific rule are felt by their addressee as distinctly punitive measure. 3. In the absence of a clear rule which makes a club strictly liable for specific actions of its officers or employees or even for spectators, a club cannot be punished for the illicit behaviour of any such persons or individuals. E.g., in case a rule foresees sanctions on clubs for cases in which the club is “directly or indirectly involved in any activity aimed at arranging or influencing the outcome of a match”, the respective sanctions may only be applied provided that evidence exists establishing that the respective club has been “directly or indirectly involved” in illicit behaviour of its officers or employees, or if the illicit actions by those persons or individuals are somehow attributable to the club.

Angkor Tiger FC 2018 Team Report vol.2 Thank you for your support !! 一枚写真加工して 1 Contents COMMENTS 04~09 ABOUT ANGKOR TIGER FC 10~17 CAMBODIAN FOOTBALL INFORMATION 18~19 SEASON REVIEW 20~39 ONE CHILD ONE BALL PROJECT 40~41 HOME TOWN ACTIVITIES 42~45 OTHER ACTIVITIES 46~47 RESULTS OF MEDIA COVERAGE 48~49 OTHER INFORMATION 50~522 2018 Season Result 皆様のご支援のおかげで、2018シーズンも、 2017シーズン以上に様々な成果を成し遂げる事ができました！ ➢ 後期シーズン怒涛の追い上げシェムリアップに完全移転を果たした今シーズン。カンボジアサッカー界初のホームタウン移転の影響もあり、メンバーが大きく変わったため、シーズン序盤は中々結果を出せずに苦しみました。しかしながら、シーズンを通し徐々に新たな環境に慣れていくことで、チーム全体の方針が選手、コーチに浸透していきました。後期シーズンに入り、リーグ戦、カップ戦を並行して行う過密日程の中、前期の遅れを挽回しようと一丸となったチーム。フンセンカップでは過去最高の3位入賞に。特にプノンペン・クラウン戦では前節の三点差をひっくり返す見事な逆転劇を起こす、後期シーズンを象徴する試合となりました。また、リーグ戦のみで言うと、9試合連続負けなしなど、来シーズンの大きな飛躍を予感させるチームの活躍が見られました。 ➢ 地域貢献活動・ホームタウン活動の増加 2018シーズンは、毎シーズン実施している1 Child 1 Ball Project、サッカークリニック、孤児院や学校訪問以外に、アンコールマラソンへの参加、病院への寄付、清掃活動の実施、村の子供達をホームゲームに招待、日本人会主催のイベントに参加、シェムリアップの地域企業・クラブとの提携、「最多人数参加サッカー」ギネス記録達成などを通して、シェムリアップにおける地域貢献活動を促進させました。 ➢ 10人のシェムリアップ出身選手シェムリアップ移転の目的の一つであるプロサッカーチームのローカライズを具現化するため、地元出身選手の比重を高め、育成に重きを置いております。今シーズンは合計で10人もの地元出身選手がタイガーでプレーをしています。特に、キャメロン、ブナ、セイハ、ナレットはチームの中心としてシーズンを通して活躍し、大きな貢献をチームに残してくれました。 2018シーズンも応援頂き誠にありがとうございます。 2019シーズンも2018シーズン以上の結果を出せるようチーム一丸取り組んで参ります！ 3 Owner, GM, Head Coach Comments 4 Owner Comments 今季も応援ありがとうございました。今季でタイガーの運営を始めて4年目を終えました。シーズンが終わるといつも「今年はどれだけ多くの人に夢と希望と勇気を感じてもらえただろうか」と思います。毎年、少しずつタイガーの成長を感じていますが、今季はクラブとしてステージアップしたこともあり、これまでで一番多くの人に夢と希望と勇気を感じてもらえたと思います。定量的にも、・2018年カンボジアリーグ平均観客数No.1 ・カンボジアリーグの観客数記録更新・クラブとしては初の3位（フンセンカップ）定性的にも感動を呼ぶような、勇気が出るような試合を選手
