orty-six years ago on April 17, 1975, Khmer Rouge soldiers occupied Phnom Penh City. After arriving Fin the city for around three or four hours, the Khmer Rouge senior leaders ordered the soldiers to begin evacuating people from Phnom Penh to remote areas of Cambodia for forced labour in the rice field. The Khmer Rouge soldiers falsely informed the city residents that the United States were planning to drop bombs on Phnom Penh so it was necessary for them to evacuate the area for a few days before returning. As planned however, the Khmer Rouge did not allow the residents to return home and enforced that rule throughout the Democratic Kampuchea regime (1975-1979). After the fall of the Khmer Rouge on January 7, 1979, large numbers of evacuees were found to have died due to killing, overwork, and starvation. Three former Khmer Rouge soldiers who arrived in Phnom Penh on April 17, 1975 recalled what happened in Nhim Soeun, a former soldier of Division 2nd of North Zone during Phnom Penh on that day as follows: Chen Boeun, a former soldier of Division 14th of Special Zone during Democratic Kampuchea (1975-1979). With Phnom Penh under lockdown, the value of having goods delivered to your door has never been more apparent. The digital marketplace is still in its infancy in Cambodia, and Khmum eShop’s founder Chea Ratha is one of its pioneers. Last year, she spoke with Khmer Times about her work in the sector and yesterday she provided an update about what the future holds for online business in Cambodia.

KT: How is e-commerce changing the way business is conducted in Cambodia?

CR: Covid19 has affected the world economy, and Cambodia is no exception. The country was expected to fully implement Industry 4.0 in the next two to three years, according to the National Strategic Development Plan (NSDP) 2019- 2023. It aimed for economic diversi- fication by leveraging technologies to promote capacity-building for domestic small to medium-sized enterprises (SMEs) to help them join regional and global value chains. COVID-19 has forced the industry to mature quickly to respond to the needs of the market. Because of the virus, e-commerce represents a new way of life and currently there are more than 40 e-commerce platforms in Cambodia.
