GA 2018/ Point 5 Report of the Executive Commission of UWW-Europe’s activities in 2017

In the Council, members are 48 national federations. From them 33 develop Greco- Roman wrestling, 32 freestyle wrestling and 26 women’s wrestling. Different styles from the associated non-Olympic styles are practiced in around 25 federations (under the aegis of United World Wrestling Committee of Associated Styles). The three Olympic styles (GR, FS, WW) are developed in 22 federations- members of UWW-Europe.

І. Sports’ wrestling calendar in Europe during the reported period

1. 3. Held were 141 international tournaments in the Olympic styles: 48 in freestyle wrestling (26 seniors, 11 juniors, 11 cadets + U-15), 57 in Greco-Roman wrestling (28 senior, 14 juniors, 15 cadets + U-15) and 35 in women wrestling (15 seniors, 10 juniors, 10 cadets + U-15).

In the organisation and realisation of UWW’s sports’ calendar (World championships and Cups, European tournaments and Cups and international tournaments) took participation 41 from the 48 national federations, members of UWW-Europe.

ІІ. Participation and results from UWW’s official championships

The Executive Commission reports only the data from the participation and performance of UWW- Europe’s members at the World and European championships in the Olympic styles (seniors, seniors U-23, juniors, cadets, schoolboys U-15). For the non-Olympic styles, a methodology for registration and analysis of participation and results is expected from UWW’s Committee.

1. World Championships- participation

In the 4 world championships (seniors, seniors U-23, juniors, cadets) participated in total 1326 wrestlers from 37 European countries (56.4% from all participants). In the freestyle of the 4 championships total of 430 participants took part, in the Greco-Roman wrestling 551 and in the women wrestling 345. The number of the European representatives in Paris is 358, in Bydgoszcz-300, in Tampere-291 and in Athens- 377. The most impressive is the participation of Russia (102 participants), Turkey-(101), (100), Azerbaijan (83), Belarus (83), Poland (77), Bulgaria (73), Georgia (69), Hungary (60), Moldova (53).

2. World Championships – medals

The total number of the medals won from the European representatives is 229 (56.1% from all). The number of gold medals won is 47 (46%), of silver ones- 58 (56.8%) and of bronze ones-124 (60.7%). In Paris (seniors) a total of 19 medals were taken (59.3%): gold 4, silver 6, bronze- 9. In the Greco-Roman style, the medals in total are 22 (68.7%): gold 6, silver 6, bronze- 10. In the women wrestling, the medals won are total of 14 (44%): gold 2, silver 4, bronze- 8. The summary shows that in the most important Championship for 2017, Europe wins total of 55 medals (57.29%): gold 12, silver 16, bronze- 27. In all three Olympic styles, Europe's representatives have an undisputed leadership position in the world. This conclusion is confirmed and by the results from the rest of the age groups. In Bydgoszcz, in the first World championships for seniors U-23, the European wrestlers win total of 60 medals: (62.5%): gold 13 (FS-4, GR-7, WW-2), silver 16 (FS-4, GR-8, WW-2) and bronze 33 (FS-12, GR-9, WW-12). In Tampere (juniors), the wrestlers from our continent win total of 47 medals (48.96%): gold-11, silver-10, bronze-26. In FS the gold, the silver and the bronze medals are as follow: 5,3 and 7; in GR respectively 5,3 and 7 and in WW- respectively 2,4,9.

In the Championships for cadets in Athens, the European participants won total of 67 medals (55.83%). In the 30 weight categories of the three styles, they have 11 gold medals (FS-4, GR-6, WW-1), 18 silver medals (FS-6, GR-6, WW-6) and 38 bronze medals (FS-15, GR-10, WW-13). In winning a total of 229 medals from all World championships, wrestlers from 27 national federations- members of UWW-Europe participate (56.25% from the composition of our Council). Summarised, their results are: Russia- 54 medals (16 gold, 16 silver, 22 bronze), Azerbaijan-25 medals (5 gold, 6 silver, 14 bronze), Turkey- 24 medals(8 gold, 1 silver, 15 bronze), Ukraine- 24 medals (4 gold, 6 silver, 14 bronze), Georgia- 23 medals (5 gold, 5 silver, 13 bronze), Belarus- 11 medals (1 gold, 4 silver, 6 bronze), Hungary- 11 medals (1 gold, 3 silver, 7 bronze), Armenia- 8 medals (2 gold, 2 silver, 4 bronze), Germany- 8 medals (1 gold, 2 silver, 5 bronze), Poland- 5 medals (-, 2 silver, 3 bronze), Bulgaria- 4 medals (-, 3 silver, 1 bronze), Romania- 4 medals (-, 2 silver, 2 bronze), Finland- 4 medals (-, 1 silver, 3 bronze), SWE- 4 medals (-, -, 4 bronze), Moldova- 3 medals (1 gold, 1 silver, 1 bronze), France- 2 medals(1 gold, -, 1

3. European Championships- participation

In 2017, for the first time in UWW’s history, European Championships in the three Olympic styles in 5 age categories were held: seniors, seniors U-23, juniors, cadets and schoolboys U-15. The number of participants reaches 2272. They represented 41 national federations (85.4% from UWW-Europe’s members). In the championships in Greco- Roman wrestling 902 wrestlers were competing, in Freestyle wrestling- 786 and in Women wrestling- 584. In the Championships, participation did not take the federations of Ireland, Iceland, Luxembourg, Montenegro, and San Marino. In the championships in Novi Sad, participated the wrestlers of 38 national federations, total of 403 people. The data in styles is: FS- 30 countries, 143 wrestlers; GR-countries, 160 wrestlers; WW- 28 countries,100 wrestlers. In the three styles with full teams (x24) participate Belarus, Russia, Turkey и Ukraine. With full teams (x 16) in FS and GR participate Armenia, Azerbaijan, Georgia и Serbia. With full teams participate Moldova (FS-8), Bulgaria, Germany и Hungary (GR-8).

In Szombathely, seniors U-23 participate 34 federations with a total of 345 wrestlers. The performance in styles is: FS- 29 federations, 116 participants; GR- 29 federations, 144 participants and WW- 21 federations, 91 participants. With full teams (24 people) in the three styles were competing Russia, Turkey и Ukraine.

In Dortmund, juniors 389 wrestlers participated (FS-135, GR-150, WW- 104) from 36 countries (FS-28, GR-31, WW-23). In the Championship for cadets, 39 federations participated with 531 wrestlers (FS-175, GR-209, WW-147). The first European Championship U-15 in Belgrade gathered 595 participants from 25 countries (FS-217, GR-236, WW- 142). The Executive Commission of UWW-Europe evaluates the beginning as optimistic and expresses certainty that this format will be established in Europe’s wrestling calendar.

4. European Championships – results

Of the 41 participating countries in the 5 European Championships, medals have won 30 (73.3%). In FS medals win 19 countries (gold-7, silver-16, bronze- 15), in GR- 25 (gold- 14, silver-16, bronze- 21), in WW-24 (gold-13, silver-19, bronze- 18). The strongest positions in 2017 has Russia - 111 medals (48- gold, 28- silver, 35- bronze), Turkey-53 medals (9- gold, 17- silver, 27- bronze), Georgia-52 medals (13- gold, 6- silver, 33- bronze), Ukraine-52 medals (12- gold, 15- silver, 25- bronze), Belarus-35 medals (5- gold, 11- silver, 19- bronze), Hungary-24 medals (8- gold, 4- silver, 12- bronze), Romania-19 medals (3- gold, 4- silver, 12- bronze), Moldova-17 medals (1- gold, 6- silver, 10- bronze), Germany-16 medals (-, 1- silver, 15- bronze), Bulgaria-15 medals (3- gold, 6- silver, 9- bronze), Armenia- 15 medals (-, 1- silver, 14- bronze), Italy-11 medals (2 gold, 3- silver, 6- bronze), Sweden-10 medals (2- gold, 4- silver, 4- bronze).

In Fs, the medals are distributed by 19 countries (7-gold, 14- silver, 15-bronze), in GR- 25 countries (14-gold, 16-silver, 21- bronze), in WW- 24 countries (13-gold, 19-silver, 18- bronze). Leaders in FS are Russia-46 (22-13-11), Azerbaijan-25 (7-8-10), Georgia-25 (7-2-16), Turkey- (24 5-6-13), Ukraine-10 (1-2-7); in GR: Russia-35 (13-8-14), Georgia- 26 (6-4-16), Turkey-17 (3-6-8), Ukraine-17(2-6-9), Belarus-11 (--5-6), Azerbaijan- 9(6- 1-5); in WW: Russia-30 (13-7-10), Ukraine-25 (9-7-9), Belarus-21 (5-5-11), Romania- 12 (2-2-8), Turkey-12 (1-5-6), Hungary-10 (3-1-6).

At the Championship in Novi Sad, seniors, the medals are distributed by 23 countries: in FS-12 (gold-4, silver-5, bronze-9), in GR-11(gold-7, silver-6, bronze-10), in WW- 18(gold-7, silver-7, bronze-11). With the strongest positions are: Russia- 16 medals (5,4,7), Turkey- 9 medals (5,1,3), Belarus- 9 medals (1,5,3), Azerbaijan-8 medals (2,3,3), Hungary- 8 medals (2,2,4), Georgia- 7 medals (2, -,5), Bulgaria- 6 medals (2,3,1).

In Szombathely (seniors U-23) medals received 21 countries: in FS -12 (gold 4, silver 5, bronze 8), in GR- 16 (gold 5, silver 6, bronze 12), in WW- 15 (gold 6, silver 8, bronze 10). The highest positions have Russia- 15 medals (3 gold, 5 silvers, 7 bronze),

Azerbaijan- 11 medals, (5 gold, 1 silver, 5 bronze), Georgia- 11 medals (3 gold, 2 silvers, 6 bronze), Ukraine- 11 medals (2 gold, 2 silvers, 7 bronze).

In the juniors’ championship in Dortmund, the medals are distributed between 13 countries: in FS- 13 (3 gold, 7 silvers, 11 bronze), in GR- 11 (5 gold, 7 silvers, 8 bronze), in WW- 13 (5 gold, 7 silvers, 10 bronze). The leaders are Russia- 19 medals (9 gold, 5 silvers, 5 bronze), Georgia- 13 medals (4 gold, 2 silvers, 7 bronze), Ukraine- 8 medals (3 gold, 3 silvers, 2 bronze), Azerbaijan- 7 medals, (3 gold, 3 silvers, 1 bronze) and Turkey- 6 medals (1 gold, 1 silver, 4 bronze).

The distribution of medals in Sarajevo (cadets) is between 21 countries: in FS- 11 (4 gold, 6 silvers, 10 bronze), in GR- 16 (4 gold, 7 silvers, 13 bronze), in WW- 17 (6 gold, 6 silvers, 13 bronze). The best results are of Russia - 22 medals (12 gold, 7 silvers, 3 bronze), Georgia- 12 medals (4 gold, 2 silvers, 6 bronze), Turkey- 12 medals (---, 7 silvers, 5 bronze) and Azerbaijan- 10 medals, (4 gold, 3 silvers, 3 bronze).

In Belgrade (U-15) medals win the wrestlers of 14 countries: in FS- 6 (2 gold, 5 silvers, 5 bronze), in GR- 8 (4 gold, 7 silvers, 6 bronze), in WW- 9 (4 gold, 6 silvers, 7 bronze). Favourite is: Russia- 39 medals (19 gold, 7 silvers, 13 bronze), Ukraine- 21 medals (4 gold, 6 silvers, 11 bronze) and Turkey- 18 medals (---, 5 silvers, 13 bronze).

With the current report, the Executive commission of UWW-Europe gives an extensive information on participation and results of member federations in UWW’s Championships. It will help all interested to make accurate judgments on the achieved results and to seek the opportunities to validate and expand their positions in Europe and the world.

ІІІ. The activity of UWW’s Centre in

For 8 years, from its establishment, the Centre has received for preparation in FS, GR and WW, total of 2434 people. In 2017, training activities led 373 wrestlers from 23 countries (12 from Europe, 9 from Asia, 1 from Africa and 1 from America). In the trainings 288 wrestlers participated (FS-133, GR-90, WW-65) and 53 coaches (FS- 22, GR-14, WW-17). During the year, the wrestlers in FS have trained in total of 99 days, in GR 125 days, in WW- 78 days. In the Centre’s main base, a total of 180 competitors have been preparing (18 countries) in 101 days. In the high mountainous conditions (Belmeken) there were 9 wrestlers (3 countries) in 43 days. At the medium altitude centres (Teteven and Samokov), a total of 173 athletes (63 and 41 days respectively) were prepared. At Kamchia base (sea level) there were 20 competitors for 7 days. At the World championships, 10 from the wrestlers who trained at the Centre, won medals. In advanced phase is the project of UWW and of the European Council for the preparation of professional coaches jointly by UWW’s management, the Centre and the National Sports Academy of Bulgaria. All details of the Centre’s activities are given in a detailed report by its Director, which is attached to the materials of this Conference.

IV. International transfers of wrestlers

The Executive Commission’s administration has registered in 2017, 229 transfers. They are published on the European Council’s website. For the purposes and needs of their clubs, foreign wrestlers have been accepted by 6 national federations. The distribution of transfers is in Germany-188, in Poland- 28, France- 8, Austria and Turkey- 2, Serbia-1. To the clubs of these 6 countries, were attracted wrestlers from 36 national federations (31- members of UWW-Europe). The distribution is the following:

Bulgaria-28, Poland-25, Romania-20, Hungary-18, Russia- 16, Moldova-13, Czech Republic-12, Georgia and Ukraine- from each 11, France-7, Sweden, Denmark and Turkey- from each 5, Armenia, Azerbaijan, Serbia, - from each 4, Afghanistan, Belarus, Croatia, Cuba, Italy, Latvia, Lithuania- from each 3, Austria, Greece, Syria, Slovakia- from each 2, Belgium, Estonia, Finland, Macedonia, Germany, Morocco, Netherlands, Venezuela- from each 1. Some circumstances give rise to serious problems in complying with UWW’s Regulation for transfers of wrestlers: ➢ The second league created in Germany (DRL) is not recognised by DRB. The participation in it leads to complications and sanctions from UWW, which affect a number of athletes and federations; ➢ There have been several attempts by wrestlers to make transfers without the permission and approval of their national federations; ➢ There is no normative decision from UWW with which to regulate the participation of wrestlers in more than one club in a year; ➢ There is no good coordination between the Continental councils on the transfers’ issues; ➢ Conflicts between individual federations as well as non-compliance with the UWW’s Transfers Regulation have been identified.

The Executive Commission will continue to seek solutions for the above-mentioned issues with conjunction with UWW’s management.

V.The activity of the Executive Commission

The Commission’s members and its President were elected at the GA in Novi Sad. The current members are D. Kharenko, T. Hamakous, K.M.Dittmann, G. Bryusov. The new members are Ž. Trajkovic and R. Pircalabu. Vice-president is Mr. Hamakos. The Commission includes A. Medved-Honorary vice-president of UWW-Europe and O. Yaksi, coordinator with UWW on calendar and protocol issues. is conducted in the implementation of UWW-Europe’s Program (2017-2020). Efforts are focused on: ➢ Support the organisation and conduct of the 5 European Championships and European Cups of Nations; ➢ Financial and organisational support to the federations of: Ireland, Moldova, Albania, Greece, Lithuania, Belgium и Macedonia; ➢ Improvement of the organisation and the content of the Centre in Sofia; ➢ Expansion of joint activities with UWW’s Technical Assistance and Development Commission; ➢ Improvement of the content of UWW-Europe’s website; ➢ Creation of registration and analysis system for the participation of UWW- Europe’s members at the World and European championships; ➢ Improvement to the Register of international transfers of wrestlers; ➢ Establishment of contacts with the international and continental structures for the development of sport amongst the military, students and schoolboys, as well as with the Organising Committee of the European Games in 2019; ➢ Preparation of UWW-Europe’s Calendar by 2020; ➢ Establishment of the Council's Referees Council;

The Commission works as a collective organ. In 2017, 2 meetings and 4 work meetings were held. Its activity can be considered as satisfactory. At the same time, account should be taken of the need for improvement in the overall Council’s work. Especially important is: ➢ To assist with specific measures to federations, which backwardness is serious: Ireland, Iceland, Montenegro, Monaco, San Marino, Malta, Luxembourg. ➢ To stimulate the federations who have potential and some have registered good results in the past: Belgium, Great Britain, Netherlands, Albania, Monaco and others; ➢ Establish new criteria for accommodation and meals at European Championships and to be endorsed by UWW; ➢ To define the forms of participation of the Referees’ Commission in the programs of UWW’s Commission for technical assistance and development;

➢ To initiate the beginning and the realisation of the Project for the preparation of professional coaches at the Centre in Sofia.

The Executive Commission thanks to all federations- members of the European council for the shown understanding and the provided support for its activities. In such environment good conditions are created to find new approaches and decision-making in favour of all. The Commission declares its own and to all its members, respect and loyalty to the President and the Bureau of UWW. The European Council is ready to respond to any initiative and decision and to contribute to the realisation of the goals endorsed by the Congress and the structures managed by UWW.
